Hargis, Director of Engineering Michael C, Evert, Supervising Civil, Engineer REQUESTED COUNCIL ACTION: Authorize a contract to BSI Consultants to provide construction management services for the construction of Sonoma Mountain Parkway. RECOMMENDATION: Approve BACKGROUND: Staff prepared a Request for Proposal (RFP) for construction management services, and mailed the RFP to four firms. The four firms were: BSI in Sacramento, MacKay & Sumps in Santa Rosa, Nolte & Associates in Walnut Creek and Brown & Caldwell in Pleasant Hill. All four firms submitted a proposal and were interviewed by an oral board consisting of Thomas Hargis, Michael Evert and Fleming Nguyen. As a result of the written proposal, interview, experience of the firm and management team, approach to managing project, sensitivity to our situation and cost, staff selected Bn- Consultants. Then we negotiated a cost ;proposal based upon ,a detailed Scope of Services to provide construction management services. This process conforms to state law for solicitation of professional engineering services. The services will include inspecting, coordinating and managing all aspects of the project including testing, traffic control, progress payments and resolution of claims. The attached proposal outlines BSI's services and fee. The "time and materials not to exceed" will be either $769,600 or $654,550. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 10 31 32 33 34 35 36 37 The alternative figures match the alternative of I or 2 contractors that may be constructing Sonoma Mountain Parkway. In order to receive the lowest construction bids, the project was divided into two parts. Construction contractors can either bid on one or the other half, or the whole project. The City will award a construction con-tract to the lowest bid combination. The construction manager's maximum fee will be determined once we know how the construction bid is- awarded. Construction bids are due on Thursday, June 6, 1991. ALTERNATIVES: 1. Negotiate contact with another of -the four firms proposing. 2. Renegotiate contract. 3. Hire additional staff to do construction management, CONSEQUENCES OF NOT ACTING: Delay construction management of the project.
