These water storage tanks 26 are being inspected and repaired on a regular basis. Funds.for repair work are included in the 27 budget under Water Reservoir Improvements, Project No 9917, in the approved FY 96-01 28 Capital Improvement Plan.for Water System.Improvements. The City's LaCresta Reservoirs 29 #1 and #2 were recently drained, cleaned and inspected, The interior and exterior of the 30 LaCresta Reservoir #1, which is 28 years old, has failed and needs to be re-coated: The 31 exterior coating of LaCresta Reservoir;#2, which is 33 years old, is also in need of re-coating. 32 The interior of LaCresta Reservoir #2 was repaired in 1990 and needs,no attention at this time 33 Bid packages were sent to builders and contractor exchanges as well as by advertisement (list 34 attached). Redwood Painting Co:, Inc.,-Pittsburg, CA $104,599 Robison-Prezioso Inc:, Benicia, CA $126,400 R&B Protective Coatings Inc., Linden, CA $161,440 Techno Coatings Inc.., Anaheim, CA $120,992 D&K Painting Co: Inc., Millbrae, CA $117,221 Jeffco Painting,& Cdating.Inc., Martinez, CA $131,221 Blair Painting.Co. Inc., Benicia, CA $208,178 I recommend awarding the contract to Redwood Painting Co. Inc. for the bid price of $104,599. None of the bids took exception to the bid specifications or special provisions. All seven contractors submitting bids attended a mandatory pre-bid,job walk on June 27, 1996. SS/sb xc: pws file 9917awrd/a:2/3 CITY OF PETALUMA PUBLIC WORKS;'DEPARTMENT DATE: July 3, 1996 TO: Gene Beatty, Director of Public Works FROM: Steve Simmons,,Public Works Superintendent SUBJECT: Update WaterReservoir Improvements,- Project No. 9917 There are nine steel water storage reservoirs in the City's water distribution system with a combined capacity of 11.05 million gallons. These reservoirs are being inspected and repaired on a regular basis. Of these nine reservoirs, three are less than six years old (Manor Lane, Hardin Lane and Country Club _Reservoirs). Of the,remaining six reservoirs, one is 40 years old (LaCresta Reservoir #2) and five 'are 28 years old (LaCresta,Reservoir #1, Washington Reservoir #1, Washington-Reservoir #2, Mountain View Reservoir and Paula Lane Reservoir). The interior and exterior surfaces of the three newer reservoirs:are protected by epoxy based paints (current industry standard): The life expectancy of an epoxy based coating system is about 20 years. Cathodic protection systems were also installed at the time of construction to further protect the interior steel surfaces of the Manor Lane and Hardin Lane Reservoirs (current industry standard). The remaining seven reservoirs were constructed without cathodic protection systems. A properly functioning cathodic protection system serves to prevent damage to a reservoir's interior steel surfaces below the water level even if the coating were to completely fail in small areas. At an installed cost /of.less than $15,000 per system, this is cheap added protection for the City's steel reservoirs that have;replacementvaluesof about one million dollars per one million,gallons of capacity. It is planned that, as each of the City's older steel reservoirs is re-coated inside, cathodic protection systems,will be installed. The City's six oldest reservoirs were coated with coal tar inside and enamel paint outside at the time of construction. This coating system was state of the;art'at that time.. In 1990, it was discovered that the interior coating of'the oldest of these six..reservoirs (LaCresta Reservoir #2), had failed after 31 years'of service allowing+structural damage to occur to the center roof support structure. Repairs were made and the upper third of the interior tank surface re- coated. These repairs have made it unnecessary to do a complete interior re-coating of this reservoir at this time. Last year, the original coal tar interior coating of the City's second oldest steel reservoir (East Washington Reservoir #1) was removed and re-coated with,epoxy based paint. Total removal of the coal tar as well as sand blasting is necessary to provide a suitable surface for the new paint to adhere to Coal tar cannot be overcoated with paint successfully. A cathodic protection system was installed on this reservoir as well This reservoir's interior coal tar coating had finally begun to fail after 28 years, but not to the point" of allowing structural damage to occur; Unfortunately,from a protection standpoint, coal tar is:no longer used as an interior coating for potable water storage tanks. The reason for this is that fresh coal tar can potentially leach minute quantities of petroleum type chemicals into water; for a year or two Changes to State and Federal water quality regulations now require" that drinking water be monitored and maximum contaminate levels not exceeded for various petroleum based chemicals, some of which may be found in coal tar. The reinthning fout, Steel reservoirs which are all Z8HyearS. Old (La Greta Reservoir- #:l, Washington Reservoir Mountain View Reservoir and Paula Lane Reseryoir) have had no re-coating:work:performed on them except for some exterior spot painting ,AEOutlined.inahe Water System '.CIF'; one of these four reservoirs is scheduled for a complete interior re-coating each year. The exterior• coatings of the City's csii older. reservoirs are Still in fairly gocid condition. One or two of these(reservoirs will be scheduled for exterior re-coating as well each year Re-coating the exterior of these tanks, while the existing coating is still largely intact, makes it possible to encapsulate Oaint over) the reservoir surface without complete removal of the Old paint. the old-paint containS,lead and WoUld be very costly to remove due to the recent enactment of-Strict:le:ad.containrhea regulations.
