Regular meeting of the Council of the City of Petaluma - called to
order by Mayor Helen :Putnam at the hour of 7:30 o'clock p, m.
A ttendance
Present: Councilmen Battaglia, Brainerd, Cavanagh, Jr. , Colin,
Joerger, Lipman and Mayor Putnam.
Absent: None.
Invocation
The invocation was given by Reverend Henry Rankin, Two Rock
Valley Presbyterian Church.
Approval of

filed. City Manager Robert Meyer reviewed the bids pointing out

that Western Motors rw.as the low bidder on the pickup trucks with

trade -ins- and Sanderson Motor 'Company on the one sedan with
trade -in. In comparing local bids without trade -ins submitted

December 2, 1966;. with the prices offered through the State's
program, Mr.. iVleyer noted that the State dealers are
$ urchasing
77 lower on the two pickup trucks and $420 lower on the sedan.

After consideration of this comparison, Resolution #4654 N. C. S.
;awarding contract to.Western Motors for purchase of two - 1/2 .
ton pickup trucks, one for the Water Department and one for the
Park Department; was introduced by Councilman Colin, seconded
by Councilman Cavanagh,, Jr., and adopted by 7 affirmative votes.
Resolution .#4654%N-.' C. S. awarding contract to Sanderson Motor
Company for one 4 -door sedan for the Water Department, was in-
troduced by Councilman Colin, seconded by Councilman Cavanagh,
Jr. , and adopted' by 6 affirmative votes, 1 negative. The negative
vote w.as cast: by :Councilman Lipman, who qualified his vote by
saying that he did not feel the City should spend 207 more on the
sedan_ for the purpose of buying locally.
In discussing.W. ether•or not the .City Manager should continue to
furnish the Council with comparison of costs between the local
dealers aizd: the State's purchasing program in order to bring com-

made by Councilman'. Colin, . and seconded by Councilman Joerger,
to. establish a policy of confining the City's business to local
dealers. Motion was••defeated by the following vote:
Ayes: Councilmen Colin and Joerger.
Noes: Councilmen Battaglia, Brainerd, Cavanagh, Jr.
Lipman, and' Mayor•Putnam.

Councilman Brainerd: felt that 'the Council should have all the in-
formation available and. that .the :local dealers be made aware of
the_sourc.e of purchasing-through the State. Councilman Cavanagh,
fr. ' "said-he voted. " no" because.of his interest in obtaining full in-

formation on bids, • Councilm ant Battaglia felt that it is the duty of
each councilman. to get' the best price for the tax dollar. Mayor

;Putnam concur,red;.that the Council has a responsibility with all
people.and that a4l, facts should, be presented to make a decision.
She added that when the.City Manager obtains comparison of costs
'that the most current prices be used.

will not attempt "to pave the street as long as the
malfunctioning septic system continues to d'ischarg&
to the roadway,. further. ;stating that the sewer- 1ine
along Paul's Lane is a private installation, but if ,' ,,
this were a public sewer,. the owner of the property;

him. a reaso time to correct, but if not- co °rrected,,i
to proceed with legal action, if necessary. Motion ,
carried by '7 affirmative votes.
State Department

of Public Health
;•partment of Public Health.redeclaring Sonoma County
to be a rabies -area for a 12 -month period and en-
..closing a form to be completed by the Health Officer,
read and filed. I't w_a,s noted that said form has been
referred to the local Health Sanitarian.

City Manager'Robert Meyer explained that a Claim in

the; amount of $23; 041.01 for Rapp Construction
Company,, contractor for the swi_mmi pool, was
processed too: late 'to be included in the listing of

claims for ithts_meeting; and he requested the Council
to. permit the Finance Department to issue an in-
between check to pay the contractor before the next
Council meeting. After a .brief discussion, a motion
- was made by Councilman Joerger, seconded by Council-
man, Cavanagh, jr , to proceed -, ith payment of said
ela m.. " Motion carried , by 7 affirmative votes. .
Cort Room
City Attorney Robert gave a ,brief report of the recent
complaint registered with the Council regarding the.•
disturbance around the -Cort Room, 508' Petaluma Blvd.
South. He added that the Police Department has done
what it could do to assist and that the Alcoholic "Bev:er;age
Control Board has attempted to see what it can do to. •ad-
just the situation, and now it appears the; situation 'is at.
a stage where it, is :a public nuisance. The City Attorney
was asked 'to , furnish the Council with a. surinma`ry of all
`the police activity at the Cort Room in ordler to bring;
them up to date on the matter for determination, on
which way to proceed.

The'C"ty Manager ,read .a telegram the boys at the Petaluma
Boys" Club, which w°as to have ;been delivered last Saturday night,
extending w.i'shes"fo.r a Merry to all City employees
-and' ther`r families and thanking everyone for their support in the
.past.
Councilman- Jr; , reported on the Association of Bay
Area Governments' meeting '- Francisco December 16,,,7.9b6,
which h,e`.and Di ^rector of Planning Robert attended.. He noted
that Santa Rosa . Counncilman lack Ryersen's proposal to legally test
the Voting procedu're of ABAG. immediately after the State Legisla-
tu.re o; fficially, makes a decision: before the organization plans any
program or passes, any,, bond issue met with little success and was
defeated. Mr ,Byrd commented -that despite the publicity given the
meeting, 'only,..62, of,the . cities . in the' 9 bay area counties were
represented and. that two main, were tabled for further dis-
cu'ssion.. City Manager Robert Meyer reviewed the resolution
passed E by the' G- ner�al 'Assembly, copy'of which was submitted and

Appeal - Director of Planning Robert Byrd reported that Mr.. Foster co
William Y,. Foster tacted him in regard to the appeal he filed with the. Council of the
Planning Comm ssion , disapproval of the site plan for, the Lee
Bros. Market on . Petafuma Blvd, North and W est, Payran ;Street.
He asked that the appeal be withdrawn, as the Sonoma County Flood
Control District:Zone.2A has, taken favorable action in budgeting
money and` approving -a specifc,project to take care of the flood
problem as related to the site., Mr. Byrd added that the matter wil
be referred to the Planning Commission again, acid that the City
Engineer a d.he will follow through on details with the County.

County Boa -rd of Supervisors will be considering adoption of the
Census Tract Map for Sonoma Countypnadding that this map will
be, very functional for all agencies.

Mr. Robert Moir of the Sonoma County Beaches, Parks and Tide -

land Commission, addressed the Council regarding the boat
launching; ramp facility, discussing a possible site for the in-
stallationaand urging the Council to continue with their plans for
a boat launching ramp. The McNear's indicated that their plans
do not include a boat launching ramp.
In discussing the sale of the City -owned property, City Attorney
Robert suggested that an agreement be considered that in the
event the land is not used for a marina, the land would revert
back to the City of Petaluma. After some consideration of the
McNear proposal, a motion was made by Councilman Battaglia,
and seconded by Councilman Colin, directing the staff to im-
mediately proceed with negotiations with the McNear interests on
the sale of the 19 acres of City -owned land. Motion carried by
7 affirmative votes. A timetable on the action required by the
Charter of the proposed sale of the 19 acres was explained by the
City Attorney. It was also noted that the various proposals sub-
mitted and Mr. Kay's request for a 30 -day extension will be held
in abeyance until negotia are finalized with the McNear's.
Abatement
Upon the suggestion of Councilman. Cavanagh, Jr., it was agreed
Procedure
that a study session be arranged as -soon as possible to consider
abatement procedures carried out by the Building Department.
Adjournment
There being no further business to come before the Council, the
- Mayor adjourned the meeting at 10:15 o'clock p. m. to an execu-
tive session and in memory of Petaluma's good Santa Claus,. Jay
Milner, who recently passed away.
