HomeMy WebLinkAboutMinutes 02/17/1966MINUTES OF MEETING OF CITY COUNCIL PETA LUMA, CALIFORNIA February 17, 1966 Council.Meeting Adjourned meeting of the Council of the City of Petaluma called to order by Mayor Helen Putnam at the hour of T -30 o'clock p, m. Attendance Present: Councilmen Brainerd, Cavanagh, Jr., Colin. Joerger, Lipman and Mayor Putnam. Absent: Councilman Gans. The City Clerk stated that by doctor's orders, Councilman Gans was still confined to his bed. Assessment District This being the time for the continuation of the #9 N. S. public hearing on the subject district, the Mayor reopened `the hearing for further presentations. Upon a suggestion made by Mr. Ness and with the consent of Mr; Waner and the Council, the name "Protestant Exhibits" used for numbering the ex- hibits was changed by dropping the word "protes- tazt" and is to be known hereafter as "Exhibits ". As a matter of interest and at the request of Mr. Waner with regard to the power of the Council in the proceedings, Mr. Ness stated that all matters connected with the district are in front :of the Council. Mn 'Waner then continued his presentation of protest filed by Howard Heggum and College Park Associates. The protest, he :added, is not against the proposed water and sewer improvements but against the proposed construction - -; of McDowell Road and the major drainage facilities. Mr. Dick Norton appeared in behalf of the Sonoma County Flood Control and Water Conservation Dis- trict to discuss the drainage matter. Information was given by Howard Heggum on land values of pro- perty in the,Denman area. Mr. John Lounibos appeared again in behalf of the Malacredi and San- derson protesfs, 'which` included the proposed change of the term of the bonds. A 10- minute recess was declared. The approximate time was 8:55 p. m. The meeting was called back to order. The arguments. presented by Mr. Lounibos were re- quested by Mr. Wanner to be incorporated in his protest. Mr.. Waner also protested the proposed change of the term of the bonds. Others who appeared during Mr. Waner's presentation were: Aubrey Sanderson, 13 Petaluma Blvd. So,, Petaluma Norman P. Vail Bebber, 215 Eighth St., Petaluma. Supervisor Leigh Shoemaker stated he could not con- done the proposed stub end of McDowell Road and also suggested that alternatives be offered on the pro- posed drainage facilities. There being no further protests heard, the Mayor asked for comments from proponents. Mr. Arthur LaFranchi, attorney, read two endorsements of the proposed district, which were submitted and filed. Mr. William Towiie of Clegg -Towne Associates, developer of - the proposed Petaluma Industrial Park, Unit #1, spoke in favor of the district. For the purpose of clarifying the records, Mr. Ness presented, of the following: Exhibit ' #6 - Resolution #4370 NCS Exhibit #7 R °esolution #4343 NCS As no other protests or comments were heard a motion was made-by Councilman Cavanagh, Jr., and seconded by Councilman Colin, that the.hearing be closed.. Motion'so ordered. The Mayor announ- ced that , Council. deliberation of A ssessment Dis- trict #9.NS.will be held at the Council `meeting February 21, 1966 at'7 :30 p. m.
