Council Meeting Regular meeting of the Councilof the City of Petaluma called to
order by Mayor HeldaP at the hour of 7:30 o'clock p. m.
Attendance Present- Councilmen Battaglia, Brainerd, Cavanagh, Jr., Colin,
Joerger, Lipman—.and .Mayor Putnam.

The invocation was given'by Reverend Don Winders, Seventh Day
Adventist Church.
The minutes. of February '20 1967, were approved as recorded.
Board of Supervisors of Sonoma County Resolution No. 18558 ac-
cepting a resolution, dated; March 1, 1948, of the City of Petaluma
cons'entin'g that the Hedlth'Officer of Sonoma. County shall enforce
and observe specified regulations and statistics in the City of
Petaluma, read and filed.. It was noted by the City Ma:na.ger that
prior acceptance by the BUa -rd of Petaluma's resolution had never
been made a matter of° record.
Letter,. dated February '2`8; 1967, from Petaluma. A ssocia.tion of
Independent Insurance' Agents requesting consideration to appoint
them Broker of Record'on insurance for the City of Petaluma for
the purpose of` helping -With the City's insurance program, read
and filed'. 1VIr.. Don Smith, Secretary of the group, and Mr.
Robert Stimson appeared before the Council to explain in detail
their program of as isting in preparation of specifications, 're-
viewing proposals;' following through. on the insurance program
selected and offering recomrriei-idations on i- assurance matters.
It was rioted by the City Manager that this program covers liabil-
ity i- nsur ai-ce only'. - .'The :City Attorney recommended making. the
appointment ; as - consultants rather than "Broker of Record" beca.us

motion was*ma:de by Councilman Colin, and, seconded by Council.

.A motion.was ,mad.e by. Councilman Lipman, a:nd seconded by
Councilman Cavanagh, Jr. consenting to the addition of an item
on the agenda at, this - time.:with regard to a presentation by rural
area residents-on sales *tax. Motion carried unanimously.
Mn Ralph Rorden,,. 197 lane,- Petaluma, spokesman for
a group of rural residents," appeared before the Council express-
ing` concern regarding. the Council's support of the Mayors' and
Councilmen's Sales Tax Committee proposal to allow the full 1¢
sales tax return to cities.:which' would result in taking away the
County''.s :share.:of one- ei�gh�tl cent to build bridges and roads. He
stated -tha :t -the rural, area residents feel that the County's share
should.:b e.r.etained "becdose of their contribution to City sales tax
through - -local ,purchases'. On behalf of the local County group,
Mr. 'Borden urged the Council to reconsider its recent action.
Through; communication withllS'ailta Rosa Councilman LeMenager
of the'Niayors` and Councilmon.'s Association and upon his advice,
the .Mayor. referred Mf Ro Mayor Badger of Hea.ldsburg
to :matter with `the A ssociation's Sales Tax Committee
and proceed from -that paint.

on litigation at this time., Motion carried unanimously.
The time was approximately 8:25 p, m.
The meeting,wa.s. called, back to order at 8:50 p. M.
Claims and.Bills Resolution, #4691 N. C. S,, approving ;clalms and bills
Res. #4691 NCS Nos.. 10503 to ;10543, inclusive and Nos. 870 to 882
inclusive, was introduced by.Councilman Joerger,
seconded by Councilman Brainerd, and adopted by
7 affirmative votes.

City Manager Robert Meyer read a letter from the,
Retail Merchants,Committee•regarding plans to hold
a fashion show on Saturday, March 18th from, 12 o'clock
noon to 1::00.p. M. .:oh :the adjacent

and two. parking _spaces for. ,a, short period of time.
The Committee _re,quested• a:pproval:of same.. In view
of this request; and similar requests in the future fo -r
utilization of .the, Golden, Concourse,, the City Manager
recommended 'that a policy statement be developed with
regard to the use of the Golden Concourse by a, group
of merchants: for. a, type. of, program, that would not
tie up the a rea too -long The• Counc it generally, ap-
proved the Retail Merchants' request and Mr.. Meyer's
reeommendation...:The s aff; was directed to prepare
a policy statement for. Council .consideration.

In reply. ,to the City ,Ma.na.ger, all ,of, the Council, ex-
cept 'the Mayor', indicated they would attend the subject
meeting in. Santa: Rosa on March, 9th.
City Manager Robert 1Vleyer told the Council of a hearing
oft the Sonoma County Boa.rd ,of S.upervisor's` agenda
tomorrow at 2:00 p. m, regarding an application. for = =;.a
:400- :unit home, development.to be located 2 -1 /2
miles south of Petaluma near Freeway 101. Mr. Meyer-
was asked to,'a,krange .for, staff representation ,a:t the
hearing, ;and, Councilman Colindn dicated that he would
'attend. ' Disc.us'sion followed and. Director of P,lanni'ng
Robert Byrd:.rev.iewed,the. application and the Planning Com-
mi'ssion'•s reason_for. rejecting .the proposal, report of which
wads sent to the County•.Planizing; Commission.on a referral
basis.- -He added; that the-S.onoma County Planning Commission
subsequently rejected the application and that an. appeal is
presently :before - .t;he,Superviisors.: A& an ,expressron, of

At the request of,the City Manager,,'. Chief of Police Del Maestro
addressed the'Council regarding °the rash of vanda.lrsm that occurred
in the City, during the past weekend. The Chief stated that the
Police R.e'se "rv.e Officers being trauied have nearly completed their
course that these'. men wil'1-61e` required to work at least four
hours a'week with."the Police "Department, pointing out that they
do not receive any compensation for their work except when
assigned to special duties... Iii difeffo•rt to curb vandalism, the -

Councilman Cavanagh, Jr.., reported on the Association of Bay Area
Governments' General Assembly,. meeting held on February 24th.
He told, of the action taken and` the discussion held op-certain
matters.

Councilman Cavanagh, jr: requested expression from Council
mittee - Mayors'
members to assist him hi voti -ng on a library plan for the City of
Councilmen's
Petaluma at a meeting next Wednesday night. He added that this

As, a. matter of information and in answer to Couiz
Jr. , the City Attorney andtcated that if a state grant for a library
is desired,' the level of service must be maintained.
Chamber of
Councilman. Lipman reported the' Chamber of Commerce Board

Traffic Committee
Director of -Publ : c Works. David Young presented a, sketch to the �-
Councii'•of a. loading zone request in, front of the Wilson Furniture
Store a:t 145 Kentucky Street. Copy of sketch submitted and filed.
The Traffic Committee, ,1VI'r Young added, asked to refer this
matter to the Council beca.use it involves the removal of three
parking meters which would affect the .park_ ing district revenue, but
from a: - traffic standpoint, the request appears to be reasonable.
He explained that .the ,W,ilson Furniture Company receives furniture
in large truck,,and trailer vehicles and it is impossible to navigate
the entrance - into the alley; consequently, they are faced with the
problem of double parking or asking for a loading zone. Mr.. Wilson
manager of the furniture firm, appeared to discuss the problem
with "the Counci -1 'and, noted that- the loading zone could also be
utilized by othermerchahts'in the area. Following a, lengthy dis-
cussion, the Council agreed with the Mayor that the matter re-
quired more study b.efore actioni.is . taken. Councilman Lipman
suggested:,that:.a survey be taken to determine whether or not other
merchants in the area are inn favor of said loading zone. The
Mayor proposed to appoint a special committee to make a study
and requested that the Traffic Committee, the people directly in-
volved, and anyone connected with the flow of traffic be included -iii
this study.

Councilman Battaglia qualified his "no" vote by
stating, that he.felt the' 4. -wheel machine was de
uelo primarily for highway sweeping and that
it is a .<more- costly type of , opera.tion.
Resolution #4693 N. C. S.. awarding the contract for :a° stLet
street sweeper to - Contra;ctors'' Company
for a 3-wheel Elgin, Pelican machine, was intro-
duced by- Councilman Battaglia, seconded by Counc,[ 1
ma :n Joerge and adopted -by the following vote:
Ayes: Councilmen Battaglia, Cavanagh, Jr., Colin

Noes: Councilmen -- Brainerd, - - L -i] rfnai7 and Mayor

Councilman Lipma..'n stated.h6- voted "no" because _this

sented -shows that itl - would be. costlier, and felt that
this action is 'aga.inst the process and type of setup
for those w;ho are using these maehiines. Council=-
ma.n. Joerger stated that there was no cost breakdown
on the Elgin Pelican. Mayor Putnam stated that her
"no" vote 'refl'ects her$ regret of the fact that the
staff ,Wade -an extensive s•tu:dy of this ,natter and that
their respon's bilitywas not taken Into consideration.
She .felt that Sit was a disservice of the kinds of things
the Council has a.sked'of• the staff:
Because of the late�Yiour,`'the 'Clty Manager stated that
the resolution a.uthoriz %ng the. auditor to send ,out: cer-
tain claims prior ' :to Council' approval will be discussed
and considered at an a.dj'ourned meeting next Monday
night.

Sewer Treatment In reply to Councilman Battaglia, Driector of Public
Plant Chemical Works David Young stated that he had not contacted
Ca.lgon Company regarding the new Sewer Treatment
Plant chemical but that a firm representative is ex-
pected in the office soon.

Resolution #4695 N. C. S. authorizing the execution of

a, cooperative agreement with the State of California
Division of Highways for the construction of a. new
overcross ng 'of Highway 101 at the proposed ex-
tension of Caulfield Lane, was introduced by Council-
men Brainerd, seconded by Councilman Lipman, and

directing the City Manager to dispose of or sell same,
was introduced. by Councilman Lipman, seconded by

Councilman Lipman introduced his grandmother who
is visiting from Washington, D. C.
Swimming Pool
In answer to Councilman.Battaglia., the City Attorney
indicated that a letter was written to the swimming
- contractor regarding obligation and liabilities
involved.
