Counc'1.Meeting
Regular meeting of the Council of the City of Petaluma called to
order by Mayor Helen Putnam at the hour of -7:30 o'clock p. m.
Attendance
Present: Councilmen Battaglia, Brainerd, Cavanagh, Jr., Colin,
Lipman and Mayor Putnam.
Absent: .Councilman Joerger.
The City Clerk stated that Councilman Joerger notified her this
afternoon that he would be unable to attend the meeting due to ill -
ness.
Invocation
The invocation was given by Reverend J. Carriker, First Church of
God.
Approval of
Councilman Cavanagh, Jr'., requested that on. Page 1 of the
Minutes
November 21st minutes under the item "12th District Naval Reserve
Unit" that Fire Chief Benton, also attended the ceremonies held on
Saturday and not Wednesday, and uizder the item "Petaluma Marina"
the name "O'Leary" be added to "Donald J." Upon corrections
noted, 'the minutes of November 21, 1966, were approved as cor-
rected.
The minutes of November 22 and November 30, 1966,, were ap-
proved as recorded.
Weed Abatement
This being the time set for .public'.hearing on weed abatement, the

Clerk reported that no written protests had been filed. The Mayor
then asked for oral protests:, Mr. Robert Koenitzer, 1014 "F" St. ,
Petaluma, addressed, t1e.Council, and in answer to his inquiries,.

Assistant Fire Chief Joe:Ellwood stated that the purpose of the weed
abatement program is to eliminate fire hazards, that a survey is
started in September of all lots within the City upon which weeds
exist, and that a notice. is sent but giv riggthe property owner a
choice of.doing the work himself or having, the City abate- the weeds
and requesting that said notice be' returned by a certain date. Mr.
Koenitzer felt that the letter with the notice was not complete in its
information. The City Manager was asked to work with the Fire
Chief in developing a more suitable letter for next year. After
some discussion, the public, hearing was closed and Resolution
#4646 N. C. S. ordering aabatement of nuisances consisting of weeds
growing and rubbish, -'refuse and dirt. existing upon the streets,
sidew6lks, parkways, and parcels of private property in the City
of Petaluia `and ordering the Fire. Chief to remove said weeds,
refuse, rubbish, and dirt, was introduced by Councilman Colin,
seconded by Councilman Lipman,. and adopted by 6 affirmative
votes, 1 absentee.

Pickup Trucks,
The City Manager reported the results of the subject bids opened
Sedaa and Electric December 2,: 196.6.. Two bids were received on the vehicles and

Western Motors was 'the. low bidder. , However, Mr. Meyer recom-
mended; postponing aWard,of bids "until he has an opportunity to com-
pare figures with the S.tate's pu.rchas',ing program and also explore
the matter of trade -ins. ` He also 'requested postponing action on the
electric mailing machine until bids have been received on a .stuffing
machine or on, a combination. mailing and stuffing machine. A
motion was made by Councilman Cavanagh, jr: s, that action be de-
layed on. the. three items until the next regular Council meeting on
December 19th. Motion died for lack of a second.
After discussing the _passiblity.of, purchasing the vehicles through
the State with no acptance of - trade-ins, accepting the low bid as
ce
submitted, or "rejecting all bids and readvertising for the vehicles
with trade -ins, a motion was made by Councilman Colin, and
seconded by Councilman Brainerd, to accept the low bid of Western
Motors for the two - 1/2 ton pickup trucks and the one sedan.

A motion was then.made by Councilman Battaglia, and

It was agreed to delay action for 30 days on awarding
the mailing machine as recommended, by the City
`
Manager.
-Painting Exterior The City Manager reported on the subject bids opened

Dr. G...Edward - Rudloff addressed the Council regarding the A ..A . U.
Jr. Olympic swimming finals to be held a week after the elimfina-
tions.i -n Petaluma on August 5 -6, '1967, adding that the Pacific
Association has indicated an, interest in. holding the finals in Petalum'
also. He explained that`in order to hold both meets, an operating
- capital of $900 is needed. After considering this proposal, a
motion. was _made by Councilman ,Colin, and seconded by Councilman
Lipman,; to send an invitation . to the Pacific Association for holding
the A ..A .,U. Jr . 'Olympic finals in. Petaluma. Motion carried by 6
affirmative votes, Labsegtee.
The City Manager distributed copies to the Council of the 1965 -
Annual - Reports for - :the. Finance and .Park Departments. He asked
that if the Council had any comments,, to .present them at the'next
meeting. The Park Department staff, Recreation Commission and
Finance Director Gealta were.:commended for their fine reports'.
City Manager R - 'Meyer reported that sometime after December
19th he will meet with Mn Callihan, Chief Administrator'of the Bay
A re.a Pollution Control District, • to dliscuss ,contract costs for an
odor control inspe "tioiz program. He added that a meeting is
scheduled next Friday with Royal.Tallow Company to let them know
about this program.
A The CityrManager' reminded the Council of the County -wide meeting
to' be held. in the�Cou -ncil Chambers: -at' 8 o'clock p? m. on Thursday
with representative& from the - Association of Bay Area Governments.
He called attention to the information received in the mail today from
ABAG "regarding the suggested amendments to the Regional Home
Rule proposal, which, he suggested, should be reviewed before the
meeting:

FHA City.Nlanager• Robert Meyer reported. that Director of Planning
Robert Byrd met with the Federal Housing Administration on Novem-
ber 28th and that the FHA Appraisal Department indicated that
Petalurna's increase Of $100 in. its sewer connection fee would have
little-or no effect upon the qualifications of home buyers in acquiring
property;' and - further that , they -:had indicated to Mr. Rapoport of
Petaluma Gardens Subdivision that Petaluma's $300 fee per residen-
tial un'ft was��l igh 'in' relation lto fees established by other cities with
which they were familiar.

Mr., Ernest Pigg-,of the ,Sonoma County Community Action Council
Grass Roots"
addressed the Council regarding the "Operation Grass Roots" pro-

gram sponsored by the Office of Economic Opportunity. He showed
a map of the six target areas located Sonoma County and discusses
the duties assigned to him and his staff. Upon conclu ion of his
presentation and a brief discussion period, the Mayor assured Mr.
Pigg of the City's iizterest in this program, and that if the City
ca ft be of any service, to contact the City Manager's office.

appointed to- contact Pacific Growers regarding their
objection to ;the C'ity's.appl cation with the U. S. Corps
of Engineers -for fixed bridges across the Petaluma
River at Washington Street, reported. that the Committee
recently held 'a meeting with Mr. Ortman of Pacific
Growers and discussed the possibility of setting up an
assessment district;to 'construct standard _C ty improve
ments on Madison.,S'treet and Copeland Street from Wash

Pacific Growers' facilities. Pacific Growers indieafed

Salary Discussion
The City Manager stated that a notice was posted on

• the bulletin,'board and in every .department 'informing
the employees in advance that salaries would be dis_'
cussed.' at the Council' meeting tonight, >and if anyone
had any comments- and wanted -to be on the agenda, to
get in. touch with him.
Employee Group
The City Manager introduced Mr:. Walter, N/Inogue
Health Insurance,
and Mr. Robert Shirrell, :insurance brokers, who ad-
dressed the, Council and discussed for their information
a proposal of .adding term life insurance and $300 ;acci-
dent coverage; to the present ,Group Health `Tnsurance
Program carried by Pacific National. Insurance Company.
They assured the Council that the 'rate of '58¢ per $1000
per month for the life insurance plan would be reasonably
stable since the older employees would bel retiring and be
replaced by younger employees who, would ,hold. the rate
down -'I:t was noted by Mr.' Shirrell that these two supple-
mental coverages, if approved by the' Council, would be;
added to the present plan which expires on June 30, 1967.
Uniform

Uniform Allowance presented a breakdown of the $5, 700 per year request for
(Continued) uniform allowance: Police Dept. $ 3, 000; Fire Dept. $1, 560;
Public Works $480; Parks 'Dept. $180; Sewer Dept. $90; and
Water Dept. $300; plus $90 for insignias. He told of a sur-
vey which he made to confirm information that various
business establishments in the local area furnish uniforms
to their employees.
Shorter Hours - The City Manager commented that in his salary. presentation
Fire Department to the Council he did not recommend the Firemen's Associa-
tion request to reduce their hours to 67. 2 per week. Fire
Chief Benton offered favorable comments on the proposed
salary scale and spoke of the future trend of shorter hours
for firemen which started on the east coast and is moving
toward the west. Captai3-Donovan Turner, President of the
Firemen "s Association, appeared before the Council and
spoke in support of their request for shorter hours.
Adjournment There being no further business to come before the Council,
the meeting was adjourned at 10 :50 o'clock p. m.
