MINUTES OF MEETING'
OF CITY .COUNCIL
PETALUMA, CALIFORNIA
March 27, 1967
Council Meeting Special meeting of the Council of the City of Petaluma
called. to order by Mayor Putnam at the hour of 7:30
o'clock P..' m.
A�ttenYdance Present Councilmen Battaglia,. Brainerd, Cavanagh, Jr.,
Colin, Joerger, Lipman and Mayor Putnam.
Absent: None.
Notice of the Call Notice of the Special Meeting called for March 27, 1967,
the certificate of the City.Clerk of the delivery of said
notice and the consent of the members of the City Council
to the holding of said meeting, submitted and filed.
Purpose of the Meeting 'The meeting was called to consider and act upon a
resolution authorizing the Mayor to execute all documents
and agreements concerned with an offer and acceptance of
a Federal Grant and to discuss and act upon a draft ordi-
nance regarding abatement procedures,.
Federal Grant - -City Manager Robert Meyer and Director of Public Works
PL660 Retroactive David Young briefly reviewed the grants applied for and
Funds received for the construction of the Sewer Treatment
Res. #4706 NCS Plant, explaining that the application being pre ared covers
a grant for retroactive - funds 'in the amount of 123, 000.00
for interceptor sewer lures being offered by the .Department
of Health, Education and Welfare, Federal Public Law 660,
whereupon Resolution #4706 N. C. S. applying for Federal
Aid, P. L. 660, Retroactive Projects, Interceptor Sewer,
was introduced by Councilman Lipman, seconded by
Councilman Brainerd, and adopted by 7 affirmative votes.
Abatement Procedures Discussion of the draft ordinance regarding abatement
procedures was then continued from a previous meeting.
The following changes were agreed upon and authorized:
Section 7 . 4 (r) -'8. Strike out "and earthquake
load."
Section 7.4 (r) -10. Change "Uniform Housing Code"
to "State Housing Code."
Section 7.6. Revise first paragraph to read as
follows: "There is hereby established a Nuisance
and Abatement Hearing Board consisting of three (3)
citizens appointed and selected by the City Council to
serve for staggered terms; one term for two (2) years,
the second term for three (3) years, the third term for
fou -r (4) years. The City Council shall also appoint an
alternate member to serve for a term of four (4) years and
to serve whenever one of the three official members is
una', to serve by reason of conflict of interests or other -
wise declines to serve as a member of the Hearing Board
in any one particular matuter."
Section 7.7. Insert 10 days.
Section 7. 8. , Insert 15 days.
Section 7.13. (a) Insert 10 days.
Section 7.13. (c) -l. Change to "Reverse the de-
cision of the Board and terminate the proceedings."
Section 7.15. Add "or his authorized agent" follow -
ing: "City forces or private contract and the City
Manager . . . "
Section 7.18. Eliminate entire section.
Change Section numbers - 7.19 to 7. 18, 7.20 to 7.19
and 7.21 to 7. 20.

Section 7.19 - Add the following to the end of the

first paragraph: "and is entitled to use force
account, and City funds without the necessity of
prior Council approval.."
It was agreed by the Council that the ordinance be publis..hed
after. its introduction.
A question was raised regarding safety factors of entering
property, etc. , and it was noted by the City Attorney that
this would be included in the policy resolution being pre-

pared:settirg definite guide limes as well as in the admi`ni-
strative rules in, , connection with the ordinance..
At this time, it was decided by the Council that the .subject
ordinance required further review at another session,, Mr.
Byrd indicated that he would prepare the policy resolu't'ion
and present it-to the Council at that time for study.
Adjournment
There being no further business to come before the Council,
the-meeting was. adjourned at 9:50 o'clock p., m, to .an .execu=
tive session.
