The Mayor announced that the-special meeting was called for
Ramp Facility
the purpose of consideration and action on the proposed boat
Res. #4601 NCS
launching ramp facility.
In answer to Councilman Cavanagh, Jr. , the Mayor reported
on the telephone call . received from Mr. Montelli, member of
the State Small Craft Harbor Commission, after the special
meeting on August 16th was ,adjourned. Mr. Montelli said
it would be appropriate for us to ask for a launching ramp
grant and to get the matter into the budget, and that this grant
was not to be associated with the harbor. It was his consid-
eration that it was for mobile boaters only, and was not con -
sidered as part of the current Harbor plan. He also stated
that the feasibility of the harbor has changed and an up -to-
date study would be; in order. He felt that the Ebasco Report
and other studies should be filed and a current study be de-
veloped.
Councilman Cavanagh, Jr. , then asked several questions re-
lating to the boat ramp and the Marina. He indicated that
he was not in favor of the launching ramp.
A general discussion period followed. Bob McLaughlin, rep -
resenting the Citizens' Committee, addressed the Council and
stated he o' pposed the boat launching ramp as he felt the
Council did not have sufficient information on the matter.
Peter Pracchia also spoke against the boat ramp.
The City Clerk was then asked to read the resolution in its
entirety, whereupon Resolution #4601 N. C. S. approving lo-
cation of boat launching facilities and declaration of intention
to acquire necessary property therefor, was introduced by
Councilman Joerger, seconded by Councilman _Lipman, and
adopted by 5 affirmative, 1 negative and 1 absentee votes.
Councilman Cavanagh, Jr. , cast the negative vote and stated
he voted "no" becuase of the many uncertainties involved
that might jeopardize the Marina plans. The Mayor announce(,
that Mr. Shollenberger, Mr. Byrd and she plan to attend
the Fort Bragg meeting.
Adjournment There being no further business to come before the Council,
the meeting was adjourned at 5:45 p, M.
