HomeMy WebLinkAboutMinutes 03/09/1970MINUTES OF MEETING OF CITY COUNCIL PETALUMA, CALIFORNIA March 9, 1970 Council Meeting Adjourned meeting of the Council of the City, of Petaluma was called to order by Mayor Putnam at the hour of 7:30 o'clock -P.m. Attendance Present: Councilmen Battaglia, Brainerd, Cavanagh, Jr., Joerger, Mattei, and Mayor Putnam. National Congress Mayor Putnam reported on the National Con - on Beautification gress on .Beautification which she attended in Washington D. C., February 22 -24, 1970. On the basis of information received from a call to Washington,, the Mayor stated that it was determined for the best interest of the City to participate in the ceremony in- asmuch as the year's work and scrap book were accomplished facts. The scrap book, which documented the year's work, was sub - mitted at least a month before the contest, and it followed .a precise plan for all contestants. The contest was divided into three categories: Class 1 - Class 2 Class 3 - The commu following The.smallest city to 25,000 pop- ulation. 2.5,000 to 250,000 population 250,000 and over city's endeavor was judged on the five points: (1) Community.' -wide beautification, (2) Property improvement, (3) Youth activities, (4)• Miscellaneous activities, and (5 ) An-all-over category of the general scope of the program that was carried on by the community during the entire :year. These were:judged by a panel of judges cho- sen from all walks of, life, and the chair - man was President Mr,s. Walter McGee of the General Federation of Women's Clubs. Monday, February-23, 1970, was devoted to visual programs. Besides reviewing the scrapbooks and.accompanying material, var- ious films :were - presented to show the work accomplished. The Awards Ceremony was on Tuesday, February: 24:; 1 -970.: 404 cities throughout the-United States participated in the con- 'test. All.who participated received hon- orable mention. There were 143 cities throughout the nation of a population of under 25,,:.0,00 that received the Distinguished Achievement'.. Award . - .( This is the award Pet- aluma achieved'. ): A total of 30 trophies March 9, 1970 National Congress were - given - ten for each Class.' Pomona, on Beautification California, received one of the ten tro- (continued -) phies in Class 1. The Grand Trophy was won by Eleven c trie :s ,in Cali- for-ni,a participated in the contest Blythe, Campbell, National City,.Petaluma, Pomona, San Diego,.'S'anta Paula, Seal Beach, Vallejo, Vista and Woodland. Congressman Clausen was present at the Awards Ceremony was very proud to represent the.only city who entered the contest in the First Congressional Dis- trict in California. The Congress program and various city rum - maries were p;resent e.d by Mayor Putnam as part of the material available at the Con- gress. She particularly noted a pamphlet - issued by Iowa City entitled "Home Owner's Guide ". The Mayor then-read the award - "1969 Dis- tinguished Achievement Award presented to Petaluma, California, in recognition .for their outstanding community improvement program for towns of under 25,000 in the National Clean=up.Contest" - signed by R. H. Hackendahl. In concluding her report, Mayor Putnam Com- mended everyone :in the community who_parti- cpated in the development of the- year's program and made the fol- lowing recommenda- tions; That the City work toward partici- pation in next year's program; that the Congress be represented by those in charge, by any of those interested in attending, and by an official from the City; and that the scrap book and summary be reviewed when returned, all to be - on display at KTOB. After the .r.eport, the Mayor read a letter from'Mr. Hackendahl expressing pleasure.in hosting the recent Congress and of his in- tention to visit Petaluma on March 26, 1970. Councilman Brunner Councilman Brunner entered the meeting at 7.40 o',c'lock p.m. County Facility - Councilman Cavanagh, Jr., reviewed the �N !1. Civic,C.enter activities o.f the Council Committee J Res. #5418 N'.C.S.. / appointed February 5, 1968 and of the. Staff members 'to encourage and expedite the building of :County offices and faci- lities so as to house more room.for the City and County. Another concern, he added to encourage the construction of a County additional building adjacent to the City Hall at the Civic Center and .not at the Veteran's' Memorial site. In this regard, a Resolution was adopted,by the County Board'o'f Supervisors on J'anu- ary 28, 1969, giving general approval for a joint City- County public building in the City of Petaluma. At this meeting, an agree- ment of conditions concerning construction of a.County building at the Civic Center' was :developed, for . recommendation to the Board of Supervisors for consideration at its•meeting'on Tuesday, March 10, 1970. The--conditions. were reviewed, and a gen- eral discussion was head. City Manager Robert 'showe'd.*:a sketch of the pro- : posed facility •and: •exp.lained the location of the building. Resolution No. 54`18 N G.S.,°to purchase from the County of•Sonoma,'a portion of the present City Hall bui:lding'and to participate in construction of a County building, was in- troduced by Councilman Brunner, seconded by Councilman•Brainerd, and adopted by 7 - affirmative votes.. City Manager Robert Meyer informed the Council that Supervisor DeLong will be notified.-in the-morning of the Council's action. ' Construction of Councilman Battaglia submitted the subject Public Improvements - council 'Committee 's- ,propos policy on pub- = lic street improvements. Said report sub - mitted and filed. Qkr,ector of Public Works -David Young read* the recommendation and noted a•change at the end of paragraph 7 -by omitting "street plan lines" and sub •stituting• "proper setbacks to conform to future growth" The Cty'Attbrney explained that the points `of -the policy are to provide a uni- •form 'procedure .,fore the installation of public improvements in all areas of the City'. However, he stated, every.standard has exceptions,.and : an appeal procedure is available for` - . applicants when a pecu- liar- situation exists. In reviewing.th'a policy, Councilman _Mattei noted no reference - to the bond requirements. How.ever, Attorney Robert further ex- plained that later'n the meeting consid- erat-ion of- two - proposals regarding bond requirements' will -be considered and recom- mended that the ordinance be adopted modi- fying the bond requirement and not elimin- -ating -said req.u- i-remen:t. This ordinance, het- added, is basically an interim proposal until Council consideration and adoption of• the -mod -fdcation -'to the entire article in the-Petaluma City Code in line with the policy. Mayors' and Council- City- Manager Robert Meyer reminded the men's Association Council memb`ers.of the subject meeting, of Sonoma County March- in Rohnert Park at the Meeting Community Center. Air Pollution City Manager Robert :Meyer referred to ";correspondence with:,the County Adminis- / Control trator County's - program -to. "control air - pollution, which matter will• -be- •:p at a public hearing on.. March .30_,. 19,7.0. ­A1so for Council information,- ;he•referred to an article appearing in -the March.5, 1970, Vaca ville-Reporter regarding Solano - Napa County plan on the matter of-air pollu- tion control,:• A brief discussion .was held on the County's proposal and the Bay Area Ai Pollution Control District. Mayor Putnam stated that she contacted Assemblyman Knox' -s- office regarding two Assembly Bills being considered relative to the three counties being included into the Bay Area Pollution Control District and-that-the Legislators-are. interested do .rece ving points of view on, the matter-:. -She_. added that. air pol- lution control most 'likely will be dis- cussed at the Mayors' and Councilmen's meeting on Thursday night. Mayor Putnam reported that the State Highway Commission."has been informed of the suc- ces,s of , th•e election. and has been'. 'urged to fund the, Caulfield Overcrossi ng as early as possibhe. City Manager Robert Meyer was asked to keep Council apprised of all necessary action regarding the Caulfield Lane Overcrossing. Avondale Subdi- At the request'of City Attorney Robert, V� vision. No." 4 a motion was made ;by Councilman Brunner Occupancy and seconded by Councilman Joerger to add'to'the agenda consideration of auth- or,izing the Mayor to execute an agree- ment.to,permit occupancy in Avondale Subdivision No. 4 prior to the comple- tion of the said subdivision. Motion carried unanimously. City. Attorney Robert reported that he and Director of Public Works David Young met with Mr. Marino Crinella, Subdivider, and a representative of the Young Amer - c'a Homes,. Developer, last Friday regarding the subdivider -'s request to permit occu- pancy of certain homes before completion of the street improvements. He explained that inclement weather has delayed paving of the streets; and, consequently, the completed homes can not be..finaled by the Building Department to allow occupancy. Mr. Robert also read an,- agreement developed with the subdivider .protesting the City in every way. Fire Chief. Benton questioned accessibility of emergency vehicles and requested an opportunity.to check the area. Considerable discussion followed:, and it was.determined that a number of questions raised required clarification. The matter was :held over until the meeting of -March 16, 1970.' City Manager Robert Meyer was directed to contact the subdivider and developer to be present at.the meeting. 1 Boat Building A motion was made by Councilman Battag- Facility - lia and seconded'by Councilman Joerger Peter Pracchia to add to the agenda consideration of the status of the conditions regarding March 9, 1970. Boat Building the boat building facility located at Facility - 315 Cop'elandStreet to be used by Peter Peter Pracchia Pracchia'for adu -lt education class. (continued) Motion carried unanimously. City Manager Robert Meyer reviewed the Building Department's Inspection report of. January 8&, 1969, listing the require- •ments to be complied: with before occupancy of the building, the school's position as stated in its letter of March 4, 1968, from Robert B. Chapman., Director, Adult Education Division; and, the Council min- utes of March 4, 1968 referring to the subject matter. He -also referred to a letter dated January 22 1969, addressed to owner of the `building, the North - away Company, calling western Pacific their attention to fact that the sewer discharging into the Petaluma River- Mr. Meyer added that Mr. Pracchia has not called for a final inspection of the completion of the corrections to the deficiencies. - Following - a general dis- cussion, it was agreed to further discuss the status of this building at the March 16, 1970 Council meeting. The City Clerk was di'rect'ed to notify -Mr. Pracchia to be present at this meeting -.. Bank of America Letter, da=t'e'd February 2.7, 1970 to Mayor Regarding Violence Putnam from Louis B.-Lundborg, Chairman of'the Board, Bank of America, regarding the burning of the Isla - Vista Branch . of the Bank of America on February 25, 1970 and requesting that.steps be taken to bring iawlesaness swiftly to an end. Said letter submitted and filed. At the request of Councilman Brunner, the City At'torney.was directed to prepare approp- riate- legislation to condemn violence as suggested by Mr. Planning Commission In answer to Councilman Brunner, City Minutes Manager Robert Meyer stated tnat the Planning Commission minutes are not dis- tributed'unt;il after approval by the Commission and that the matter of earlier distribution be discussed with the Plan - ning Commission.
