REQUESTED COUNCIL ACTION:
To award the contract to renovate five existing playgrounds, construct one new
playground, and to authorize the use of additional park development funds.
RECOMMENDATION:
The Parks and Recreation Director, the Recreation, Music and Parks Commission and the
Petaluma Parks Improvement Committee recommends awarding the contract for
playground improvements to Ross Recreation Equipment of Santa Rosa, and authorizing
the use of an additional $45,000 of park development funds.
As part of its 5 Year Capital Improvement Program, the Parks and Recreation Department
is bringing City playgrounds into conformance with the U.S. Consumer Product Safety
Commission Guidelines and the Americans With Disabilities Act.
The first phase of the program is to renovate playgrounds located at Kenilworth, La
Tercera, Lucchesi, McDowell Parks and the Westridge Open Space. In addition, a new
playground is scheduled for the neighborhood park located between the Mountain Valley
and Cader Farms subdivisions.
In regards to the playground renovations at Lucchesi Park, the large playground is
scheduled to be renovated in the first phase, and a second tiny tots playground, located on
the opposite side of the park, to be renovated within two years.
As part of its review of the Lucchesi Park Master Plan, the Recreation, Music and Parks
Commission received numerous comments from both staff and the public regarding
problems associated with parents watching their children while using the two
playgrounds. As a result, the Commission recommended combining both playgrounds
into one area, and renovating the two playgrounds as part of the same project.

With this in. mind, a request for proposals (RFP) was sent to the five commercial
playground fines located in northern California. The RFP listed the five playgrounds to
be renovated, and the installation of the new playground at Eagle Park.
Two firms, Ross Recreation Equipment and Community Playgrounds, responded to the
RFP. Both firms were interviewed on July 3, 1996 by a panel comprised of two staff, one
Commissioner, two representatives of the Petaluma Parks Improvement Committee, three
representatives from the Eagle Park neighborhood, and one neighborhood representative -
from each. of the remaining playgrounds (a total of 13 panelists).
Following interviews, the panel unanimously recommended Ross Recreation Equipment
for all six playground renovations /installations.
Following the recommendation of the Recreation, Music and Parks Commission to
combine the two playgrounds at Lucchesi Park, staff is recommending the use of an
additional $45,000 of park development funds in order to complete the Lucchesi Park
playground renovation.

6 . WHEREAS, bids have heretofore been invited in accordance with law for the
7 performance of certain work for the City of Petaluma generally described as supplying
8 and installing playground equipment at Eagle, Kenilworth, La Tercera, McDowell Parks
9 and Westridge Open Space; and

11 WHEREAS, bids were received, opened, and read in accordance with law and the
12 Director of Parks and Recreation has made his report thereon, a copy of which is attached
13 hereto and by reference incorporated herein; and
14
15 WHEREAS, the Council has thoroughly considered said report of the Director of Parks
16 and Recreation and as a result has concluded that the bid of Ross Recreation Co., Inc. of
17 Santa Rosa on the basis of the solicitation for performance in accordance with the
18 aforesaid solicitation and bid submitted, be and the same is hereby approved and
19 accepted; and

21 NOW THEREFORE, BE IT RESOLVED, that the City Council of the City of
22 Petaluma, all prerequisite findings and determination having been made in accordance
23 with law, that the bid of said Ross Recreation Co., Inc. of Santa Rosa computed to total
24 $338,000 on the basis of the solicitation for performance in accordance with the aforesaid
25 solicitation and bid submitted, be and the same is hereby approved and accepted; and
26
27 IT IS FURTHER RESOLVED that, the City of Petaluma approves a contingency fund
28 equal to $10,000 (2 percent of the contract amount) for administrative change orders; and
29
30 IT IS FURTHER RESOLVED that, the City Council of the City of Petaluma approves
31 the use of an additional $45,000 from the Park Development Fund balance in order for
32- the total project to be completed; and

35 IT IS FURTHER RESOLVED that, the City Council of the City of Petaluma enter into
36 a contract with the said successful bidder for performance as herein indicated for the
37 amount of said bid and for performance in accordance with plans and specifications
38 heretofore prepared, approved, and on file in the office of the, Director of parks and
39 Recreation, and the City Director of Finance is hereby authorized to pay all proper claims
40 for performance of said contract out of Account Number 209 - 400 - 9926 -7104 ($238,000);
41 209 -400- 9886 -7104 ($60,000); 209 - 400 - 9857 -7104 ($40,000).
