HomeMy WebLinkAboutMinutes 11/01/19653 MINUTES OF MEETING OF CITY COUNCIL PETALUMA, CALIFORNIA` November 1, 1965' Council Meeting Regular meeting of the Council of the City of Petaluma called to order by Mayor Mrs. Helen Putnam at the hour of 7:30 o'clock p.m. Attendance Present: Councilmen Brainerd, Colin, Gans, Joerger, Lipman, and Mayor Putnam. Absent: Councilman Cavanagh, Jr. Invocation The invocation was given by Reverend Henry N. Rankin, Two Rock Valley Presbyterian Church. Minutes The minutes of the meeting of October 18, 1965, were approved as recorded. A eal from ,pp A Appeal, dated October 22, 1965, signed by Pat - Patricia B. Tracey ricia B. Tracey, 506 Crinella Drive, of a Condi- tional Use Permit granted by the Planning Commis- sion to Mrs. Ruth Maifeld, 84 Alta Drive, (R -1 District) to have 4 paying,guests in her home, read and filed. Director of Planning Robert Byrd pointed, out the general and specific location of Mrs. Maifeld's home on sketches of the area and reviewed his report to the Planning Commission recommending approval of the Use Permit applica- tion. He added that the required notice of the Use Permit application public hearing was publish- ed in the local newspaper, and individual notices were sent to 16 residents in the immediate area. Following comments heard against the appeal from several members of the Council, Mrs. Maifeld spoke on behalf of her Use Permit, requesting that she be allowed to have 4 paying guests in her home. Councilman.Cavana.gh, Jr., entered the meeting at this time; the time being approximately 8:10 p.m. No other comments.were heard, and after considera- tion of all the facts presented, a motion was made by Councilman Gans, and seconded by Councilman Joerger, to deny the appeal (or as clarified, to sustain the Planning Commission's decision). Roll Call on this motion carried by 7 affirmative votes. ABC - ,Application Copy of application for transfer of liquor license filed with Alcoholic Beverage Control by Alberta J., Robert M., & Robert W. McCoy, 615 Petaluma Blvd. South (Buckhorn), and approved by Chief of Police Del Maestro, and Health and Building Inspectors, 3d was submitted and filed. Tele -Vue Systems of Letter, dated October 21, 1965, from Tele -Vue Mar Consolidation Systems of Marin re consolidation of various cable Res..•. #4381 NCS television operations into one corporation - Tele -Vue Systems, Inc., read and filed. Resolution. #4381 N.C.S. consenting to assignment of CATV franchise from Te.le -Vue Systems of Marin, a IV limited partnership, doing business as Sonoma Tele -Vue Systems to Tele -Vue Systems, Inc., was introduced by Councilman Gans, seconded by Council - man Brainerd, and adopted by 7 affirmative votes. November 1, 1965 Claims and Bills Resolution #4382 N.C.S. approving claims and bills Res. #4382 TICS Nos. 7847 to 7855 inclusive and Nos.. 392.8 to 4006 inclusive, was introduced by Councilman Gans, seconded by Councilman Colin, and adopted,by 7 affirmative votes. Mosquito Abatement City Manager Robert Meyer read a communication, dated October 19, 1965, from the Marin County Mos- quito Abatement District, which was submitted and M q filed. The letter stated that the trustees of the District felt that the answer to the mosquito pro'b___ lem would be the formation of a district : in- cIuding the mosquito breeding area and the City of Petaluma, or the annexation of the City of Petaluma and the mosquito breeding area to the present Sonoma Mos- quito Abatement District. Following a discussion on the, best procedure to pursue, it was d'e'ided by the Council that the City Manager meet' the Sonoma County Board of Supervisors and discuss the problem with them, indicating to them the- i.nforma- tion received from the Marin County Mosquito Abate - ment District, and conveying to them our concern for some action in the immediate future, Mr. Meyer was asked to report back to the Council on the pro - gress made in regard to this matter. Redrey Rezoning City Manager Robert Meyer stated that Redrey rezoning is on the Board of Supervisors' agenda .for 2 o'clock p.m. on November 2, 1965, and that Councilman Gans and Joerger plan to attend with .him following confirmation that the hearing definitely will be held. League of California City Manager Robert Meyer stated he had received Cities a letter from the League of California Cities regarding committee appointments to be made. Council members interested in serving on a commit- tee were requested to let Mr. Meyer's secretary know so that a list of names can be referred to the League. Mayors' and Council- City Manager Robert Meyer announced that.the next men's Meeting at subject meeting will be held in Healdsburg on Healdsburg Thursday, November 18, 1965. Councilman Lipman Councilman Lipman reported on his vacation trip to Washington, D. C. He said he spoke with Senator Kuchel and his legislative assistant., and both o,f them, seemed particularly interested in the Petal_uma River Project. I-ie missed Congressmen Clausen, who was in California at the time. Outside Sewer Applica- Director of Public Works David Young report, tion, Jack Gordon dated November 1, 1965, re subject outside sewer application for one single - family connection for property located at 98 Sunny Hill Drive to the City of Petaluma sewer system, read and filed. The area was located on a map by Mr. Young. The City Attorney briefly re- viewed Resolution #1997 NCS establishing certain policies' in connection with outside sewer con- nections, stating that this was called to the Council's attention because of the location of the area involved. He pointed out that the immediate Sunny Hill Drive area does not have a sewage problem but that the total area in the southeastern portion outside of the City does have a serious problem and should be studied and con - sidered at the same time. A discussion was held on whether grant outside sewer connec- tions in this area because of the Sunny Slope Annexation election failure on October 15, 1963. The City Manager recalled that an application for a duplex connection (a non - conforming use) was denied by the Council on December 2, 1963, and believed that the records should be searched to find out if any other requests had been .. denied. He suggested that the Council establish a policy regarding outside sewer connection applications in said area. Following considera- tion of the matter, a motion was made by Council - man Colin, and seconded by Councilman Gans, to table action on the subject application until the next meeting so that the City Manager can find out if additional applications had been denied and the information or circumstances involved in such action. Easement Request - At the request of Councilman Cavanagh, Jr., Mrs. Nina Dunbar the Citv Attorney brought the Council up.to date on information regarding the subject' l�5 request. The matter was directed to be placed on the agenda for the next regular. Council meeting. Codification of Ordinance #814 N.C.S. directing that Ordinance Ord. #757 NCS re CATV #757 NCS be codified. and be made a part of Ord. #814 NCS the Petaluma City Code of 1958 and that it be codified under the new chapter, Chapter 24A, to be entitled "Television ", was intro- duced by Councilman Lipman., seconded by.' Councilman Gans, and adopted by 7 affirmative votes. t Sewer Bond Election Upon question made by Councilman Co.1'in, it was decided by the Council to hold a meeting at 4 o'clock p.m. on Thursday, November 4th, to discuss and set up campaign strategy for the subject election. Halloween Celebration Mr. Ed Reed and Mrs. Carlsen appeared before the Council to complain about the confusion caused by changing Halloween from Sunday to Saturday. They were referred to the Petaluma Board of Education. They were informed that the City Council was not responsible for this change.
