Attendance Present: Councilmen Brainerd, Brunner, Cavanagh, Jr., Joerger, Mattei, _and Mayor Putnam. Absent: Councilman Battaglia. Employees' Life Councilman Brainerd reported that follow - Insurance Plan. ing a meeting of-the Council Insurance Res. #5399 N.C.S. Committee with employee groups and a poll of:the employees of the City, the Council Committee recommends to the Council that the life insurance coverage remain with the present carrier, California Life In- surance Company; whereupon, Resolution No. 5399 N.C.S., awarding contract as recommended for the furnishing of group life insurance for the employees of the City of.Peta.luma was introduced by Coun- cilman Brainerd, seconded by Councilman Cavanagh, Jr., and adopted by 6 affirma- tive-votes, l.-absentee. Councilman Battaglia Councilman Battaglia arrived at the meet - ing at 7:35 o'clock p.m. Sonoma County Mr. Steve Metle of the Sonoma County Housing Committee People for- Economic Opportunity appear- ed before the Council with regard to establishing a.local Housing Authority for Sonoma County. He explained that activity began-as a committee, known as, the Sonoma County Housing Committee, last September and that the group will be.:appearing before the Board of Super- visors-at a public hearing on February 3, 1970, at- 3 :30 -p.m. on the matter. Mr. Metler discussed-in detail the purpose and advantages of a Housing Authority and its operation and administration under Section 23 of the Federal Leasing Program. He stated that the Committee has been appearing before various cities and agencies throughout the County to gain support for establishing a Housing Authority or Authorities to provide hous- ing at reasonable rental prices for low income families. In his presentation, he requested the Council's,s,upport for the creation of a Sonoma County Housing Authority. Upon conclusion of the dis- cussion., Mayor Putnam asked Mr. Metler to contact City Manager Robert Meyer with regard to furnishing helpful mat - erial on the matter for Council infor- mation.. January 26, 1970 Railroad Tracks _ At the request of Councilman Cavanagh, East "D" Street Jr., the staff was directed to contact the Railroad Company to make appropriate repairs to the railroad crossing on E -ast "D" Street near the Pioneer Shell Company. Redwood Empire Councilman Cavanagh, Jr.., reported on the Division - Redwood.Empire Division Executive Commit - League of tee meeting held last Saturday',at the City California Hall 'in Santa Rosa and announced that Cities Mayor Putnam was elected Director of the League of California Cities. He pointed out.that Mayor Putnam is the first woman who has been elected to this position. Clean -Up and Letter- from Mr. R. H. Hackendahl, Dir- Beau ector of the:National Clean -up - Paint - Program Up - Fix -Up Bureau, Washington,,:D C , announcing that the City of Petaluma has won a DISTINGUISHED ACHIEVEMENT AWARD for the clean -up and beautification acti- vities"for towns of tinder 25,000 in popula- tion and that the award will be presented to the "C'ityls delegation at an elaborate. Awards Ceremony in Washington,. D'.C., on February-24; 1970, read and filed.. Mayor Putnam commended the many individuals involved in the program.and praised the total , community for its efforts in the local Clean -Up - Paint -Up - Fix-Up Campaign. 'Petaluma - North- Mayor Putnam referred to the "West." sec - western Pacific 'tio.n of the - January 18, 1970 issue of Railroad Station the "Los Angeles Times" devoted to the California railway legacy and pointed out the article featuring the North- western Pacific Railway Station in the City of Petaluma.
