Council Meeting Special meeting of the . Council of the City of Petaluma called
to order by :Mayor Putnam at the hour of 7:30 o'clock p,m.
Attendance Present: Councilmen Battaglia, Brainerd, Colin, Joerger,
..Lipman and Mayor Putnam.
Absent: Councilman Cavanagh, Jr.
Notice of the Call Notice of the Special Meeting called for February 27,. 1967,
the. certificate of the City. C erk of the delivery of said notice
and the consent of the members of theCity Council to the
holding of said meeting', submitted and filed.
Purpose of the The .purpose of the •meeti`ng was to consider and act upon the
Meeti=ng Foley. and. Burk,application for a carnival at the Kenilworth
Fairgrounds; the Petaluma Swim Club and Swimming Pool fees.
Carnival Application #844 :filed by C •V. Badger for Foley and Burk to
Res', 44690 NCS conduct a -carnival at the: Kenilworth. Fairgrounds on March 1
through March 5, 1967, was considered. Mr. Arthur Canavan,
Manager of. the Fair Board, appeared in support of the applica-
tion and requested perinission to use the easterly half of the
Fairgrounds entrance, street for part of the carnival activity.
He assured- the.Councll =that there would be no damage to the
street, and if any did occur,. the Fair Board would assume full
responsibility,. As, a matter of clarification regarding the
exact location of the street; 1 was agreed by the Council to
attach to the permit •a diagram designating very clearly the
street, area to. be used, whereupon Resolution #4690 N. C. S.
granting Foley and Burk Shows authority to conduct a carnival.
in the Citylof Petaluma.on March 1 through March 5, 1967, was
introduced by Councilman Lipman, seconded by Councilman
CoI[n,,.and .,adopted 6 .affirmative. votes, 1 absentee.
Petaluma Swim�_Club" Mr-. :. Robert'Koenitzer, of the Recreation Commissio
in the absence of Recreation Director Shollenberger, addressee
the Council regarding the revised Petaluma Swim Club By -Laws
. He pointed out that Article IV, Section 6 had been changed to
include .an exception as follows: "A candidate for Resident
Regular Membership must reside in the Petaluma High School
District except residents of the incorporated cities of Cotati
and' Rohner-t Pa'rk." In determining the most suitable boundary,
three other' areas were considered - Petaluma General Plan
Area., Petaluma High School District and the Petaluma Rural
Mail Service A rea, the latter suggested by Councilman—
Cavanagh, Jr., 'th -rough the City Manager. After some dis-
cussion„ a motion was made by Councilman Joerger, and
seconded by Councilman Battaglia, to approve Article IV,
> Section 6, as originally recommended by the Recreation
Commission - "A candidate for Resident Regular Membership
must reside in the Petaluma High School District. " Motion
carried by the following vote:
Ayes: Councilmen Battaglia,, Brainerd, Colin, Joerger
and Mayor Putnam.
Noes: Councilman Lipman.
Absent: Councilman Cavanagh, Jr.

Petaluma Swim Club Counc.ilma ;Lipman qualified his "no" vote by stating

Deletions 'under. A rticle, XII .regarding dues were noted.
It was suggested , by the,City..A;ttorney that "Ar"ticle XIV;
Section. 2, read as follows: "No changes or` amend.-
meats. to, the B,y -laws shall .be. effective until the final
approval• of the Recreation. Commission. and the. City
Council.',' -..A motion was made by Councilman Coli

By-laws as amended. Motion . carried by 6 affirmative
votes, 1. absentee. ;•.
Swimming Pool Fees The matter Swimming Pool Fees and. Programming
was then ; discussed in line with the recommei datioi
presented- at, last Council meeting. Mr. Koenitzer

the 25¢ ,fee., Following ,a: brief study of the fees, a
motion.was madeiby, Councilman Lipman,, seconded
by Councilman. Joerger- approving the fees as
recommended. Motion.carried by 6 affirmative votes,
1 absentee: The Commission was especially commended
for scheduling a farriily_night, on Fridays.
Adjournment There. being' *no further business to come before the
Council, the meeting was adjourned at 9 :00 o'clock
p..-rm, to session on litigation.
