Couiacil Meeting Adjourned meeting of the Council of the City of Petaluma,
called tto order by Mayor Helen Putnam at the hour of 7:30

Present: Councilmen Battaglia, Brainerd, Cavanagh, Jr. ,
Colin,. Jo_erger, Lipman and Mayor Putnam.
Absent: ' None'.
A sketch of a floor plan for an ,8. 0' x 18.0' building to contain
vending for concessions at the swimming pool was
presented for Council consideration by Recreation Director
Richard Shollenberger. Copy submitted and filed. The
Recreation Commission. has recommelded, Mr. Shollenberger
stated, that the best approach to concessions would be a.
vending machine type operation. If the Council approves the
recommendation,, Mr. Shollenberger added that it would be
necessary `to construct a structure to protect these machines
from vandalism, etc. Mr. Ernie Jensen, representing the
local Coca -Cola` firm, appeared before the Council stating that
the City would receive a guarantee of 257 on soft drink sales
and that another vending machine supplier plans to meet with
Mr. Sholleihberge.r and tomorrow regarding candy, ice
cream, snacks, hot coffee and hot chocolate sales guarantees.
Councilman Coln objected to the plan as submitted because it
lacked d'eta'ils and .design of the stnicture. He felt that the
design the building should harmonize with the swimming
pool complex and also that the plan be developed so that it can
be submitted to three contractors for quotations. A motion wa,
made by Coui-icilman Colin, and seconded by Councilman
Joerger, : approving the idea of the vending machine type opera-
tion for•concessions'-as recommended by the Recreation Com-
mi-s'sioil and 'di1ecti�ng the Department of Public Works to
design :and detail plans for a structure at an estimated value of
$1;600: andi •to consult with the architect on the design.

The Coui cil'approved the expenditure of approximately $195.00
to. purchase -several pi'e`ces of furniture for the meeting room
at the Swi'mrning.PooL
The 'C'ty Manager explained that approximately $550 is needed
for _mater.ial' -for• the-City crews to construct two drain lines
from'the swimming pool to the sewer main - one for the swim-
ming pool deck wash -doW.n water and the other for a line
created by change in the drigina.l plans. He added that if these
drains wer&.:not` installed, the water would flow into the Fair -
grounds property. Mr. Vern Doolittle, Health Officer, in-
dilcated that disposing of the water in this manner would create
a serious health lfa'za.rd� - Councilman Colin then raised .a.
question as�to <the regality 2.of connecting the drains to the sewer
main because of an ordinance prohibiting surface water flowing
into ;the Ctty'.s sewer system. Health Officer Doolittle classi-
fied -the deck 'wash -down! water as sewage; therefore, the City
Attorney ruled that it was 'legal to - dispose of said water into
the sewer system. Upon determination that there was no
violation to the CityCode, a motion was made by Councilman
Joerger and seconded by Councilman Battaglia, approving ex-
penditure of $550 to proceed with said drainage lines. Motion
carried unanimously.
A motion was made by Councilman Colin, and seconded by
Councilman Lipman, to add an item to the agenda at this time
to consider a resolution concerning condemnation of property
for the Mt. View Avenue Reservoir site. Motion carried
unanimously.

Condemnation Proceedings The City A ttorney explained that three - fourths of
Res. #4697 NCS the property for the Mt. View Avenue Reservoir
site has been negotiated, .and in order to complete
the acquisition of land, it might be necessary -to
proceed with condemnation in order- to obtain im-
3 �L mediate' po'ss'ession,. whereupon Resolution #4697'
N. C: declaring public necessity,, directing the
acquiring of a fee simple .for the construction of
a. public improvement, and directing the City
A ttorney °to take such proceedings as are necessary
to acquire the real property, was introduced by
Councilman Colin, seconded by Councilman L' ipman,
and adopted - by f7; affirmative votes.
Claims Procedure A proposed tesolutibn listing certain claims to be
Res. #469.8 NCS paid prior to Council approval was discussed.
With the consent of the introducing and seconding
councilmei-i, Item 410 was changed to read, "Pay-
ments for health and life insurance." Upon ap-
proval 6f the list Resolution. #4698 N. C. S,, auth=
o.r zing: the payment of certain types of claims
And the mailing. of the checks to the, claimants:
prior to the Council having approved the same,
under normal, formal claims procedure,,
was introduced by Councilman Ca.vanagh, Jr.
seconded by Councilmaiz Battaglia, : and adopted,
by 7- affirmative votes;.
Abatement The City briefly reviewed the basis'used
Procedures in the preparation of the draft ordinance for abate
meat procedures and summarized the procedures
set forth .therein. - Several sections, were reviewed
and the :followi changes were autho(vized: Section
7.2 - change Public Works Director to ''City Engineer"
and Section TA -- a.dd the Council. to `'`Abatement
Hearing Board consisting of three citizens, appo.tnted
by the _Mayor" and, procedure to be the same as
used for ,Commission appo'in meats. Building 1n-
spector Oberto, Building? Inspector Olsen -and
Sonoma Coun y Chief Building Inspector A,maroli
were present to-.discuss the !subject matter-with. the
Council. After ,considerable study of. the .ord'inanc'e,,
upon, a suggestion made by Mr. Amaro 'in- the in:
terest of uniformity,. Mr, Oberto was asked to ob`
tarn a. .copy of an ordinance on abatementprocedures
currently being produced by the International. Coil-
ference of ,Building Officials so that a comparison
can be made with the Ci_ty's draft. It was decided
to continue `study of the subject draft ordinance
following comParison_- of two ordinances;.

of Building Officials' dinner, meeting to be held, at
the Little Hill on- Friday, March 17, 1967, at 7 :00
