Council.Mee"ting Regular meeting of the Council of the City of Petaluma called
to order by Mayor Helen Putnam at the hour of 7:30 o'clock
p. M.
Attendance Present: Councilmen Brainerd, Cavanagh, Jr., Colin,
Joerger, Lipman and' Mayor Putnam.
Absent: Councilman Battaglia.
Invocation The invocation was given by Reverend Fred Rusk, First
Presbyterian Church. -
Agproval of Minutes The minutes of November 1966, were approved as re-
corded.
12th District Councilman Colin told of the ceremonies which he, Council -
Naval Reserve Unit man Cavanagh, Jr. and the -City Manager attended at the
Armory last S;a.turday �, . The 12th Distr Reserve
Unit received a trophy of achievement as the most outstand-
ing training'faci -lity in Northern California. Lt. Commander
T. P. Abraham's was then int'ro`duced and he complimented
Station Keeper Tanner and Radioman Rasmussen, who were
present with him, as well as other members of his staff and
the City of Petaluma for their part in earning the award.. He
presented the trophy to Mayor Putnam for display in the City
Hall during the time it is in their possession.
Claim Claim of Milan S. Williams versus City of Petaluma, sub -
Milan S. 'Williams mitted: acid filed. The City Attorney noted that this claim is

cedure,. suggested the claim denied, whereuppon Resolutior

` file a late claim, was by Councilman Cavanagh,
Jr. , seconded by Councilman Joe.rger, and adopted by 6
affirmative. votes, 1 tabsentee. ,

,;Petaluma` Marina Letter, dated November 1966, from Donald J. /& Asso-
ciates that their firm is prepared to undertake a comprehen-
sive feasibility _repor<t,on- the, Marina, read, and filed. After
a short discusslion, it was agreed - to defer any action on this
letter until- later in the meeting when a report will be given
_ on the harbor complex land negotiations.
County of Sonoma- Copy`of letter,- dated November 8, 1966 from the City of
City of Santa Rosa Sebastopol to Sonoma. County Board of Supervisors expressing
Plan_ ni Zg Department great - concern as to the -possibility of a combined County of
Sonoma -City of.`Santa. Rosa Planning Department and that they
would like to be included in any and all discussions .regarding
such a proposal, read and filed. Director of Planning Robert
Byrd informed the Council,that the City ct Santa Rosa voted
against- this proposal and that the matter has terminated un-
less it is reinitiated. in.the future.

"O.,peration Grass Letter, dated November .9, •1966, from Ernest Pigg of the
Roots" Sonoma County Community Action Council explaining the
subject program and requesting to meet with the Council,
read,and filed. It.was`decided to ask Mr. Pigg to make his
oral'preseintatio n at the December 5th Council meeting.
Appeal Mr. Foster'`s' appeal of Planning Commission disapproval of
William Y. Foster site plan for Lee Bros.. Market was delayed, with the possi-
i, bility of•,bei.ng cancelled pending action by the Board of
SupervIsor-s - regarding construction of storm drainage facil-
ities in the area-.
Fire Chief•Benton also attended the ceremonies.

Wally Byam Caravan
Mr.. Keith Dwyer of the 'Sonoma County Economic Develop-
ment Board addressed the Council regarding the Wally
Byam Caravan rally which will be held at the Cotati `Naval
Air Station June 14th through July 4th, 1967. He spoke' of
the economic impact on the Santa Rosa -Seba topol- Petaluma
communities Vnd the duties assigned to him in the advance
preparation of services for the 4,'000 trailer assemblage
of 10., 000 people.. He commented on the problem of ob-
<taining reasonable refilse disposal bids and asked. for sug_
gestions along line. In conclusion, he thanked City
-Manager Rober t Meyer: for his assistance in obtaining
butane for the trailers.
Claims and Bills
Resolution #4632 N. C. S. approving claims and bills-

Nos. 9910 and 9998 inclusive and Nos. 695 to. 720 in-
elusive, was introduced by Councilman Brainerd,
seconded by Councilman Colin, and adopted; by 6 affir=
mative votes, .1 absentee.
Pedestrian
City Robert Meyer read a letter received from.
Overcro.s'siizg -
the Division of Highways regarding the proposed pedestrian
overcrossing. at U. S . 101 Freeway and. East W
Street. He note'd that this was brought to the Council's
attention. as a progress report and that the Council will
be kept informed, as.more-develops on the :matter.

City Manager Robert Meyer referred to a copy of a,,

letter,. copies of which were furnished to the Council,
from Pacific Growers to the U. S,, Corps of, Engineer.,$.
objecting-.to the City of Petaluma's application for

Street. Mr.. Meyer suggested that a Council committee
be named along with him' and- the City A ttorney ;to. meet and
discuss the matter with Pacific Growers. The Mayor'
appointed Councilmen -Battaglia, Lipman and Colin' to
serve on this committee.
Lakeville Area
The City- Ma -iager spoke to the Council about the recent
Odor Problem
reoccurring odor problem in the Lakeville: area, most
of which originates from 'the Royal Tallow Company: r 'M
Jack McCallum of Darling, Delaware & Co:rimpany, owner
of the Royal Tallow Co. , is presently out of town, the
City Manager added, and when he returns, a meeting
W be held `to discuss ways of improving their present
odor control facilities as they have indicated their. willing,-

ness to cooperate. Also, in an effort to further control
the problem; Mrc Meyer'discussed the services avaclable
through :Bay 'Area Pollution Control District, and following
his -- suggestion, a motion -was made by Coun n
-and - seconded ,by Council -roan Joe_r_:ger, that - the City, Manager
contact the Bay A rea Pollution Control District and in-
ve'stigate the possibility of 'contracting their sere' tees for

by the Mayor-to check with the League of California Cities
regarding an ordinance and pertinent material on odor
control.
Petition, signed by 559 - residents;,. requesting urgent at-
teiltion in controlling the "naisance" smell to 'the eastern
section; of read, and filed. Mrs,. Don Mel nno_n,

Pacific A•veiiue, who read a statement regarding the odor
.problem. - Mrs. Jan Shannahan, 1269 Pacific Avenue; also
read, a statement requesting the matter be given serious
considera ton by the City officials. Copy of said state
menu. were submitted and filed. The Mayor- assured the
mazy residents who .appeared: a�t the Council meeting, in
support of the petition that the matter has already been,
taken under advisement and that the City will move ahead
toward a possible solution to the problem.

Petaluma Marina The City Manager, reported on a meeting which he, the City
Attorney and _Parks Director held with representatives of Mc-
Near's relative to'obtaini-ng land for the Marina complex. HE
` added. tthat after the staff checks into several matters and
more meetings. are held, a report will be made to the Counci:
on the outcome of the land, negotiations. In answer to Counci'
man Cavanagh,' Jr, , ahe. City Manager stated that those
representing the McN'ear's. at the meeting were Clayton Rice,
Miller. Mc Near, Lawrence' - McNear and Dave Menary.

The City Manager then, read' a letter, dated November 21,
19'66, from Page Construction Company indicating their
interest in-preparing a proposal for developing and leasing
the land and facilities. planned for the proposed Marina. Said
letter ,was submitted and filed. Mr. William J`: Kenner of
Page Construction Company addressed the Council giving fur-
ther details on their proposal. Following discussion on this
proposal and the letter previously read from Donald J.
O'Leary & Associ'ates, it was agreed to hold an adjourned
meeting at 4 o'clock p. m:.on Wednesday, November 30,
19.66, -to .consider. and al alyze proposals and to explore and
determine how the Council wishes to proceed with the
Marina project.
In line with the City Manager's suggestion at the last
Council meeting regarding recognition of the Petaluma
Citizens' $sand, for services performed for the•Police De-
partment on Halloween night, a motion was made by Council-
man Lipman and seconded by Councilman Colin, that said
Club be reimbursed in the amount of $100 for services
rendered to the Fire and Police Department in the past and
those anticipated in the:fu,ture. Motion carried by 6 affirma-
tive votes, I absentee.

Councilman Joerger and seconded by Councilman Cavanagh,
J.r. ',..to.contr[bute $350 toward the Annual Christmas Party.

The City Manager announced -.that Fire Chief Benton was
.summoned to Lincoln,_ :Nebraska, because of the death of
his father.
Councilman Cavanagh, Jr. , reported that Councilman
Klinker of. Sebastopol was appointed chairman of the subject
.Commission at a meeting **in Santa Rosa last Thursday: As
Petaluma's representative on this Commission, Councilman
Cavanagh, Jr. , asked for ideas and comments to be pre-
= :.seinted at the next Commission meeting on December 7th.
Letter,, dated November 1.6, 1966, from Robert Koenitzer,,
Chairman ,of Recreation, Parks & Music Commission,
recommending that -the infield of the American Little
League ,ball diamond at Lucchesi Park-be turfed if all
conditions as set forth are established and met by the Little
League organization, read and filed. Letter, dated Novem-
ber 4, 1966, to the City Manager from the Petaluma Ameri-
can Little League Baseball Assn., Inc.,, that their by -laws
have been changed to include a paragraph that they will be
responsible for the upkeep of the grass infield at Lucchesi
Park during.the Little League baseball season, was read by
the City Manager -, submitted and filed. Mr. Bob Hammel,
President of the subject League, was present in support of
their request. Following some discussion, a motion was
made by Councilman Joe:rger and 'seconded by Councilman
Brainerd, granting the American Little League their request
as recommedded. Motion carried by 6 affirmative votes, 1
absentee.

j The City Manager requested that in the future he would
appreciate similar.requests involving expenditure of funds be
submitted to the Recreation Commission for recommendation
to the Council when the annual budget is considered.
