to order by Mayor Putnam at the hour of 7:30 o'clock p. m.

Supervisors regarding the District's study on the various
possibilities for 'improving° navigation on the Petaluma River,

sults of the `investigation - oh the possible improvement of
Petaluma- River channels do not warrant a recommendation

Each officer was congratulated by the City Manager,
Chief of'Police and the M yor on behalf of the Council
for their 'inte:rest in the community.

Chief.of Police-Melvin Del Maestro presented a Certifi-
cate of Completion to Lt. Karl P. Kohl of the Police De-
partment fora specialized .course in Police Organza
tion and Management held at Sacramento State College
during the 1967 spring semester. Lt. Kohl was compli-
mented.fo.r his fi -ne achievement.
Sgt.. James L.. 0'1Vliela of the- Po -lice Department was pre-
sented with a Certificate of Completion by Chief of
Police. Melvin ;D.el Maestro for a course in Juvenile- Law
Enforcem'en't Officers' Training sponsored by -the State,

The Mayor read. a communication from Director of Planning
and Asst. City Manager .Robert. Byrd regarding the basic
elements involved in gatntng -a certificate in the class .
titled "Municipal. Public .Relations" through the International
City Managers' Association. She- then presented a Certifi-
sate. ,of Completion to the five staff members for a
Professional Training.-Course in Municipal Public Relations
sp nsored by the Institute for Training in Municipal Admini-
stration the International City Managers' Association:

The Mayor, on behalf of the Council, complimented the
"graduates" for their, efforts and service to the Cityl
Ix was noted by -the City Manager that encouragement by the
- Council has created an incentive for the City employees to
participate in self- improvement programs.
Report, dated June 5 1967; from Paul R. Stanley, Chairman
of the , subj,ect Co,rnmittee, by Committee Staff. Advisor Robert
E,. Byrd regarding the: findings of said Committee, which was
appointed by the Mayor for the purpose of reviewing and
evaluating the efforts ,made toward implementing the recom-
mendations. which evolved - from the Mayor's first Conference
on Beautification, and to encompass the findings of the
B'eauti'fication and Civic Pride Panel of the. Community Con-
gress., was- read by Mr.. Byrd and submitted for filing. Mr.
Byrd added that the Committee felt an effort should be made
to setup continuing programs to bring about the - desired
long -term results,. The Mayor stated that after a complete
study, 'of the report and consideration of another- conference,
a, second Mayor's .Conferenc;e on Beautification will be held
i'iT. September, ; at a precise ,date to be announced after a
ehairman and co- chairman have been appointed.
In answer to; Councitlman`Joerger, Director of Planning
Robert Byrd stated , a suggestion has been made to
locate the northern - entrance jsign in the public right- .of -way
at the deadend, of Denman Road adjacent to the Freeway and
that- the subject Comm ittee-will follow through on this
matter;.
Chamber of'Comr k_r•
Councilman Lipman reported on the Chamber of Commerce

Board of Directors° - meeting held today and included in the
action taken was support of the Bar A proposal
to. have ,a, municipal court for the Petaluma. Sonoma -area and
protest of -the County's consideration of funds for construc-
tion _of a municipal golf course at the Sonoma County Airport.

Also discussed w as, the Petaluma River w=idening - deepening
_protect -which was referred to the Chamber's Transportation
Committee.. He informed the Council that'another joint city-
county.- chamber get together will be held at Ned Davis' home
in the Sonoma Mountains on ' June -17th, and that all Council
:
candidates have been- invited to speak at the Retail Merchants
meeting tomorrow morning.

Councilman Colin reported that the subject Committee met

Supervisors -to study and discuss possible changes in the

as _soon as som ,definite conclusions are reached. It was

noted by Councilman Colin that Supervisor Vella and
Ruonavaara rr ahe Board`of Supervisors at the
meeting and. that, all-cities, except Sonoma were present -.
Councilman Colin stated, that another Committee meeting
will be held in two weeks �a 1d a report will be made at the
next Counci meeting thereon.

In response to Councilman Cavanagh, Jr., Director
of Planning Robert Byrd stated he would check into` the
date of the. - county- wid&Association of Bay Area Govern -
ments' meeting and notify the Council thereof.
Mayor Putnam inforn ed, - the Council that she was in-
vited-'to serve' on ABA.G's Regional Planning Committee
and that° the first meeting w,a's held in Oakland on May
31st- to establish ground rules. She reported. on the
highlights of' the meeting.
Gasoline Bids'
City Manager Robert Meyer -informed the Council that
consideration of the :gasoline bids will .be an agenda,
item for June 19Th 'Council'meetng.

With the use of a map Planning Director , :Robert Byrd, explained

Mr. Harold Cutler appeared before the Council in support of

Street Maintenance - Director of Public Works David Young informed Council -
Railroad Crossing man Lipman that the Street Department repaired the "U"
A reas Street 'main railroad yrossing today -; however,. he added
that this maintenance' work is actually the responsibility of
the railroad company, Mr. Young discussed the lack of
cooperation* on the part of the railroad company to nu intain
railroad car =ossing areas, and it was suggested that this
matter be pursued in order to correct the problem.

Trojan'Ba.seball A motion was made by Councilman Lipman, seconded by
Team Councilman Cavanagh, Jr., and unanimously agreed- by the
Council to send a letter of commendation to the Trojan
Baseball Team for winning the championship. The City
Clerk w -as directed to prepare ale tter for .presentation by
a Council representative at the Spring Sports Banquet on
Wednesday night.
Petaluma Swim Recreation Commission Chairman Robert Koenitzer invited
Club Mayor and Council to attend the Petaluma Swim Club
meet at 9 o'clock a. m. on Saturday, June 10th.
Adjournment There being no further business to come before the Council,
the meeting was adjourned at 10 :25 o'clock p. m.
