ceremony next May. In clarifying a question raised by the
City Manager, the City Attorney stated that there is a pro -
cedure to follow in the event each councilman objected to a
particular claim and voted "no" on the complete list, thereby
not passing any of the claims. A motion could .be made to

Council Meeting
Regular meeting of the'Council of the City of Petaluma called
to order by Mayor Helen Putnam at the hour of 7:30 o'clock
p.m.
A ttendance
Present: Councilmen Brainerd, Cavanagh, Jr., Colin,

Joerger, Lipman and Mayor Putnam.
Absent: - Councilman Battaglia.
Invocation
The invocation was given by Reverend Carl Young, Freewill
Baptist Church.
..Approval of Minutes
It was noted by Councilman Cavanagh, Jr. , that the result of
the vote was omitted with regard to the item "Curt Room" on'
Page 3 of the January 3,. 1967, minutes. The words "Motion

carried unanimously" are to added to this item, whereupon
the minutes of January 3, 1967, were approved as corrected.

Mower
The City Manager reviewed the two bids received. at the rid

opening on January 13, .1967, and recommended accepting the
low bid of Smiley Lawn Mower Company for $1425. 60, where
upon Resolution 44671 N; C. S. awarding the contract for the
purchase of one (1) Locke 75" triplex mower for the City of
Petaluma, was 'introduced by Councilman.Brainerd, seconded
by Councilman Lipman, and adopted by 6 affirmative votes,
1 absentee.
City of. Novato
Letter, dated January 5, 1967, from Mayor Wayne Womack
of the City of Novato, -inviting all Petalumans to join them in
their celebration of the Seventh Anniversary of the incorpor-
ation of. their city on January 20. and 21, 1967, read and. filed.

Councilman- Cavanagh, Jr.., suggested that representation
from Petaluma be, present on both days. The City Clerk was
directed, to send a letter to Mayor Womack thanking him for
the invitation.
Petaluma. City Jail
Letter, dated December 30, 1967, from Walter C. Clowers,
Inspection
M.D. , Director of Health Services for Sonoma County, to
Police Chief Melvin Del Maestro submitting a report of the
inT ection made of the Petaluma City Jail,, read and filed.
Letter, dated January I.L. 1967, from the State Board of
Corrections complimenting Chief Del Maestro and Petaluma
City administrators o-n conditions in the jail and that the
facility is in compliance with all state and local conditions
and regulations, read and filed., The Mayor congratulated
the Police Department and: staff for an excellent report of the
Petaluma City Jail inspection.

Noes: Councilmen Golin .and Joerger.
Absent: Councilman Battaglia.
Councilman Colin stated he voted "no." because of the
economy of the day and that he felt it was ex-
. present
trawagant to donate $1500 toward the Sonoma State
College event.
Petaluma Sanitary
In response to Gityr.Manager Robert Meyer's request,•
Disposal, Company
Councilmen Cavana`gh,. Jr., and Joerger volunteered. -
to .attend a meeting'at 4:00 P. m, on Thursday,. January
19, 1967,, in the Conference Room w ith, the Pe ma_ talua '
Sanitary Disposal Company to discuss compulsory
garbage service in the City and other problems with
regard to rates, etc.
Water Main
In answer to a recent request made by Councilman

gineering offic;e's estimate of cost to extend the w=ater=
main to the. Royal Tallow" Company is approximately.
$25, 475: 00.
Royal Tallow Co
The City, Manager reported that the material for the
stacks a:t the Royal Tallow Company has arrived and
the stacks will be installed within the: next 12 day=s.
World Championship
City Manager Robert Meyer reminded the Council of

wrestling-. Tournament on- January 24,. 1967 at the Sub�
terranean Room of the ;Hideaway, and, that he has an
entry blank for the tournament for those_ who wish to.
participate.
-Red-wood Empire The Council was asked by City Manager Rob_ ert Meyer
Section -to notifyhis office'if they plan to attend the subject
League of Calif. Cities meeting at Loa Robles in Santa Rosa on. January 28,
1967: Councilman Joerger, executive member, was -
reminded that the executive board meeting starts 'at
4:.00 p. m.
Library Commission Councilman Cavanagh, Jr. Petaluma's representative
Mayors' & Councilmen`s on the subjec , Commission, reported on the activities'
A ssn. -of said Commission. and that the next meeting will be
held' at 7: 30 p. m.. on February 8, 19'67, at the: E1
Dorado in Sonoma. Anyone interested was invited to
attend'.
Fifth Monday Forum Councilman Lipman announced that the next 'Fifth
Monday Forum will be held January 30 1967, in the
Council Chambers. He mentioned three subjects to
be discussed; Development of the Boat Harbor, Plans
7 for the Swimming Pool. Opening, and the Code Enforce=
ment Program. He .requested the staff to make arrange
ments for- serving coffee and refreshments. The. City
Manager was asked to send a letter to all oxganizatiors•
in the City, as well as to the press and radio, inv -itiZg
them to attend the Forum. :
Annual Audit Mayor Putnam stated that a proposal has been, received
from Wadsworth; Smith & Mohrman. to conduct the 19.66 -67
fiscal year, audit for the City of Petaluma. including the
; general city and water department. She added tliat a
meeting will be arranged sooir to discuss details.

Councilman Cavanagh, Jr., stated he abstained because of
being involved in the property being rezoned.
In answer Councilman Cavanagh, Jr.. , Director of Public
Works David Young suggested that the old float be sold at
.auction, whereupon Resolution #4673 N. C. S. authorizing the
purchase of , one' floating dock for the City of'_Petaluma, was
introduced by Councilman -Lipman, seconded by Councilman
Brainerd,, and adopted by affirmative votes, 1 absentee.
Director of'Public Works David Young explained that this
,actually is- an amended budget to cover the additional ex-
penditures incurred on the McDowell Culvert- Bridge Recon-
struction project, whereupon Resolution #4674 N. C. S„
adopting budget for expenditure of funds allocated from the
.State Highway Fund. to cities, was introduced by Councilman
Colin,.', seconded by Councilman Lipman, and adopted by 6
affirmmative. votes; 1 absentee.

Traffic Ordinance After discussing questions asked by Councilman Cavanagh,
Ord.. #858 NCS Jr.; , regarding, the subject ordinance, the councilmen who
introduced -and ,seconded the ordinance consented to correct
the description of the Central Traffic District so .as to re-
f lect the existence of East Washington Street as a, - separate
street and to correct subsection. (d) of Sec: 15. 14 to re-
flect E. Washington Street, and after .such correction

ma "City Code of 1958 to regulate the use in traffic upon the
streets, sidewalks and other public and private places in
the City of Petaluma•, the use, parking and control of
