Council - Meeting Regular meeting'of the Council of the City of Petaluma
called to order by Helen Putnam at the hour of 7:30
o'clock p. m.
Attendance Present:. Councilmen Battaglia, Brainerd, Cavanagh, Jr.,
Colin, joerger, Lipman and Mayor Putnam.
Absent: None.
Invocation The invocation was Iiven:by Reverend Richard Wilcox,
United Church of Christ.
Adult Education
The Mayor welcomed and introduced Instructor David
Lindberg and members of the Adult Education American
Citizenship Class. 3
Director of Public V'"orks David Young .reviewed five bids
I eceived from three firms for the street sweeper at the
bid opening on, February ' 17 1967. Summary of Bids sub -
mitted and filed. Mr. Young described the features of
the 3 -wheel and- 4-wheel sweepers offered and recommended
that the Council consider accepting the bid submitted by
Nixon- Egli Equipment *Company of Emeryville, California,
for a Mobil 4 -Wheel .sweeper. Mr. Roger Dennett of
Western Traction Company, Mr. Leonard Gross of Nixon
Egli Equtpment Company, and Mr. William Beatty of
Contractors Machinery Company, addressed the Council
regarding their products. After considerable discussion, it
was decided to delay action on the award of the contract.
Mr: -Young and Public Works Superintendent Roy Kelly
were-'asked•to compile additional facts for th Council
info of machines, visibility and
dumping features,' other'.cities' experience with similar
machines,. etc.
Letter, dated - February 6, 1967, from the Department
of -the Navy, and letter,. dated February, 1, 1967, f =Yom
the Post Office Department acknowledging receipt of
City of Petaluma resolution urging adoption of a commemor-
ative stamp'honoring the - 100th Anniversary of the U. S.
Navy Civil' Corps and the 25th Anniversary, of
the U. S.. Naval Construction Battalions, and that said
proposal is on the agenda for consideration by the
Citizens Stamp Advisory Committee, read and filed..

mitted and filed. Mr. Young described the features of
the 3 -wheel and- 4-wheel sweepers offered and recommended
that the Council consider accepting the bid submitted by

Claims and Bills
Claim No. * .10384 and No. 10393 for registration and'

advance on. expenses for the City Attorney to: attend;.
the League of California Cities' Institute -on Labor
Relations were questioned by Councilman Joerger
as a budgeted item.. The. Ci Manager explained that
funds were. provided in _the departmental budget but
that the- item was not specifically named because of ,
unknown facts. at the time the budget was prepared.
He also suggested that one councilman be delegated
to attend because of the importance of the Ins,titute.
Councilman J6 that expenditure by depart -
merit heads- for conferences was. too high and that, this
type of activity should be limited. Council man Colin
concurred. After considerable discussion on the matter
of department heads attending conferences, a, motion
was made by Councilman. Joerger, and seconded by
Council -man. Cavanagh, Jr. , to delete Claim No.

10384 and No., 10393 from the listing. of claims.
Motion was` defeated by the following vote:
Ayes: Councilmen Cavanagh, Jr., Colin and
Joerger.

` Noes: Councilmen Battaglia, Brainerd, Lipman
and Mayor Putnam.
Absent: None.
Councilman Cavanagh Jr. stated he voted "'aye" be
cause of: not - knowing who made the deci�`s,ion for the
trip.. Councilman Colin stated he voted "aye" be-

cause of the friction involved in this particular
issue.
Councilman ;Colin then - questioned Claim #10389 cover .
rig final payment to. Rapp Construction Company, con-
tractor for the s imming pool, and felt that the entire
check or,possibly $30, 000 should be withheld for
leakage repairs. However, Director of Finance
Cecil Gea -lta informed the Council; that the had

been issued and mailed upon completion of the 35 day
lien and upon the advice of the City Engineer,,

increased- the amount withheld for the. leak from, $2`500..
to $10, 000. Councilman Colin expressed concern, that.
the Coun'cil.had not approved the check before it was
mailed, and after a. brief discussion - , it was decided
t all claims, with certain exceptions, are to be
approved by the Council before checks are mailed.
The Director of Finance and City Manager were asked

to prepare a list . of exceptions fo.r Council approval. -

In t_o Mr;. Gealta , s ;question with regard to the
problem of ,contactors having to wait.for the final pay-
ment until the next Council meeting, it was agreed that
a .special Council meeting. could be held to consider
claims of` ail emergency nature.

congratulated Mr. Olsenffor, his achievement.
City.Manageir.Robes Meyer presented. a certificate to Mrs.
Marjorie. W',ilson,' Secretary to the City Manager, for com-
pletion of fiv&- 2 unit courses in Public Administration at
the Santa -Rosa Junior. College. He read a letter received
ftom instrucfor stating- that Mrs. Wilson was one of
the first :three students to complete this type of a Public
'Admi , �ntstration program. Mrs. Wilson was congratulated
and 'commended for her efforts and devotion to good govern-
ment.
Councilinanjoerger -left •the-meeting for an emergency call
..at home. The time was- approximately 9:45 o'clock p. m.
City Manager -R-Obert Meyer read two letters of commendation
and praise received from Dr. M. L. Neilsen - one addressed
to Building-Inspector .'A. J. Oberto and the other (to the City
Manager. Dr,. Neilsen complimented Mr. Oberto for all the
help and ad:vice.i,w(ith: repairs and improvements at
27,-4th.-Str,eet.
The City Manager read a letter from Pacific Growers, copy
of which was sent to-, ' the U.t �S. Corps of Engineers.- apolo-
-gizing-for (the;ir..delay* in regard to the matter of the use of
the,Petaluma• River. above .Washington Street and promising
that a reply conc e ming - a compromise relative to their
