HomeMy WebLinkAboutMinutes 02/14/1966fr: i MINUTES OF MEETING OF CITY COUNCIL PETALUMA, CALIFORNIA February 14 1966 Council Meeting Adjourned meeting of the Council of the City of Petaluma called to order by Mayor Helen Putnam at the hour of 7:30 o'clock p.m. Attendance Present: Councilmen Brainerd, Cavanagh, Jr., Colin, Joerger, Lipman, and Mayor Putnam. Absent: Councilman Gans. Mayor Putnam noted that Councilman Gans was ab- sent due to illness. Chemical Feeders Resolution #4450 N.C.S. authorizing the purchase R'es.'#4450 NCS of two chemical feeders, was introduced by Councilman Colin, seconded by Councilman Lipman, and'adopted by 6 affirmative votes, 1 absentee. Outside Sewer Permit Philip Justis The subject matter was continued from the meeting of February 7, 1966. Director of Planning Robert Byrd briefly reviewed Mr. Justis' application and -�. -- displayed two diagrams of the area; one showing the total parcels indicating the physical layout of the location, and the other showing ownership and possible future development of the parcels, giving a detailed explanation of each. He dis- cussed the_ poss'ibility o , ,granting the outside sewer connections conditioned upon certain re- quirements the Council might include with regard to construction of_'City standard improvements. Director of Public Works David Young pointed out the health hazard created by septic tanks in the area, and in order to eliminate this problem, suggested that only connection of the six existing residences be allowed. He added that this sewage would be pumped by private force main into the City system at Paula Lane and West Street, and when Line A -1 of the Sewer Master Plan is con- structed along with associated collector lines, a gravity main which has constructed through Mr. Justis' property will be connected into the upstream end of the collector line and the private force main abandoned. In summarizing the matter, - four proposals were outlined by Mr. Byrd and Mr. Young for.Council consideration: 1. Grant the outside sewer application as requested (connection of six existing structures and one future structure) with certain standard street improve- ments required. 2. Deny the outside sewer application and proceed with the annexation. 3. Deny both the outside sewer application and annexation. 4. Grant the outside sewer application for the six existing structures and not for r• February 14, 1966 Outside Sewer Permit the seven connections requested. Philip Justis Mr. Justis appeared in behalf of his application. - .'(Cont nued) Discussion followed regarding possible im- provement- of Paula Lane and Paul' s Road to, - City standards, possible future connections in the surrounding area, and the limits of the Master Sewer Plan. In order to study the. matter more thoroughly and to proceed in an . orderly fashion, the Council.decided to tentatively hold the application over until. the,meeting of February 21st for further exploration of the various proposals pte- pre- sentedi sented The staff, under the direction of the City Manager, was requested to submit reports on the various aspects involved and on other areas around the City that might" present the same kind of a problem. Adjournment There be'i'ng no further business to come.before the Council, the meeting was adjourned to an executive session and a study session. r•
