Claims and Bills Resolution #4433 N.C. S. approving claims and bills- Nos. 8267 to
Res-. #44.33 NCS &372 inclusive, was introduced by Councilman Joerger, , seconded
by Councilman Gans, and adopted by 7 affirmative votes.
Proposed Contract City Manager Robert Meyer reminded the Council that a decision
Chamber of Comiiel„er�should be reached soon on the payment of the- claims presented
merc:e by the Chamber of .the Chamber of Commerce. He suggested the
Counci-1_ study the proposed contract submitted to them which is a
model recommended by the League of California Cities so that
determination can be .mad,e of the duties and responsibilities of
the Chamber. Following. a brief discussion in which the City
Manager referred to the last written agreement with the Chamber
in 1957, it was decided that.the City Manager forward copies of
the proposed contract to the Chamber of Commerce'Board of
Directors for their review accompanied with a letter setting forth:
our interest in their study of the matter and indicating, to, them the
Council's willingness to cooperate as a total group of each body
or as a committee structure so that, a satisfactory agreement can
be reached.

'Sonoma County City Manager. Robert. Meyer stated. that the Assistant
Assessment Notices County Assessor informed the.City that in the matter
of assessments , by State law :a certain amounf4s
applied to land -and .a certain amount to improvements -,
and .for those who inquire, inform' ahem that the market
value arrived at through their analysis its ^r';rs. s r
four times the assessed.valuation figure. Mr. Meyer
added that the County Asse s sor urges everyone to
carefully study and check their new assessments,
and if there is any question, to contact their office for ..
discussion on the matter to determine if' an error 'h -ad
been made on. the property. Mr. Meyer stated that
about $4 million is expected to be.�added to�the tCity's
assessed valuation as a result of the assessor's
recent review.
General Plan Planning Commis, .sion Resolution #1, -66 recommending
Modifications modifications of the General. Plan., submitted and

proposed :modifications on a map and briefly dis
g 7 cussed them with the Council, whereupon Resolutio
#4434 N. C'. S.. setting a public hearing date on
February 7, 1966, .on proposed modifications of the
General Plan, wa introduced by Councilman Gans,
_seconded by Councilman Lipman., and adopted b_y
7 affirmative votes.
Vacation of Easement Planning Commission Resolution #2-66 recommending
for Abutters' Rights the vacation of an easement for "Abutters" R'i'ghts

Walnut Park.
.Commi,ssion, indicating a gratifying response to the
Christmas display in Walnut Park this past season,
thanki -ng the Chamber of Commerce for their coopera-

tion in ,promoting this event, and recommending that
full cooperation, be given to `any effort` of ihisl sort
in the future, .re.ad and filed.. Discussion was held
on the installation of the.conduit for this display.
Park and Recreation Director Shollenberger stated
his personnel provided the laborkand the Chamber
provided the material. Councilman Brainerd added.
that the Recreation Commission sanctioned the
operation, provided they were not responsible for
the work or the expense of the installation.. It was
noted that the claim for the conduit is included in
those presented by the Chamber to the Council for
payment.. It was decided that this - matter will be
considered along with the proposed contract study .

Salary Ordinance Ordinance #819 N.C. S', amending Section 1.0 of
Amendment Ordinance #798 NCS to establish effective date of
Ord. #819 NCS salaries and to provide for additional compensation
to certain classified employees who become registered
as civil engineers'by the State of California, was intro-
duced by Councilman Cavanagh, Jr. , seconded by
Councilman Brainerd, and adopted by 7 affirmative votes.
20 -30 Club Resolution #44.36 N.C. S. granting the 20 -30 Club for
Res. #4436 NCS. Children's Welfare of Petaluma authority to conduct a
circus on February 22, 1966, was introduced by Councilman
Lipman, seconded by Councilman Joerger, and adopted by
7 affirmative vote's. 'It was noted that this legislation
repeals-Resolution' #4430 N.C.S. because of the incorrect
date for the circus. "-

Canvass of Returns - Councilmen Brainerd, Colin, and Cavanagh, Jr.
Special Municipal Bond together with the City Clerk, were appointed to canvass
Election (Sewer Bond) the returns of the subject ele:c.tion held on January 18, 1966.

A 15- minute recess. was declared. The meeting was called
back to order at approximately 8:55 p.m.
After canvassing the return's of the 20 consolidated
precincts and- the absentee votes, the following resolution
was adopted:

PETALUMA. DECLARING CAiNVASS OF RETURNS AND
RESULT OF SPECIAL MUNICIPAL BOND ELECTION
WHEREAS, by proceedings duly had and taken, a special municipal bond
election (herein called the "election " -) in -the City of Petaluma (hereinafter called
the "City ") was held on January 18, 1966, in accordance.with law, and the votes
thereat received and canvassed, - arid the•returns thereof ascertained, determined and
declared in all respects as required by law;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Petaluma,
as follows -:
1 . - The. City Clerk -of the City hereby instructed to enter this resolution
on the minutes of this Council as a statement of the result of the election.
'2. The total number of ballots cast in the City at the election was 3315
ballots. 1 ballot -was spoiled. 'and -not - counted .
3, At the election the following measure was submitted to the qualified'

5. All absent voter ballots have been duly received and canvassed in time,
form a_ nd manner as required by law, and the result of the absentee vote for and
against said measure submitted at the election is as set forth above.
-6. That more than two - thirds (2/3) of all of the votes cast at the election
on said measure were in favor of said measure, and that said measure passed.

Assessment District At the request of Councilman Colin, the City Manager,
#9 NS re Material in the absence of the City Engineer, was directed to
find out whether the pipe specified in the specifications
for the subject - district is the type which can be furnished
by only one supplier. Mr. Meyer stated he would check
into the matter and let the Council know in his General
Report for this week
Adjournment There being no further business to come before the
Council, the meeting was adjourned to an Executive
Session.
