Council Meeting Regular meeting of the City Council of

by Vice Cavanagh, Jr., at the hour

Attendance Present: Councilmen. Brainerd, Brunner,

Absent:. Councilman Battaglia and

Invocation The invocation was given by the Reverend
Edwin Horstman, Church of the Oaks, Cotati.
Approval of Minutes
The minutes of February 2, 1970 and Feb-
ruary 9., 19 were approved as recorded.
Washington Creek
Letter, dated February 3, 1970, from Gordon
Project
W. Miller, Chief Engineer, Sonoma County
Wate Agency, requesting that the City in-
dicate its willingness to set aside taxes
owing the.City on a 25 foot strip of land
lying between the southeasterly line of
the logs within Novak Subdivision No. 3
and No. 3A and the northwesterly line of
East Washington Street in connection with
the construction of the channel along East
Washington.Street (Washington Creek Pro -
iect) ., - read and- fi -led,. Following a brief
and
dis:cusson. and identification of the strip
of land, a made by Councilman
Joerger and seconded by Mattei,
directing the City Clerk to write a letter
to the Sonoma, County Water Agency that the

Federal Flood Letter, dated February 9, 1970, from Robert

amendments to the Federal Flood Insurance
Program have made it possible for Califor-
nia cities to,mor qualify their
residents for Federal Flood Insurance and

surance Administration Department of Housing
and Urban Development, Washington, D.C.,

- special thanks:for..publicly recognizing
the Department of and Ocean
Development and the State Lands Commission
by including':the two Departments with the
C.ity.•o :f- Petaluma .on the sign at the boat
launching particularly
becausre. this project is the first to bear
the name of the Department of Naviga-
tion and Ocean.Development, read by the
Vice Mayor -and filed. Vice -Mayor Cavanagh,
Jr., noted that the letter also states the
sign represents.the culmination of over ten
years of efforts to bring the boat facility
-to the= City of Petaluma. However, he pointed
out.that the proposed Petaluma Marina act -

ually .began- ten. years ago; not the boat
launching ramp, which is a three - year -old
project. The two - projects are distinctly
di;f;ferent; because..of the types of boating
involved.

fore the Council and explained in detail
the:traflic - problems and hazards endan-
gering the-.school children. Photographs
were presented.to substantiate the con-
gestion.., . Mr.. Brinson also said. tha` -t Mr.
Les:ly Meyer,.Superintendent of Schools,
assured full cooperation on the part of
the schools to reach a solution.. "In the

cilman_Mattei expressed concern of
setting -a precedent for other schools
with similar traffic problems. It was

area of right -of -way acquisition, School

In:line with the City Manager's sugge
tion, the.Staff was directed to research
with�the School Department all poasible

of -way and pertinent information thereto
for..a.•report to:the Council thereon. It
was 'indicated that-the Council and School
Board, will then meet to study the factual
data compiled to'arrive at a satisfactory
concl:usion.. In -reply to Mrs. Cook, an
answer could possibly be expected within
60 days.

requirements, wa's'. reviewed and the Com-
mit.tee:: "recommended .that the provision
for bonds be eliminated from the ordi-
nance legislation; and,
in the interim period, the staff be dir-
ected..not.to.enforce the requirement to
