June 27, 1966 Council Meeting Adjourned meeting of the Council of the City of Petaluma called to order by-Mayor Helen Putnam at the hour of 7:00 o'clock p.m.. -Attendance Present: Councilmen Brainerd, Cavanagh, Jr., Colin, Joerger, Lipman, and Mayor Putnam. Absent: Councilman Battaglia. j7 Budget Study The preliminary budget was discussed and the study completed. Changes that were authorized are to be included in the final budget for presentation to the Council at the next meeting. Certain matters with regard to replacement of uniforms for police and fire personnel were held over until December when salary increases for employees will be considered. The City Manager was asked to review the Thomas Lee•Charity Fund and the Wickersham Park Fund fora report to the Council at a later date. During the discussion of the budget, Councilman Battaglia entered the meeting. The time was approximately 7:20 p.m. .P.urchase of 1966 Sewer Bonds Res. #455.0 NCS This being the time set to open bids on "City of Petaluma 1966 Sewer Bonds," four bids were opened by the City Clerk and read by Mr . .Herman Zelles of -S:to.n.e & Young - berg. Mr. Zelles then retired to review and compute the bids for a report to the Council later in the meeting. Letter, dated June 23, 1966, from the Federal -Water Pollution Control Administra- tion stating that Part B of the Offer and Acceptance had been reviewed and author- izing award of contract for "Water Pollu- tion Control Facilities, 1966" to the lowest responsible bidder, read and filed. Following computation and study of the four bids received for the 1966 Sewer Bonds, Mr. Zelles recommended that high bid.submitted by Bank of America and Associates be accepted, whereupon Resolu- tion #4550 N.C.S. selling $2,350,000 prin- cipal amount of City of Petaluma 1966 Sewer Bonds and fixing the definitive,rate: of interest - thereon, was introduced by Councilman Lipman, seconded by Councilman Joerger, and adopted by 7 affirmative voteE Water Pollution Control Mr. M. Yoder, project engineer, Facilities, 1966 reviewed the bids received on June 21, 196E Project Unit #1 for the subject project, stating that C. Res. #4551 NCS Norman Peterson of Berkeley submitted the low bid. Tabulation of bids submitted and filed. Resolution #_4551 N.C.S. awarding contract for "Water Pollution Control Facilities,.1966, Project Unit No.. l," to the low bidder, was introduced by Council - man Joerger, seconded by Councilman'Lipman, and adopted by•7 affirmative votes. June 27, 1966 Water Pollution Control Facilities, 1966 Project #2 15 Mr. M.. Carleton Yoder then discussed the bids received for the subject project with the use'of a drawing showing the location of the proposed sewer trunk lines - The - City Manager stated that in order to pr,o ceed with `this project, a study of the, availability of funds will be made by the staff for a'report to the Council thereon to determine the number of sewer trunk lines to be constructed and then later, award of contract will be considered by the Council. Printing of The City Clerk reported that two b,id's were 1966 Sewer Bonds received for the printing of the Sewer Res. #4552 NCS Bonds and, that the low bid was submitted by A.. Carlisle & Company of San Francisco, whereupon Resolution #4552 N.C.S. award- ing contract for printing of 1966 Sewer Bonds', was introduced by Councilman Brainerd, seconded by Councilman Cavanagh. Jr., and adopted by 7 affirmative votes. Curbside Delivery Letter, dated June 16, '1966, from :Bess of Mail Abell, Social Secretary of the White House in Washington, that our communica- tion regarding the subject matter has been forwarded to the Post Office De- partment for reply, read and filed. Letter, dated June 20, 196.6, from M. L. Stover, Director Distribution and Delivery Division; Post Office Department, Washing - ton, explaining reasons for nation -wide policy on curbside delivery of mail in subdivisions, read and filed. The City �(O Clerk also noted that letters acknowledg- ing receipt of Resolution #4519 N.C.S. opposing curbside delivery of mail in subdivisions were received from Senator Kuchel, Congressman Clausen, and John, Garvey,.Deputy Director of the National League of Cities, stating that they are currently keeping in contact with.officials and are continuing to watch the.situation.. Director of Planning Robert Byrd was asked. to review all the subject corres- pondence to determine any limitations or possibilities in regard to this' matter. Tour of Yacht,Harbors 'The City Manager stated that July 13th and Boat Launching from 9 a.m. to 4:30 p.m. has been tenter,_ Ramps tively set for a bus trip to Vallejo, Berkeley, and San Leandro for the pur- pose of visiting yacht harbors and boat launching ramps. He added that plans are to.include members of the Council and staff ,,.. Commission, the .Sonoma ,County Harbor : Commission, the•S6n_oma County Board of Supervisors- and - several interested citizens. A motion was made by Councilman Battaglia., and secorided by Councilman Brainerd, that the...,Qity pay for the expense of the bus trip on,July 13th to various marinas and launching ramps to 'i'nc ude those mentioned by Mr. Meyer -. Roll call on this motion carried by 7 affirmative - votes. It was noted by the City Manager that the City Attorney, City Clerk, City Engin- eer and City Manager are presently excluded. Following consideration of the matter, OrdinancE #842 N.C.S. amending Ordinance #798 NCS by amending Sections 8 and 9 thereof to establish position classification and salary range scale and to certain positions from classifi- cation as set forth in the body of the ordinancE was introduced by Councilman Joerger, seconded by Councilman Lipman, and defeated by the following vote: Ayes: Councilmen Brainerd, Lipman, and Mayor Putnam. Noes: Councilmen Battaglia, Cavanagh, Jr., Colin, and Joerger. Absent: . None. (Those voting "no" did not state a definite reason.) Amend Salary and (The following ordinance includes all department Classification Ord. heads,in the classification plan except those Ord. #843 NCS four mentioned 'above.) Ordinance #843 N.C.S. amending Section 8 thereof to establish position classification and salary range scale as set in the body of the ordinance, was introduced by Councilman Battaglia, seconded by Councilman Colin, and ordered posted by the following vote: Ayes: Councilmen Battaglia, Cavanagh, Jr., Colin, and Joerger. Noes: Councilmen Brainerd, Lipman, and Mayor Putnam. (Those voting "no" did not state a definite reason.) Official Advertising 'Resolution #4.553 N.C.S. designating the Petalu- 1966 -67 ma Argus- Courier the official newspaper for Res. #4553 NCS legal advertising and approving charges for same, was introduced by Councilman Joerger, seconded by Councilman Brainerd, and adopted by the following vote: Ayes: Councilmen Battaglia, Brainerd, Cavanagh, Jr., Colin, Joerger, and Mayor Putnam., Noes: None. Abstain: Councilman Lipman. Absent:. None. Councilman Lipman stated the reason he abstained was because he, ._an employee of the Petaluma Argus - Courier. Lease - National Cash Director of Finance Cecil Gealta explained the Register Machine terms and conditions.of leasing a National Cash Res. #4554 NCS Register #395 Posting Machine, whereupon Resolu- tion #4554 N.C.S. authorizing lease of the subject machine,.was introduced by Councilman Lipman, seconded by Councilman Cavanagh, Jr., and adopted by 7 affirmative votes. 0 June 27, 1966 Golden Eagle Milling The City Manager reported that the owners Company Lot of the subject on East Washington Street are cleaning up the lot and ,intend to have it completed within thirty days.
