support of their requests, and to discuss :details.
Following deliberation of the". request contained

approving rates established by Te -Vue Systems,
Inc., for• "CATV "' services with the City of Pet-
aluma, was introduced by Councilman. Joerger,,
seconded by Councilman Battaglia, and adopted

so that he can forward.them to Tele -Vue in
preparation for the study session.

Pacific Growers' .protest..to .the. City of Pet -
aluma's application with U.S. Corps of En-
gineers to construct a fixed.br.idge :across
the Peta -luma River and to_.relea.se.all claims
that Pacific Growers has: for. loss of naviga-
tional accbt&. rights, in .consideration of pay-
ment of,.$50,000 to Pacific Growers, read and
fil;ed.' The'City Attorney reviewed the pro-
posal and reported that the City,.. Manager,
City Engi neer and he, togethe.r..with other.
members of the staff:, have studi.bd'..this offer
very carefully and after examining. all. facts
involved, recommend that payment..be made to
Pacific Growers. Mr. Herman.Obregon, Treasurer
of the Pacific Growers, was present and spoke
to the C.oundi1 regarding the neg'ot'iations
held and the resultant offer.
In Council discussion of payment -of the offer,
Director of Public Works David Young noted that
a 1_e:tter was written to the State Division of
Highways asking if tax.funds.oan be used in
the acquisition of upstream navigation rights,
but that a reply has not.been.rece.ived to date.
Following some discussion .in.which several
Council.members indicated preference to further
study 411 the factz,.a. motion was made by Coun-
cilman Lipman.,, and seconded by Counc.ilman._Cav-
anagh, Jr., to tabl.e'action.authori.zing payment
of the $50,0&0... Motion carried by the ,follow-
ing vote:
Ayes: Councilmen Battaglia, Cavanagh, Jr.,
Joerger. and..Lipman..
Noes: Councilman 'Brainerd., Colin and
Mayor'Putnam.
Absent None.
The matter was referred to ..the - Council Committee,
consisting of Councilmen...Battag.lia, Chairman;
Lipman and Colin, for an immediate..study and re-
port to the Council as soon as possible. The.
Mayor suggested.that a Committee meeting beheld
this week with Mr. Obregon, and, if necessary,
discuss the matter.as an item at the study ses-
sion next Monday night.

to the District as a whole. He.concluded.by
