Absent: Councilman-Battaglia and Mayor Putnam. Invocation The 'invocation was ,given by Reverend James Carlton, First ',A ssembly of God. Approval of Minutes Gasoline Bids Res. #4745 NCS The minutes of June 5, 1967, were approved as recorded. City Manager Robert Meyer reported that following re- view of the gasoline bids received on June 1, 1967, Richfield Oil Company was the low .bidder, and for Council-information a breakdown of costs by gallons and price was prepared copy of which was submitted and filed. Resolution #4745 N. C. S. awarding contract to Richfield Oil Company for the furnishing'of gasoline to the City of Petaluma. was introduced by Councilman Joerger, seconded -by Councilman Brainerd, and, adopted by 5 affirmative votes, 2 absentees. Public Liability Mr. Don .Smith, Secretary of the Petaluma- Association Insurance of Independent Insurance Agents appointed by the Council Res. #4746 NCS 'as *consultants` for the subject insurance program, addressed the Council regarding bids received on June 16, 1967, for the City's general insurance program. Report; dated ".J;une 19, 1967, of the insurance committee recommending acceptance of the bid submitted by Pacific Indemnity Insurance Company as proposed by the Carpenter Agency,. was reviewed by Mr. Smith. Said report submitted and filed. After a brief discussion, Resolution. #4746 N. C. S. awarding contract for public liability insurance coverage as recommended, was in- troduced- by. Councilman Joerger, seconded by Council- man Lipman,, and adopted `by 5 affirmative votes, 2 absentees. Rohnert Park Letter, dated June 8, 1967, from Peter M. Callinan, City Manager -of Rohnert. Park, with copy of Rohnert Park City Council Resolution, No. 67-49 "A Resolution Requesting Transfer of all Area in the City of Rohnert Park to the Cotati Elementary School District and the Petaluma High School District, " and soliciting 'support of said request, read and, filed.. Letter, dated June 19, 1967, from the Chamber. of Commerce endorsing Rohnert Park's re- quest,. submitted by.Chamber President Owen Fredericks and filed. . The Council.asked the City Attorney to pre- pare a resolution supporting Rohnert Park's request for consideration at the next meeting. City of Newark Letter dated June.-5, 1.967, from the City of Newark with policy. attached .which was adopted concerning Regional Government, read and filed.. Vice -Mayor Colin re- quested that the, Council'be furnished with a copy of said policy statement and that the matter be discussed at the 'next regular meeting. �22 June 19, 1967 Municipal Court Supervisor I. A. Vella addressed the Council regarding, District the proposed amalgamation of the Petaluma and .Sonoma Res. #4747 NCS Justice Courts into a Municipal Court District. He re -- (erred 'to ail informative article published in the A r.gu.s;- Courier on June 17th concerning the proposal and re- viewed the background of the entire concept for Council information.. Following Mr. Vella's presentation and request for Council support of the consolidation, a - gene'ral' discussion was held on the matter, whereupon_ Resolution #47 N. C, S. urging the Board of Sup - er- ' visors of Sonoma County to establish a Municipal ' Court by .. solidating the Sonoma and Petaluma Judicial District into a .Municipal Court District, was i- ntroduced by Councilman Lipman, seconded by Council- man Brainerd,, and adopted by 4 affirmative, . 1 negative and 2 absentee votes. The negative vote was cast by Counci'lm fti Joerger who stated that he did not oppose the plan but `that action was premature as he felt the matter needed more publicity., Copy of the Directors of the Greater Petaluma Area Chamber of Commerce resolution in favor of a municipal / court for Petaluma and Sonoma, submitted and filed. = Copy of Retail Merchants of the 'Greater Area Chamber of Commerce resolution in. favor of a municipal court. for Petaluma and Sonoma, submitted and filed. Old Adobe Antique Letter, dated May 24, 196.7, from Old Adobe Antique Car Car Club Club expressing gratitude for the use of the Kenilworth Res. #4748 NCS Recreation Building. and donating $50 for completion of the lockers, read and filed, whereupon 'Resolution #4748 N. Marin County Mosquito Letter; dated June 9,, 1.967, from the subject Distract Abatement District requesting appointment of'one trustee from-.'Petaluma and the use of the Petaluma Corporation Yard to park vehicles; - read and filed. Excerpt. from the California 7 Health & Safety Code regarding mosquito abatement districts control / and mosquito and a ,map of the Southern Sonoma Annexation to the subject District, submitted and 'filed., It was decided to make an. appoint= �ment at next week's adjourned Council meeting. The Council approved the District's request to park vehicles a t the Petaluma Corporation Yard, limiting the number of vehicles to two. S. approving claims and bthds Nos. 1105 11150 inclusive and Nos. 1042-to 1074 inclusive; w''as• introduced by Councilman Cavanagh, Jr. , seconded-by Councilman Brainerd, and .adop.ted by 5 affirmative votes, 2 absentees. City Manager Robert Meyer reviewed the subject Bill (AB 2454) as ; published_ in the League of California Cities' legislative bul1e to re,c,dved today. This Bill -, he noted,. was approved by the-'State A s embly by a 74 -0 vote and the League urge's all cities to request their Senators to support AB2454 which would eliminate the matching requirements of the Collier -Unruh Gas Tax P ct enacted in •1963: In - response to the request for support, Resolution #4751'N. C. S. urging the Senate to pass Assembly Bill 2454, was introduced by Council- man Lipman,, seconded by Councilman Brainerd:, and adopted by 5 affirmative votes, 2 absentees. The City Manager was asked to forward a copy of said .resolution to Senator Collier. . Vice -Mayor Colin reported on the Mayors' and Council- . men's Association Tax Committee meeting held today with representatives from seven cities and Supervisors Vella and present. He added that settlement of the sales tax structure problem. is ex- pected within the next moiith. a 6A City Manager Robert Meyer reported ,,that he and Council- man Lipman went to Sacramento !today to check on the status.of the 701 program, and later in the afternoon, Director of. Planning Robert Byrd was notified by the State Planning - Office ' thatfederal funds totaling $23, 810 for the City - of' Petaluma through the 701 program are now available. Mr. Byrd was complimented by the Vice - Mayor for his work in applying for said grant. Downtown ; Redevelop ment. Committee Councilman Joerger reported that the Zone 2 -A Flood Control Advisory - Committee met on June* 9th, and after much deliberation, passed a resolution recom- mending to the Board of Directors of Sonoma County to proceed with the drainage master not to exceed $ 80, 000. 00. Councilman Lipman reported that the subject Council Committee (Councilmen Colin, Brainerd and Lipman) met with several merchants last Thursday and it was decided to complete the remaining portions of Phase I of the Golden Concourse project, which work will then use up the balance of the funds. Chamber of Commerce Councilman Lipman reported on the Chamber of Com- merce Board , of Directors' meeting held today. . Of particular note was an attendance schedule adopted by the Board on May 15th indicating. when Board members are requested to attend Council meetings. Fire Zone Director of Planning Robert Byrd reviewed the Fire Zone Modifications map for Council information and Fire Chief Benton added Ord:' #871 NCS that he was in complete accord with the changes, wherein. upon Ordinance #87'1 N. C S. amending Chapter 11, Article II1, of the Petaluma - City•Code of 1958 by amend - ing Sections 11. 12, 11. 13 and 11. 14 to establish fire zone boundaries, was introduced by Councilman Joerger, seconded by Councilman Brainerd, and ordered posted by 5 affirmative votes, 2 absentees. Zoning Ordinance Modifications Ord. #870 NCS Director of Planning Robert Byrd explained that the sentence "All uses permitted in the C -H District," in Section 6, Page 3 of the subject ordinance was 32A Zoning Ordinance c.Qnfu,s ngcai tlunriece`s.sary_ and-with the consent of Modifications` the introducing and seconding councilmen, said Ord. #870 NCS sentence was ordered deleted, whereupon Ordinance (Continued) #870'N. (9), That less than two - thirds (2/3) of all of the votes cast at said Regular Municipal Election and CCons Petaluma City School District Bond Election on said measure were in favor of said measure, and that said measure failed.
