Hargis, Director of Engineering 12 Susan Lackie, Associate in Civil Engineering 13 14 REQUESTED COUNCIL ACTION: 15 16 Authorize a contract with Fitzgerald & Associates to prepare plans and specifications 17 and to provide construction engineering services for the "B" Street and El Rose storm 18 drain conduit. 19 20 RECOMMENDATION: 21 22 Approve. 23 24 BACKGROUND: 25 26 The project is located on the west side of Petaluma, within the City limits. One section 27 of conduit extends along "B" Street from 10th Street to Webster Street, where the 18- 28 inch existing conduit will be replaced with a 30 -inch diameter pipe. The other 29 proposed sections (18 -inch diameter pipe) extend along El Rose Drive from "B" Street 30 to Hayes Avenue and approximately 650 feet beyond Hayes Avenue. This will replace 31 a private storm drain system which is caving in due to structural problems. 32 33 The proposed project is designed to carry the 30 -cubic feet per second flow anticipated 34 from a 10 -year frequency storm in this 35 -acre watershed. A 10 -year storm is one with 35 a 10 percent chance of occurring in any year. 36 37 This project is the most upstream portion of the "B" Street Drainage System proposed 38 in the Agency's 1986 Petaluma River Watershed Master Drainage Plan. This project 39 will improve the drainage system in Belle View Avenue by carrying most of the flow to 40 El Rose Drive. The estimated construction cost for these drainage improvements is 41 $200,000. 42 43 Staff prepared a Request for Proposal (RFP) to prepare plans and specifications for the 44 above storm drainage work and mailed the RFP to the following three engineering 45 firms: 46 47 MacKay & Somps, Santa Rosa, CA 48 Coastland Civil Engineering, Inc., Santa Rosa, CA 49 Fitzgerald & Associates, Petaluma, CA 50 51 All three firms submitted a proposal. They were then interviewed by an oral board. 52 As a result of the written proposal, interview, and experience of the firm, and approach 53 to managing the project, staff selected Fitzgerald & Associates. The staff then 54 negotiated a fee based upon scope of services which include design, construction 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 staking and inspection. Total cost for these services are $28,433. These costs plus the actual construction cost have been funded by Zone 2A. Please refer to Staff report for SCWA fund transfer to prepare plans and specifications. This process conforms to State law for solicitation of professional engineering services. ALTERNATIVES: 1. Negotiate contract with another consultant. 2. Renegotiate contract. CONSEQUENCES OF NOT ACTING: Delay storm drain installation. Attend meetings with City and Water Agency staff to discuss and offer input for preliminary and final design concepts. Work with staff to plan scheduling and plan submittal dates. (7 hrs) $560 2. The Design will take into account such things as: abandonment of any existing storm drain systems not needed; existing in- frastructure constraints and available right -of -way; analysis and incorporation within the design drawings and specifications of any improvements necessary for the reduction of surface flow from the Hospital drive- way down Hayes Street to the intersection of Belle View Avenue and Nob Hill Terrace; review of video tapes -1- provided by the City; hydrologic and hydraulic design calculation checks of new system. Provide legal description(s) and exhibit(s) as needed for the proposed storm drain conduit within the hospital property. The description will be submitted to the City for use in preparing final easement documents for recording. (128 hrs) $8,064 5. Based on input from City Engineering and Public Works departments as to the functioning of the existing storm drain system at the intersection of Belle View and Linda Vista, incorporate plans for the upgrading and /or replacement of this system. Attend planning and coordination meetings with the property owners, their attorneys, S.C.W.A. and City staff. Keep property owners informed and up —to —date during the design phase.
