Council Meeting

7:30 o'clock p', m.

Approval of Minutes
The'minutes of December 19, .1966, were approved as
recorded.

City Manager Robert. Meyer reported that one bid was re-

ceived for the .subject machine. This was submitted by
Pitney- Bowes in the amount of $1460. 0 tax included,
whereupon R.esolu ioh- #4663 N. C. S. awarding contract for

the purchase of one fold- inserting machine for the City of
Petaluma, was introduced by Councilman Colin, seconded
by Councilman Lipman,. and adopted by affirmative votes,

Councilman Cavanagh, Jr. , entered the meeting. The time
was approximately 7 :40 o'clock p, m.
City F1oat
Letter, dated December 22, 1966 from the Chamber of
Commerce requesting that action be taken as soon as pos-
sible in the acquisition of a suitable docking facility for the
use of Chamber, committees in welcoming visiting mariner:
to our City, read, and filed. Mr. Ned Davis,. Manager of
' the 'Chamber of Commerce, appeared to discuss their re-
quest pointing out -that yacht clubs start corning to Petalum
as early as March and'that the present landing barge is un-
suitable. The City Manager noted that the cost of a new
barge to replace the present one is included in the :Capital
Outlay budget now being considered by the Council. In
order, to expedite the purchase of a new float, the staff was
directed by the Council to prepare plaits and specifications
:and' call for bids, and when the Capital Outlay ordinance be•
comes effective,. the Council can their award the contract to
the successful bidder..

the - proposed, annexation does not ;affect the Petaluma fire
zone area: This. has been checked by'Fire Chief Benton,
Mr. Byrd continued, and he has no objection to the proposal

the term of Lester Popp, Planning Commissioner,,

making it ;necessary to appoint a .member to re-
place him, 'read'aild filed. I:t was, noted by the City
Manager .that a member is not eligible for reap-
poi:ntment after serving six years.

774 inclusive, was introduced by Councilman Lipri an,
seconded by Councilman Battaglia, . and adopted by
7 affirmative votes.
League of California City Manager 'Robert Meyer announced that League
Cities - President Maltester has made the following appoint
Special Committee ments to the League of California Cities' special
Appointments comrriittees: Councilman Colin, - Community De=
velopment and Beautification Committee; Counci
Lipman - Elections Committee; and, City A ttor-,ney"
Robert - Personnel and Training Committee.
Water Meter Test The City Manager i the Council that Tom
Wilson. of they Water Department was sent to Los;
Angeles to be present during the test of malfunction-
ing water meters. The test is being conducted by
the Sonoma County Flood Control District in order;
to determine, the amount of overbilling due the City
of Petaluma
.
Odor Control City Manager Robert Meyer reported that Mr.
Callihan, Chief Administrator of the Bay Area;
Pollutio i 'Contr -ol District, recently informed ,him.
5� that the District "s - board is currently studying 'the
City's proposal for a contract to cover ,an odor
control inspection program of "the ,Royal Tahlow Plant.
In answer to "Councilman Cavanagh, Jr.. ,. Mr. Meyer
stated that the air pollution problem created' by
the Pioneer Shell Company will not be included. in
the Bay Area District''s inspection program at this,
time as the- City's main concern 'is to follow through .
on the Royal Tallow plant.
Mayors' and Council- The City Manager reminded the Council of the sub
- men's. A sn. Meeting ject meeting to be; hosted by the City of Cotati. on
January 12, 19.67, adding that Sonoma County Admin-
istrato.r..N;eal. Smith aiid `he will present reports on-
the subject of the sales tax split between the county
` and c etes. `_ Location of said meeting will be an-
nouneed later.
.Redwood Empire Section City Manager - Robert Meyer announced that the
League of. Calif. Cities subject meeting will on January 28th,, 1_967,
at Los Robles' in Santa Rosa.
PL - -1.17 A status report was given .by City Manager Robert
Federal Grant Meyer with regard to securing PL -89 -117 federal
funds for the construction of sewer lines. He said
that Planning 'Director Robert Byrd,. A ssistant City

City A ttorney `Robert noted that copies of the police reports on
the Cort Room have been forwarded to the Council for their
information. Lt.. Wagner of the 'Po.lice Department addressed
the Counci -eviewing the police activity at said establishment
during July 17; 1.966 to December 31, 1966,. and that a petition
has been received from residents in the area complaining
about the disturbance, further stating that Chief Del Maestro
has contacted the owners and the Police Department has done
everythi'.ng within its jurisdiction but the problem still exists.
It was pointed out by the City Attorney that the Alcoholic
Beverage Cori rol Board, upon 'investigation. of the premises,
has found no dtrec It •law violations and that the problem
appears to he: the nie re existence and operation of the bar.
After discussing the course to follow,. ;a motion was made by
Councilman C`ay. an-agh, Jr, and seconded. by-Councilrnan. Lipman
authorizing the staff, to meet with the owners of the Cort Room

Director of Planning Robert Byrd, referred to a preliminary re.
port from the, Rosa City Council to the Sonoma County
Board of 'Supervisors regarding coordination of p'lannilg activity
iii- the. Santa, Rosa General. Plan A r.ea, copies of w.hi.ch were sent
to the Council recently. Copy wa :s also submitted and filed:
Mr.. Byrd discussed several; parts of the report, stating:` that
this .matter w,as brought to the Council's attention -to see how; it
might relate to the .City of Petaluma. Upon his suggestion, Mr.
,Byrd vygs authorized to attend all meetings to be held on said
preliminary report to be followed with a report to the Counci -1 .
thereon and. a study session thereafter.
Referring to the Water Commission minutes of December 14„
1 =966, Councilman .Lipman reported' on the action taken by the
Commission recommendiig,'that the City Council present' to
the Sonoma County Mayors' and Councilmen's Association the
City " s problems in establishing conformance with the, Petaluma
General Plan and problems outside: the City Limits so. that the
City County could establish uniform General Plan,. Zoning,
and !public improvement requirements... It was the consensus of
opinion of the Council that this matter be requested to be in-
clud'ed; in. a future :1\4ayo.rs'. and Councilmen's agenda.

Uniform Allowance After considering the City Manager's, proposal on uniform
allowance for the Police,, Fire, Public Works, Park, Sewer and
Water 'Departments., :a, motion w:as ,made by Councilman Lipman,
and seconded by Counci °lman Colin;. authorizing uniform allow-
ance for 'the Police and Fire Departments, effective` July 1, 1967
Motion carried by 7 affirmative votes.

A motion was made by Councilman Cavanagh,. Jr.,. and seconded.
by Councilman Battaglia,. authorizing uniform allowance for the
Public Works,, Park`, Sewer and: Water Departments, effective
July 1, 1967. Motion was ,defeated by the following vote
Ayes: Councilmen Cavanagh, fr., and Mayor - Putnam.
Noes: Councilmen. Battag -lia, Brainerd, Colin, Joerger,
and Lipsnan..
The- :Council them considered the City Manager's proposal on
supplemental accident insurance and term life 'insurance for
the employees,. A motion was made by Councilman Joerger,
and seconded by Councilman Colin, granting suppleir eiital
accident iiisu ance coverage for the employees to become
effective ass soon .as possible. Motion carried by 7 affirmative
votes.
A motion was made by Councilman Colin, and seconded by
Coun.cilman.Brainerd, granting life insurance coverage for the
employees to become effective as soon as possible. Motion
carried by 6 affirmative and 1 nggativ'e votes. The negative
vote.was cast -by Councilman. Battaglia who preferred that the
insurance become effective starting with the new fiscal year
so `that it, could be included in an overall insurance program.
It was decided to consider capital outlay at the study session on
January 9th. The codes enforcement program will also be on
the agenda.
There being no further business to come before the Council, the
meeting was adjourned at 10:10 o'clod`k, p. m,
