Present: Councilmen Brainerd, Cavanagh, Jr., Colin, Gans,
Joerger, Lipman and Mayor Putnam.
Absent: None.
The invocation Was given by Reverend Fred Rusk, First
Presbyterian Church.
The minutes of February 17, 1966, were approved as re-
corded. The Clerk was directed to change the number of
acres in Paragraph 4 of Councilman Lipman's opinion, Page
1 of the February 21st minutes from 8.to 80 acres, where-
upon the 'minutes of February 21, 1966, were approved as
corrected.
The City Manager reported that only one bid was received
and it did not fully meet- the specifications, whereupon R.eso-
lution #4468 N. C, S, rejecting all bids for the purchase of
one (1) portable pumping unit and directing that the Fire
Department prepare new specifications, was introduced by
Councilman Lipman, seconded by Councilman Brainerd, and
adopted by 7- affirmative votes, a-6
Resolution #4469 N. C S, awarding contract to Western Fire
Equipment Company for the purchase of fire hose for the
, Fire Department of: the City of Petaluma, was introduced by
Councilman Lipman, seconded by Councilman Brainerd, and
adopted by 7 affirmative votes.

The -City. Manager :stated that it is the recommendation of
the Director of the Water Department that the low bid of
B.1. F. Industries be considered, whereupon Resolution
#4470 N. C. S. awarding contract for the purchase of two
chemical feeders to the low bidder, was introduced by
Councilman Cavanagh, Jr., seconded by Councilman Brainerd,
and adopted by 17 affirmative votes.
The City Manager reported the staff has recommended that
the subject machine _with an alternate for an automatic
blanket. cleaner be, purchased from the low bidder, Rummell's
.for an A. B. Dick machine, whereupon Resolution #4471 N. C. S
awarding contract- for the purchase of one duplicating, offset
machine from the low. bidder, was introduced by Councilman
Cavanagh, Jr. , seconded by Councilman Joerger, . and adopted
by 7 :affirmative 'votes.
Letter, dated February 23, 1966, from the Chamber of
Commerce ' requesting time for the Chamber's College Com-
mittee to make presentation re extension of Santa Rosa. Jr.
College campus, read- filed. Letter, dated. Mauch 4, 1966
from!the .Chamber's College Committee requesting postpone-
- ment of presentation arranged for March 7th Council meeting
until a later-date, read and filed.
Copy application for -off sale beer and wine license filed
with Alcoholic Beverage Control by Robert R. and Veronica A.
Harriott'(Bob'`s Smoke Shop) at 126 Kentucky Street - approved
by Chief of Police Del Maestro, and the Building and Health

budget; however, Mr.. Meyer added, funds are
available within the budget, Whereupon a motion
was made by Councilman Cavanagh, Jr.,, and.
seconded by Councilman .Brainerd, that the City
'Clerk attend the, Institute and that fund'st be prb
vided. Roll .call on this motion carried by 7
affirmative votes.
The City reminded the Council of the :sub
ject meeting to be held a R,ohnert Park in the .Tally-
ho Restaurant on Thursday, March 10, 1966, at
6:30 p, m. Plans for attendance and Iran portat on .

Councilman Cavanagh,. Jr., reported on the A'BAG
meeting held in Berkeley on February 25, 1966
which he and City .Manager Robert Meyer attended.
Councilman Lipman reported that he attended the
last meeting of the Chamber of Commerce Board -
of Directors at which time they reviewed the pro-
posed contract on, their funds which they have
practically,,approved. He added that they would,
like to meet with a, Council committee to di`s'cuss.

Councilman Lipman. also. noted that the Ch_amber`',s
. on the southern entrance to the City has "been
abandoned , and. that they are discussing :new sighs
for both the southern. and northern entrance. He.
added that this ,matter has to do with his proposal .
for the use of the hotel- motel tax revenue and that.
the Chamber is interested in this also. It was de-
cided. that th'is,'matter would bel a part of the-discus-
sion regarding the`use of the subject revenue at the

Mayor Kuhn of Woodstock, Illinois, thankng, -the .City

Swimr iing Pool Complex
Plans and specifications for the Swimming Pool Complex pre -

pared by Milton:F. Johnson, architect, were submitted and
filed. Mr: Johnson reviewed the bid proposal outlining the
items included in the basic bid and those covered by the
alternates. He stated that bids will be received on March 30,
1966,, and that completion date of the project is expected to
be around the end of July. Dr. Rudloff briefly reviewed the
funds available for the project and the estimated cost of the
basic bid and the alternates. He recommended that the
Council approve the subject plans, whereupon Resolution
#4473 N. C. S. approving plans and specifications for the
Swimming Pool Complex and authorizing the City Clerk to
advertise for bids for the work, was introduced by Councilmar.
Joerger, seconded -by Councilman Gans, and adopted by 7 af-
firmative votes. The Mayor thanked the Swimming Pool Com-
mittee., the Recreation Commission, and Dr. Rudloff for all
the work done in connection with the swimming pool.

in detail his proposal.regardi ig the subject matter.
He felt that such'a forum would encourage -every
citi&n to take a greater'interest in City government
and make. him aware of the magnitude of problems
facing local government today and those appearing '
in the future,' and' it., would allow taxpayers to go over
specific personal - problems directly with' those people
in- volved Who 'are Handling business, After, a brief
discussion'it wa the consensus of the. Council that
the plan is a ftnq .idea: Councilman. Lipman
appointed chairman of the Forum, and it was -agreed
by the Council that the first Forum is to. be held on

- City Ma'g4ger Robert Meyer announced that ta special
meeting'may be'call0d' for March 14th in:o,rder to
adopt legislation for the Washington Street- Bodega
Avenue Realignment project.

14,, 1966, are:.' 1. Personnel Ordinance,; 2 Hotel=
Motel ;Tax; 3. Contract with the Chamber of Com-
meree; 'and 4. Fifth Monday Forum.
In- reply to Councilman Joe:rger, the City Manager
stated'that a recent complalhutin the subject .area
resulted' in an investigation by staff members and
that a rrieeting ? will be arranged with owners-of
various plants in order to get better cooperation
in controll'ing'smells ` in that particular area.,
