Attendance Present_: Councilmen Brainerd, Cavanagh, Jr. , Joerger, Lipman and Vice -Mayor Colin. Absent: Councilman Battaglia and Mayor Putnam. Department of Harbors and Watercraft Washington Street Bridge Res. #4644 NCS Letter, dated. November 23, 1966., of appreciation for the hospitality and warm reception given the subject Commission and staff on Sunday, November 20th and at their meeting held in the Council Chambers on November 21st, read and filed. Resolution #4644 N. C. S. 'authorizing Director of Public. Works to request a lease or permit from the State of California to use tide and submerged lands for the purpose of a bridge structure across the Petaluma River, was intro- duced by Councilman Lipman, seconded by Councilman Joerger, and adopted by 5 affirmative votes, 2 absentees. Ambulance Fee The City Manager explained that the proposed resolution is Schedule necessary in order to clarify a provision. in the resolution Res. #4,645 NCS now in effect, whereupon Resolution #4645 N. C. S. repealing those portions of Resolutions No. 3311 N. C. S. and 4005 N. C. S. which establish a fee :schedule for the ambulance service operated by the City of Petaluma, establishing new and different .fees and confirming all other provisions of Resolu- tions No. 3311 N. C. S. and 4005 N. C. S. and repealing Reso- lution No. 4622 N. C. S. , was introduced by Councilman Lip- man, seconded by Councilman Brainerd, and adopted by 5 affirmative votes, 2 absentees. Petaluma Marina In order to find out the feeling of the Council on which `y�to proceed with the Marina complex and whether or not the staff should move ahead on the acquisition of land, Vice - Mayor Colin asked for expressions from each member of the Counci. Mayor Putnam entered the meeting at 4:15 o'clock p. m. Councilman Battaglia entered the meeting at 4:30 o'clock p. m In summarizing the Council's statements, it was the general opinion that City should ,move ahead with the boat harbor complex if economically feasible. There was a difference of opinion, however, on the matter of land acquisition. Council men Colin and Joerger felt that a firm proposal, indicating the scope of the development, land required, etc. , should be presented in a complete "package" by a reputable master lessee before any land is acquired.. The Mayor and the re- maining Council members thought that the procedure of se- curing the land first should be followed so that interested master lessees can. make an offer knowing how much land is .involved. -During the discussion that followed, the City Manager d.isp played a sketch of the. harbor area and described the sur- rounding land, telling of the negotiations held with the Mc- Near interests regarding acquisition of the property. Then he made an. announcement that a,reliable party (or parties) contacted him this afternoon indicating an interest in de- veloping the harbor complex through private enterprise. He added that a request was made for a 2 -week delay on Council action involving the Marina to allow sufficient time for preparation of a)proposal. A request was also made to 61 22K, � Petaluma Marina withhold their name until that time. After considering (Continued) this information,, a motion was made by Councilman' Colin and.seconded by Councilman Battaglia-, to dela action on the Petalffrft ilia until December 19th, directing the Plann' ' ing' Department in the meantime make a study 6,fithiE� 'development of the area and the staff proceed, on the acquisition of the land. • Motion carried. by 7affirmative votes. Mr. William Keefie'r'of Page Construction Company addressed the-Council.and was advi ' sed that all pro - posals: before the Council will be reviewed on D&- cember. 19th. Mr., Morgan Noble was present and spoke on the Mdrina plahs'which he p repared six years ago.
