Reed resignation as a member of the City Library Board, effective R,es: #4524 N'CS May 10, 1966, read and filed.. Resolution #4524 N. C. S. ac- cepting resignation of James. E. Reed as a member of the Boardof Library Trustees, was introduced by Councilman Joerger, seconded by Councilman Brainerd„ and adopted by 5 affirmative votes., 2.absentees,' The City Manager was: asked to send a 'letter to Mr. Reed and a certificate for his service to the' community. The Mayor reminded the Council to start thinkii-ig about a new member for the Library Board to replace Mr. Reed. In- Service The City Manager reported that the following employees have Training successfully completed in- service training programs: Charles Helmick,. Water Department Meter Repairman - Meter Training Program. Earl E. Thoma , Fireman and Harold Nelson, City Electrician - 'Fire Alarm Operation Maintenance School Richard Evans and Don Turner of the Fire Departin6:, ment - Oil Fire Control School. Commission,* stating that they have not approved the site.p�lan as presented by Mr. Byrd and approved by the Planning Commission'and'sett ng forth their recommendations With regard to three limitations in question, read and filed. For clarfcatoir purposes, Councilman Brainerd pointed. out that the 12 lots refer.red'to in the' letter adjoin Lucchesi Park and that the lot which is being offered for sale and adjoins Bernard Eldridge S`chool -is not'ihvolved'in the subject plan. Upon the recommendation of Mr. Byrd for the.best approach to pursue in this, matter,,- the Council agreed' to hold a study session after completion - of the budget for the purpose of considering the 'recomrnendations.of the Planning., Water and Recreation Com- _ iniss,ions.Jh o:rd:er to. reach a decision on the site plan for Lucchesi Park. _ 0 May 23, 1966 Weed Abatement After checking the Weed. Abatement Act, the City Attorney Act stated that. it can be used t o cleanup debris, foundations, rubble, etc, on lots where buildings .have been demolished, but emphasized that it cannot be used--for demolition of buildings,. The particular lot in question, which was later identified .as the Golden Eagle. lot oii East Washington Street, is not included in the list of properties of 'the' .w`e'ed abatement program; therefore, this lot w'i`ll require separate proceedings. - A motion was made by Coune- linan. Lipman and - seconded by Councilman Brainerd, autho'�zing the staff to prepare the'ne.ce:ssary legislation to :abate .the. de- bris, etc. on the Golden Eagle lot.. Roll call on this motion, carried by 5 affirmative votes, 2 absentees. Tip clarifying this action,. particularly for Councilman Bratn'erd'who felt that this action should cover a broader area than just pone:: lot the City Attorney stated "that the specific question was whether or not the Weed Abatement A.ct :applied to the, Golden Eagle. lot. He added that the staff could izve`st %gate - other propert-es to determine if they would fall hto 'the' same category, and if so, similar proceedings' could be taken. ' The staff was so directed. City Manager Robert Meyer stated that bids for the subject project. will be opened on June 21st and j -- a contract awarded at a special Council meeting on, June 27th in order to meet the June 30th deadline date to qualify for the Federal_ grant. The City Manager was asked to furnish the material, received from the City A tto:r ney on. .the personnel, rules and' regulations to the absent:: councilmen, As a matter of record,, Councilmen Cavanagh, Jr, and Colin are attending the Mayors' and Cou men's Institute in Monterey - -this week. .ate 134 J May 23, 1966 The Mayor announced that there will be no Council meeting or study session next week: Letters - Linda In answer to.Councilman, Joerger, the City Attorney stated Del Mar S.ubd. #1 that he has prepared a-draft, which has been approved by the City Manager, of a letter to be sent to all residents in the subject subdivision and that the staff will send them out as soon as possible.
