Absent: None. Invocation The invocation was given by the Reverend Robert Edwards,.Evangelical Free Church. Approval of- Minutes The minutes of March. 2, 1970 were approved as recorded. County Facility - Resolution No. 28822 of the Board of Sup - Civic Center Site ervisors of Sonoma County declaring its Intention.to construct a County Building on the site of the Petaluma City Hall, read and filed. Petaluma Resolution.No. 127 of the Sonoma County Annexation 70 -1 Local Agency - Formation Commission, making (Paula Lane determinations and approving the proposed Reservoir) annexation territory designated as Res. #5422 N.C.S. Council- man Cavanagh, Jr., suggested that if at all possible, a Council member attend this meeting. Claims and Bills Resolution No. ;5424 N.C.S., approving Res.' #5424 N.C.S. Linda Del Mar City Manager,Robert Meyer informed the Subdivision #1 Council that the residents on Jess Ave - nue in the subject s- ubdivision have re- quested to be included in the meetings relating to the Petaluma River Bank and that all financial institutions holding mortgages will'be contacted. A meeting will then b'e arranged with Councilmen Brunner and Mattei._ National Mayor Putnam appointed Councilman Beautification Bra inerd to serve as the Council's Program for e representative the National Beau - 1970 tification,Program for 1970. The Mayor added that Mrs. Agnes McGilvra will again serve as Chairman of the program for this community and that several citizens have been asked to participate. Councilman Brainerd was requested to keep the Council informed on the program. Waterfront Mayor'Putnam appointed Councilmen Battag Committee lia and Joerger to serve with her, the City Attorney, and the City Manager on th,e Waterfront Committee. She explained that the - Cbmmittee will be chiefly ad dressing itself to the legal aspects of the which. relate to the waterfront in and around both sides of River in the downtown area. The rec- ommendations were reviewed, and it was the Committee's suggestion that Recommen- dation'No: 1, "That all parking meters charge 5� per each hour regardless of location", 'be enacted as soon as possible on an interim basis until a decision is reached on the parking meter problem. Councilman Brainerd explained that some meters presently allow eight - hour parking for 20�. This creates unfair competition for private parking as well as provides reasonable parking rates for employees and employers ;,,thus, taking away metered parking spaces for shoppers. Councilman Joerger disagreed with the recommendations and proposed that the parking meters be eliminated entirely in the downtown district and that a new district be formed to retire the out- standing bonds of the present parking meter district. Councilman Brunner, member of the.Downtown Action Committee, felt such action would be premature and that first the Committee should have an opportunity to fully explore the `four recommendations and related matters with the downtown mer.chants and property owners. Following some d- iscussion, it was agreed to further•study this matter at the April 6, 1970* Council meeting. Foothill Manor Planning Commission Resolution,No. 4 -70, Subdivision #3 approving final map of. Foothill Manor Res - . #5425 N..C.S. Unit N'o. 3, submitted and filed. Report, dated March 6, 1970, from Director of Public Works David Young, recommending that the Council approve,the final map with certain conditions, read and filed. Resolution No. 5425 N.C:.S., approving final map of the subject subdivision, was introduced by Councilman Brunner, seconded by Councilman Cavanagh, Jr., and adopted by 7 affirmative votes. Casa Grande Manor Planning Commission Resolution No. 5 -70, Unit No. 2 approving final map of, Cana Grande Unit. Res: #5426 N.C.S. No. 2,, submitted *and filed. Report, dated March 9, 197:0, from Director of Public Works David Young, recommending that the.Council approve the final map with certain. conditions read and filed. Resolution No. 5426 N.C.S., approving final map of the - subject subdivision, was,i•ntroduced.by Councilman Brunner, seconded by Councilman Cavanagh, Jr., and adopted by affirmative votes. v Bocce Ball Courts - Letter, dated February 17, 1970,-from Wickersham Park Jim Lutz, Chairman, Recreation, - Music, and Commission, recommending to the City Council that Wickersham Park be used for the 'establishment of two bocce ball courts and that the Petaluma Or-de >r of the Sons of Italy share 50 per- cent of the total construction costs, 1 1 1 b % L �J March 16, 1970 Bocce Ball Courts - read and filed. Letter, dated Febru- Wick'er_sham ,Park ary 13, 19'70, from George F Meader, (continued) opposing the location of the bocce ball courts in Wickersham Park and suggesting that the Commission reconsider the mat- ter and decide on a more appropriate location, read and filed. Councilman Mattei reported that the Com- mission's decision was based on a thor- ough.study of a number of factors, in- cluding the best location in the City parks, the City Attorney's opinion that Wickersham Park can be used for bocce ball courts, the will of Mrs. McClay bequeathing the land for park purposes, and the need.for the facility. It was concluded-by the Commission that if the activity created a nuisance in the neigh - borhbod, the courts would be removed. I - Summary of material cost, dated March 16, 19'70, prepared by Director. of Parks and Recreation''Shollenberger, indicating that -the total estimated amount for the materials`is $1,008.41, submitted and filed. I't was noted that one - half of the "cost'of the materials will be assumed by the Sons of Italy and that all labor will be,provi'ded by the Park Department personnel." An overlay of the location of the courts was explained by Mr. Shol- lenberger, who particularly noted that no trees' wil'l be removed to install the two "courts. Mr. Art "Ibleto, President of the Petaluma Order of the Sons of Italy, was present and spoke ".of the need for the courts and their of: -fer to :share the cost. He stated that if too much opposition resulted from 'the proposal to "locate the courts in Wick- ersham they would be satisfied with the installation in another park. 1 Mr. Ben Badger, "500 Fifth Street,'spokes- man for the .group present in opposition to the.ins "talla.tion of the courts in W ck- ers'ham Park,'c.laimed that the intent of the donor, the late Mrs. Thomas McClay, was that the.Park be solely used for trees, shrubs, flowers, lawns and benches and not to be,used as 'a recreational park. He also pointed out that there is no provision for off- street parking and no seating accommo- dati "ons for participants. Mr.-Jim Lutz Chairman of the Planning commission, was present, I and Mr. Ray Boccaleon "i, member of the Planning Com- mission, explained the Commission's de- cision ofjocating the courts at Wicker- sham-Park.. ..Mr. Art Cerini, 1301 Schuman Lane, spoke in. favor of the Commissi.on'.s recommendation, Upon conclusion of deliberation of all the..f:acts'presented, a motion was made by Councilman Mattei and seconded by Councilman Brunner approving the recom- mendation of the Recreation Commission that bocce ball, courts be installed in Wickersham Park, on a trial basis and to be removed if unsuccessful. Nelson, Jr., for Petaluma Swim By -Laws Changes Club,, requesting approval of the proposed ch>anges.. of the Petaluma Swim Club, By- Laws,, which were approved.by the Recreation Com- miss.ion subject to Council approval, "read and filed. Park and Recreation Director Shollenberger explained that the proposed changes update the By- Laws; whereup,oh, a motion was made.by Councilman Mattel and seconded by Councilman Battaglia approving the changes of the Petaluma Swim Club By= Laws. Councilman Mattei..re;ported that the Ree- Swimming Pool - reation, Music and Parks Commission at its Recreational meeting on March ll, 1970, . recommended Swimming Rates that the Swimming Pool rates be changed- as follows: 12 years of age and under to 6 ,rte $.25 (same rate) , 13 - 17 years of age - $.35 (:new classification) , adults - $ .5`0' (same rate). The Commission also accepted for rec- ommendation the Petaluma Swim Club's proposal that the fee charge by the City for usage of the Club will be $1.00 per paying member or $150 per month, whichever is the greater. Coun- cilman Mattei explained that the pro - p.o.s.ed rates would help to off- set.the increasing deficit occuring each year with operat_•ng expenses. Following a brief discussion; a motion was made by _Councilman Matted and seconded by Coun- cilman Battaglia approving the Recrea- tion Comm ission"s..recommendation on the 'Swim Pool rates: Motion carried by 6 affirmative and I negative votes. The "NO" vote was cast by Councilman Cavanagh, Jr., who stated that for the difference in revenue to be�.made on the teen - agers' rate,, he did not feel that the.$.10 in- crease was justified.
