HomeMy WebLinkAboutMinutes 10/02/19671 MINUTES OF MEETING OF CITY COUNCIL PETALUMA, CALIFORNIA October 2, 1.967 Council Meeting Regular meeting of the Council of the City of Petaluma called to order by Mayor Putnam at the hour- of 7:30 o'clock p.m. Attendance Present: Councilmen' Brainerd, Cavanagh, Jr., Colin, Joerger, Lipman and Mayor Putnam. Absent: Councilman Battaglia. Invocation The invocation was given by Reverend Father James Pulskamp, St. Vincent's Church. Approval of Councilman Joerger requested that the following Minutes sentence be added to the minutes of September 18, 1967, Page 7, Condemnation of Property -East Wash- ington Reservoir: "Councilman Joerger felt that the matter has'to be resolved and this is the only way it can be done, adding that he hated very much to take any action of this sort, but that it is to Mr. Ielmorini's advantage as well as Claim - Edna E. to the City's." With this addition, the minutes & Ronald W. Roman of September 18, 19.67, were approved. Res. #4:8:32 NCS and filed,.. Resolution #4832 N.C.S. denying claim Chamber of Letter, dated September 27, 1967, from Owen C. Commerce Fredericks, President of the Greater Petaluma Area Chamber of Commerce, requesting an additional $2500 for the Industrial Brochure and an increase in the City's budgeted amount to the Chamber by Claim.- $1300 for Christmas decorations; read'and filed. Wm. McDonald The Mayor noted that these requests had been pre- Res. #4833 NCS sented by the Chamber and discussed at length with the Council in a study session on October 23rd. She asked for Council procedure on the matter. Following expression by each member of the Council and a general discussion with Mr. Fredericks of the Chamber, a motion was made by Councilman Colin, and seconded by Councilman Joerger, that the City of Petaluma contribute $1,300 for Christmas decorations, which applies for.this year only, and $2500 additional for the brochure cost, both contributions to be paid out, of the Transient Occupancy Tax Fund. Motion carried unanimously. Valley Vista School Invitation to an informal reception on Thursday, October 19, 1967, between 7:30 and 8:30 p.m. at the ValleyVVista Elementary School for the 1967 American Field Service Foreigh Exchange Student and Americans Abroad Returnee from Sweden, read and filed. The City Manager's secretary was asked to check with the Council regarding attend - ance at the reception and R.S.V.P. accordingly. ,�j-a Claim - Edna E. U.S. Corps of Public Notice No. 68 -12 of application filed Engineers by Tele -Vue Systems, Inc., fora Department of Army.Permit to install a submarine cable across,.the Petaluma River.at.Petaluma, and that interested parties may submit any objections in writing within thirty, days from date of ,,1 notice, read and.filed. City Manager Robert 047 Meyer informed the 'Council that City Engineer David Young, City Attorney Robert and he,met with Televue Systems, Inc., and'.suggested that they move the proposed crosszing to a different location because of the City's . *. sewer outfall -pipe in the area. He recommended an objection be filed. Mr..Young further ex'- plained that'Tele -Vue presupposed the City would grant them the use of the City's thirty- foot sewer easement for their cable instal'laton., and for the `City's best interest; Mr. Young felt that any capacity in the easement should -be° pro re tected and preserved. After a short discussion, the Council directed Mr. Young to file an ob j`ection.to the application. Veterans of Petaluma Barracks No. 199, Inc.,, Veterans of World War I World .War I and Ladies' Auxiliary invitation to attend.the,Joint Installation of Officers 'on. Saturday, October 14, 1967, at 8:00 p.m. at the Petaluma Veterans' Memorial Building, read, ,and filed. The Mayor asked Councilman Cavanagh, Jr., to represent the Council and urged any of the other councilmen to attend. Claims and Bills Resolution #483 N.C.S. approving claims and bills Res.': #4834'NCS Nos.. 11.864 to 11921 inclusive and Nos. 1234 to 1258 inclusive, was introduced by Councilman Lipman, seconded by Councilman.J,oerger, and. adopted by 6 affirmative votes, 1 absentee: Central Business Councilman Colin reported that the Liaison District Study Committee appointed to work with Mr. Leon.Rimov held its second meeting last Wednesday afternoon. Push-Button Stop Councilman Brainerd reported that the Traffic Light - East•Wash- Committee received a request from , Bernard., ington & Maria Dr. dr Eledge School to place a push - button stop light at the i tersection of Eash Washington Street,and Maria Drive, and after a detailed discussion, the Traffic Committee is.r.ecommend= ing to the Council that the request be granted. He added that.the City Engineer estimated the. cost to install a push- button stop light'by city crews would be approximately $2500. and that at the time three ;similar lights were installed at various locations in the City in 1:96.0, the Petaluma City School District shared. 50% of the cost. The City Manager stated tha:t.if the,request is approved, the City's share would be paid out of the Contingency.Fund. Following a short discussion on the matter, a motion was made by Councilman Brainerd,.and seconded.iby' Councilman Lipman, that.the staff be directed. to negotiate with the 'School system on a_fifty- fifty participating , basis for installation. of a push - button light at the intersection of East Washington Street and Maria Drive. The Mayor requested that a committee E'.Wa'shington St. and of the Schools meet with the Traffic Committee and Maria-Drive appropriate City.officials to study and review (Continued) the total problem of critical street crossing areas for school children. Land Reclamation Mr. Phillip of Forestville, accompanied Project by Mr. Parley'Batt of Berkeley, both representing Inland Disposal Company of Seattle, Washington, addressed the Council regarding a proposal pre- sented at the Sonoma Co.u , nty Board of Supervisors' meeting today. Mr. Moeller said that the Board is::taking the matter under advisement until No- vember 6th. He briefly reviewed the proposal in- volving a land reclamation project on the Petaluma River near Hog Island covering property under option including, six miles of waterfront area, and that the land fill operation would involve solid waste material from Sonoma County and other points from the Bay area. Mr. Moeller spoke on the com- plexities of the proposal and discussed the bene- fits to the County. An appearance will be made, he said, before the County Board of Zoning Adjust - ments for a land use permit. It was pointed out by the City Manager that the land,use permit ap- plication will then routinely be referred to the Petaluma Planning Commission for comment and recommendation. Assistant•Planher Gary Graham was complimented for his-work while serving as Acting Planner since Mr. Byrd''s departure.. `1 October 2, 1967 City County Resolution #4838: - N.0 S. designating the week of Government October '8 -14, 196.7, as.City and County Govern -' Res.-' #483,8 NCS meat Week, was introduced by Councilman Joerger, seconded by Councilman Lipman, and adopted by 6 affirmative votes, 1 absentee. 1 Open House Mayor Putnam announced that in observance of City and County Government Week, the Council has de- cided to hold an-open house at the City Hall and other City facilities on Monday, October 9th, at 7:30 p.m. to 9 :.00 p.m. The public was invited to attend the open house and get acquainted with the Council, City officials and members of the staff.. The Mayor stated that Supervisor Shoemaker has been invited and plans to be present. Mayor's Second For the start of the Mayor's Second Beautification Beautification Conference on Thursday, October 12th, Mayor Putnam Con =ference. pinned a rose boutonniere on the lapel of each councilman and City - Manager Robert Meyer. She then briefly outlined some of, the plans for the Conference and cordially welcomed the people of Petaiuma to participate in the Conference. Federal Tax Resolution 44839 N.C.S. urging Congress to develop Sharing Program and enact a Federal Tax Sharing Program for the Res. #4839 NCS benefit of State and Local communities., was in- troduced by Councilman Joerger, seconded by Councilman Lipman, and adopted by 6 affirmative votes, 1 absentee. o� Weed Abatement Fees Resolution #4840 N.C.S. establishing fees to be Res. #4840 NCS charged in the Weed Abatement Program, was intro- duced by Councilman Cavanagh, Jr., seconded by Councilman Colin, and adopted by 6 affirmative votes, 1 absentee. Annex Non- Contiguous The City Attorney explained that the proposed Territory legislation covers a request to the County to annex Res.. #4841 - NCS the property acquired for the East Washington and Mt..View reservoir sites, which property lies out - side -of and not contiguous to the City, and by law the City is entitled to annex said property if it is uninhabited and if a total of all such land owned by the City does not exceed 100 acres. He added thatthis procedure is used to eliminate a tax bill, whereupon Resolution #4841 N.C.S. petitioning the Board of Supervisors of Sonoma County to annex non- contiguous territory owned by the City of Petaluma, was introduced by Councilman Joerger, seconded by Councilman Lipman, and adopted by . 6 affirmative votes, 1 absentee. Washington Street City Manager Robert Meyer read a memo from City Bridge Attorney Robert wherein it stated that an answer Res., #484;2 NCS should be received by the middle of November or.the first of December regarding the City's application filed with the Corps of Engineers to construct a fixed level bridge at Washington Street. Mr. Meyer noted that all the necessary paper work has been accomplished between the City and Pacific Growers and that Pacific Growers has written a letter-to the Corps withdrawing their protest.
