C. Adoption (Second Reading) Ordinance 2625 N.C.S. Authorizing the City Manager to
Execute all Documents Relating to the Assignment and Exercise of Repurchase Option
for 1008 Madison Street (A.P.N. 007-650-002) and Transfer of the Land to the Housing Land
Trust of Sonoma County and Sale of the Improvements to a Qualified Buyer Subject to
Affordability Restrictions and an Affordability Agreement with the Housing Land Trust to
Maintain the Property in Petaluma's First Time Homebuyer Program. (Castellucci)

A. Policy Direction on Local Cannabis Regulation. (Brown)
- There was general Council consensus to direct staff to draft an ordinance for Council's
consideration, accepting staff's recommendation to retain the existing bans with certain
exceptions and exemptions, including, but not limited to:
• Cultivation of up to 6 plants in residential zones.
• A limited number of commercial sites, filling orders by delivery only.
• Manufacturing and testing businesses for which cannabis -related activities are
ancillary to primary activities.
Limited -term, revocable permits would be issued only appropriately zoned areas.

A. Property Assessed Clean Energy (PACE) Financing Marketplace - Consideration of
Additional Programs in Petaluma. (Duiven)
Resolution 2017-152 N.C.S. Consenting to the Inclusion of Properties within the City's
Jurisdiction in the California HERO Program to Finance Distributed Generation
Renewable Energy Sources, Energy and Water Efficiency Improvements and Electric
Vehicle Charging Infrastructure and Approving an Amendment to a Certain Joint
Powers Agreement Related Thereto.

Resolution 2017-153 N.C.S. Consenting to the Inclusion of Properties within the City's
Jurisdiction in the Golden State Finance Authority Community Facilities District No.
2014-1 (Clean Energy) to Finance Renewable Energy Improvements, Energy
Efficiency and Water Conservation Improvements, Electric Vehicle Charging
Infrastructure and Other Authorized Improvements and Approving an Amendment to
a Certain Joint Powers Agreement Related Thereto.
