Attendance Present: Councilmen Brainerd, Cavanagh, Jr., Colin, Joerger, Lipman and Mayor Putnam. Absent: Councilman Gans. Purpose of Meeting The Mayor stated that the purpose of the meeting was to hold an executive session. Following the executive session, the Council returned to the Chambers and adjourned the meeting. CALIFORNIA April 4, 1966 Council Meeting: Regular meeting of the .Council of the City of Petaluma called to order by Mayor Helen Putnam at the hour of 7:30 o clock -p. m. Attendance Present: Councilmen, Brainerd, Cavanagh, Jr., Colin, Gans, e Joerger, Lipman and Mayor Putnam. Absent: None: I'n' vo:catio.n In the absence of Reverend Earl Shaffer, the invocation was given by Reverend Herbert C. Gans. Approval of Minutes Councilman Cavanagh, Jr. , requested that the words "due to illness" be added to the sentence on Page 3 of the March 21st minutes: "'Councilman Cavanagh, Jr. , left the meeting _ at 8:40 p, m: " With this addition, the minutes of March 21st were approved. The minutes of March 31st were approved as recorded. Northwest. Annex. #4 This being the time set for hearing of protests on the subject 0rd.,_' #829 NCS annexation, the City :Clerk announced that no written pro- tests had been received. At the end of the Council meeting ` and after the public hearing had been closed, Miss Niukkanen representing the Niukkanen property located within the an- nexation at 1471 McDowell Blvd. South, addressed, the Council to protest the annexation. The City Attorney noted that all protests are to be submitted in writing and Director of Planning Robert Byrd added that Niukkanen's property, by both value acid land area, would not constitute 507 of the annexation. Mr. "Roland Cook, 1459'McDowell Blvd. South, also appeared at,the end of the Council meeting and spoke in favor of the annexation. A s no other oral protests and comments .were hea -rd, -the public hearing was closed, where. - upon Ordinance #829 N. C. S. approving the annexation of certain uninhabited territory designated "Northeast Annexa- tion No. 4" to -the City of Petaluma, was introduced by Councilman Brainerd., seconded by Councilman Gans, and ordered published by 7 affirmative votes, l� A -mend Files Manage- Mr. Stuart Davis, Files Management Consultant, presented Mont Manual a .report to,the Council on the indexing and the recommended Res: 44483 NCS retention'of -records for the following departments: Engin- eering,,.City Attorney, Fire, Parks & Recreation, Police, Planning, Building Inspection and-Animal Control Center. Copy of said report was submitted and filed. Following a brief -discussion., Resolution '#4483 N. C. S. amending the City of Petaluma Files - Management Manual, was intro- duced by Councilman Colin, seconded by Councilman Cavanagh, Jr: , - 'and. adopted by 7 affirmative votes. The Reverend Letter, dated March 22, 1966, from the Reverend Harlan E. Harlan E. Selvey Selvey apologizing for missing the Council meeting on March. 21st when he was to give the invocation, read and filed. Pacific Telephone & Letter, dated March 30, ...1;966, from the Pacific Telephone & Telegraph Co. Telegraph .Company re.Senate Bill No. 52 passed by the State Legislature in'. 19'65 and recommending amending Or- - dinance #319 •N. C. S. , to eliminate the requirement of posting a bond in the amount of $1, 000 for public agencies or utilitieE read and filed. The City Attorney was requested to check into this matter. b . Taxi requesting revision of Resolution 41987 N. Q. S, which established rates for taxicab service in . the City of Petaluma. and surrounding areas. Copy of. -said letter was submitted and filed. It was decided that the- Mayor. will appoint a committee to study taxi rates as well as rules and regulations pertaining to taxis,., Beautification . The Mayor announced that in order to, meet the 8:30 adjournment time, her report on establishment of 'a beautificatioi committee will be delayed 'until the , next, regular. meeting.. .Garden Estates S;ubd. Mr. Young showed a location - map of the area pointing out that possibly only three inore connections could served on this main when ex- tended beyond Mr.: Molinoli's property .because of the topography ' the :land. °Mr. Molinoli was present in support of his application and asked if the Council would - consider requtring'!him'to extend the main to his drive- _. way only and. not acros's the entire frontage of his proper- ty , ..which• w :o.uld,be approximately 140 feet instead of 230 feet. °A,fter discussion on the sewer main extension as •proposed - by Mr: Molinoli and the street improvement requirement as. recently established on Paula Lane, it was decided that the matter needed further consideration _ - and -study . The Manager was asked to arrange a meeting. with the {•staff aild Mr. Molinoli to discuss all details. for a report and: recommendation to the Council. -Mr. Molinoli , agreed; to attend this meeting. The Mayor spoke of the 'interest shown in .making this appointment and of , the time devoted. by the Council In its careful deliberation of all the dames submitted for consideration, which, `she :stated,, were Bud Popp, Paul.Stanley, K:en Styles., Jack Garrison Albert.
