CALIFORNIA July 5., 1966 - Council Meeting Regular meeting of the Council of the City of Petaluma called to order by Mayor Helen Putnam at the hour of 7:30 o'clock p. m. Attendance Present: Councilmen Battaglia, Brainerd, Cavanagh, Jr. , Colin, Joerger, Lipman and Mayor Putnam. - Absent: None. Pledge of Allegiance At the request of Mayor Putnam, everyone in the Council Chambers joined in with her and gave the Pledge of Allegiance to the flag. Invocation The invocation was given by Reverend Albert W.. Foster, The Methodist Church. Approval of Minutes The minutes of June 20 and June 27, 1966, were approved - as recorded Comments by the At this time the Mayor commented on the Council's ser- Mayor vice during the past year and commended them for their - work and :attendance: She also commended the Commis- sions and Library Board for their faithful service. She added that it was her pleasure to commend all of the staff, and through. City Manager Robert Meyer, she thanked the entire staff for their devotion to the City and their willingness to work: Appreciation was expressed to the A rgus- Courier, Press Democrat, Petaluma Progress and:Radio .Sta;tion KTOB for their generous coverage of Council.activities. , All of the representatives on the County level, and particularly Supervisor Shoemaker, were co m mended , for their cooperation and service to the community. She concluded by saying that it has been a year of great achievement. Beautification The Council agreed to ove the subject item on the agenda Conference and consider rut at this time. The Mayor ,pre,sented Mr. °Robert Mackey, Chairman of the subject conference held on June 1, 1966. Mr. Mackey - _ submitted his _report, dated July 5, 1966, entitled "Summary and Recommendations to Petaluma City Council.' °' He stated that the ideas set out in the summary are com- posite: of those suggested by various panels participating_ in. the Conference. 'Upon the conclusion of his comments, he recommended that a professional person be selected who is trained in planning, landscaping and development to coordinate a "liaison group to work with service clubs, garden clubs, the City Council, the County and the State for- the purpose of projecting-the suggested ideas and plans into.future plans for the beautification of the communi- ty. Director- of Planning Robert By,-rd 'presented a brief history of the, area;, recalling the; proposed inhabited annexation in 1963 associated with a proposed assessment district to provide s'ani'tary sewer facilities. He added that the election_ for the annexation failed, and since it was the_ City's pol cy,at thartime that annexation must precede an assessment district, the sewer facilities were not extended. Director of Public Works David_ Young; pointed out that the entire. area cannot be serviced Into the exist- ing City of Petaluma sewer system until the trunk line on I' Street is constructed; but that a small area along, Sunny Road could be serviced by the existing' "F Street line. He continued by saying, that bids were re: ceived. for "Water 'Pollution Control Facilities,, Projec -t Unit #2" which includes. the `°'I" Street trunk, but due'to Jimitation'of funds, it is possible 'that this line will be . 'deleted from the. project. Mr. Byrd stated that a meeting; with thleDepartment bf'Housing in San Francisco on Thursday will give us, more Information regarding the $ ossibility of obtai=ning .a federal grant of approximately 500, 000 fora this projec , and until. a complete answer is received, financing of the project- cannot be deter mined,. Supervisor Shoemaker spoke to the Council on the health problem .in the area and requested coiisidera, tion.of some kind of development to provide sewer ser- vice. Mr. Richard Coleman, Chief Supervising San itar ian. affiliated with the Sonoma. County Health Department; told of the' inadequate'septic tanks in the- area causing the critical health condition_. County Eng:inee`r Donald Head.was also present. Following a, lengthy discussion on the matter in which Mr. Young indicated that the Sewer Plant is-able to handle the sewerage from, the sub= ject area, a motion was made by 'Councilman C'dlin, . and seconded by Councilman Joerger, indicating willing:: -- ness to provide sewer service to the residents i.n the . Lyttle, Manager of the subject Fair, extending an invitation on behalf of Supervisor Shoemaker for the Council to participate in the, festivities planned for Petaluma Day, on. Saturday, July 23, 1966, read and filed. Announcement from the City of Eureka that the next rneetiing of the !North`Ba.y (Redwood Empire) Division League of California Cities, will be held on July 30, 1966; - in - Eureka, .read and! filed. The City Manager reported that Park Director Richard Sho lenberger, in a memo indicates that due to the peak period of the summer program, it is almost impossible to complete the- subject project'at this time, ;aizd: if enough assistance is not available through the Youth Corps Program, it will be late in September before this- work is done. The City Manager reported that he has received .noti- fication from the California Department of Educa. tion that Captain 'Warrens G.. Knieriem, Jr. , of the Fire •Department,• has successfully completed thirty two hours of instruction in conference leadership. at the third, year,of -Fire Training Officers Workshop. The 'Gity Manager-. stated -that the site plan for Lucchesi Park will be discussed - the - study session next Monday night.. Councilman Cavanagh, - J•r.. Chairman of the subject , 0 committee, reported, on several committee meetings held and communc.iati'ons received in regard to the subject matter.. After a brief committee meeting to- day, Councilman. Cavanagh stated that it is the recom- mei dation of the committee that the Council consider action favoring a storm drainage master plan for the Petaluma - area. - Following �a� brief- discussion, a motion was made by Councilman Colin, and seconded by Council- man Lipman,' that a letter'be:forwarded to -the Sonoma Coui Board of`•Superviso.rs !supporting a storm drainage master plan for the Petaluma. Basin and investigating ways and means of funding same. Roll call on this motion carried by affi'lrmative votes. The Mayor directed the City Managet .the letter be composed to include the report andsopinion of Committee. Director of'.Planning Robert Byrd stated that the.subject area is twelve miles from Petaluma and . questioned whether this: proposed district would - affect us. The Ma ; yor. offered to check into this matter when on business at the County offices next -. Thursday. Glai ns and Bills Councilman Cavanagh, Jr., pointed out that Claim #9210 Res., #455,6 NCS for $780 -is '. in violation of Section 46 of the Charter be- cause the amount is in excess of the $750 limitation. The City Attorney was asked to check this claim and report- to' the Council.' It was recommended by the City Attorney `that the claims' and bills be a proved omitting #9210, whereupon Resolution #4559N. C. The City Attorney was directed to prepare a draft of 'a measure to amend the $750 Charter limita- tion and find out whether or not there is sufficient time to include it on the November ballot. Planning Commission Resolution #21 -66 reeommendin:g that, Ely.Road have its -name changed' to South Ely Blvd, from the easterly .cornek of- Ely Road and Washington Street for, a distance of approximately 2,, 135 feet to the end of, Petaluma Gardens Subdivision, submitted and filed,. Director of Planning Robert Byrd said that this renaming was requested . by the' Post .Office. He recommended that the name be changed to Ely Blvd. -South .to,: simplify indexing aid. filing. Pollution , Control City Manager Robert Meyer outlined the financial condi- Factl fies., 1966 tion of funds available which are below the cost of the Project Unit #2 total 'subject project, and in order to go ahead with the work, deletion of three peripheal trunk lines were suggested by him and City Engineer David Young.. These lines were pointed out to the Council on a plan of the proposed project. Mr. Meyer also noted that approximately '$94, 000 must be available June 1, 1967, for bond service. Action on the award of the contract was held over until the next Council meeting at which time a report will be made of the meeting on Thursday with the Department of Housing regarding availability of federal grant funds for the project. Urging Milk Price "With the approval of the majority of the Council, the I'nerease subject matter was added to the agenda. Res. 44562 NCS Following opinions expressed by several members of the Council with regard to supporting the dairymen in securing a raise in milk prices, Resolution #4562 N. C. S. urging milk price increase, was introduced by Council - man Lipman, seconded by Councilman Battaglia, and defeated by- the following vote: Ayes,: Councilmen Battaglia, Joerger and Lipman. =Noes: Councilmen Brainerd, Cavanagh, J -r. , Colin. and Mayor Putnam. Absent: None. Those voting "no" felt that it is not within the jurisdic- tion of the Council to support prices for any commodity or industry. Airport Study In answer to Councilman Cavanagh, Jr., Director of Planning Robert Byrd stated that a report will be made to the Council soon which will outline the total costs, etc. , with regard to the airport facilities in the area, adding that the report will include the matter of a heliport. Fire Truck Color Councilman Joerger stated that some citizens have approached him regarding their concern and objection to the white color of the new fire truck and Chief's car. He felt that all fire trucks should remain red. It was noted that last October the Council approved the Fire Chief's recommendation to have the new fire truck painted white and to gradually change all fire trucks and equipment to white instead of red. I tithe discussion that followed, the Mayor polled the Council to determine which color each preferred at this time. Those favoring red were: Councilmen Battaglia, Cav- anagh, Jr. , Joerger, and Lipman. Those favoring white were: Councilmen Brainerd, Colin and Mayor Putnam. However, no action was taken as the Mayor felt that in fairness, to the community, reasons for the decison that w,eremade for the change to white should be looked into. The City Manager, with the assistance of the Acting Fire Chief, were asked to make a report to the Council on all facts concerning both colors - statistics, trend, safety, etc. Complaint re red curb Mr. Sam Bever 148 Elm Drive, appeared before the 748 Elm Drive Council to complain,about the curb in front of his home that was painted redr.'and asked the Council if "no parking" signs could be installed in place of the red curbs. The matter was referred to the City Engineer who requested Mr. Bever to find out if his neighbors would be in favor of signs and then contact him on the subject.
