October 23 , '1963 Council Meeting Adjourned meeting of the Council of the City of Petaluma called to order by Mayor Putnam at the hour of 7:30 o'clock p.m. Attendance Present: Councilmen Battaglia, Brainerd, Cavanagh, Jr., Colin, Joerger, Lipman and Mayor Putnam. Absent: None. Invoca.tion The invocation was given by Reverend Fred Rusk, First Presbyterian Church. 1 1 Invitation'to Mayor Putnam commented on a new idea initiated Council Meeting in an effort to put City government into its perspective a•s a public body, and along this line, fifty invitations were mailed to Petaluma Citizens selected at random inviting them to attend to- night's Council meeting. She asked those in attendance to indicate their presence as a re- sult of receiving the invitation and welcomed them to the meeting. Council Chamber Mayor Putnam also noted the new draperies in the .4.,,,Draperies Council Chambers, which she remarked, adds a "new look" to the room. - Approval of Minutes The minutes of October 2, 1967, were approved as recorded. Van =type. Tfizck. City Manager Robert Meyer repArted that two bids Res.: #>4843 NCS were received for the van -type truck and rec- ommended accepting the low bid submitted by Western Motors, whereupon Resolution #.4843 N.C.S., introduced by Councilman Brainerd, seconded by Councilman Joerger, awarding contract for pur- chase of one (1) van -type truck for the Depart- ment of Public Works, was adopted by 7 affirmative votes. 3 7 Liquid Chlorine City Manager Robert Meyer reported that two bids Res::", #4844 NCS were received.for Liquid Chlorine and recommended ,r that the low bid submitted by Continental Chemical -..: Company be accepted, whereupon Resolution #4844 N.C.S. introduced by Councilman Brainerd, seconded bv.Councilman Joerger, awarding contract for the purchase of Liquid Chlorine, was adopted by 7 • affirmative votes. 39 ABG. Copy of application fitted with Alcoholic Beverage Control for Off -Sale Beer and Wine License for Petaluma Cannery Sales, 226 Petaluma Blvd. North; approved by the Chief of Police, Building In- spector and Health Sanitarian, read and filed. .Outdoor Advertising Letter, dated October 9, 1967, from Mr. J. A. Actr Legarra, State Highway Engineer, Division of ,.. Highways, regarding recent amendments to the Outdoor Advertising Act which provide that the Act's provisions apply to certain advertising displays located adjacent to Interstate and Federal- aid primary highways in incorporated areas and that the Director of Public Works shall, when requested to-do so, pursuant to a resolution adopted by the governing board of a city or county, require applicants for State outdoor advertis ng permits to present a certificate of ,, local zoning compliance, read and filed. October 23, 1967 Outdoor Advertising Director of Planning William McGivern stated- Act (Continued) that after checking into the matter, he,felt it would be beneficial for the, City to adopt such a resolution for this type of control.;. Following a brief discussion and in line with the Planner's suggestion, a motion was made by.Councilman Colin and seconded by Councilman Joerger, authorizing the City Attorney to develop and prepare the necessary legislation to implement the effectiveness of the Outdoor Advertising Act requirements with-proper staff assistance and information. Motion carried unanimously. Astrotronic Mr. Fred Brooks of Astrotronic Research, Ltd., Research, Ltd. of San Francisco, addressed the Council re= garding.a.proposal* being- presented to the County of Sonoma of a method to reprocess and sanitize certain garbage items, such as paper, wood,. plast'ic, :etc. , .into eight basic commodities to be resold.on_the market and reused. He discussed details of the operation and pointed out. the advantages of- method. He `stated that he will be-appearing before the County Board of Supervisors on November 8th,or earlier if possible, to. a contract for dis'- posal of garbage for the County of Sonoma, and -that -he.is appearing before the Council because of plans.to e r ect a pilot plant a area.on the Petaluma River in Sonoma,County He.added.that a contract is being studied and ,considered the City of San Francisco at the present time. Mr. Herbert Bundesen, Chairman of Zone 2- AFPlo6d Control Advisory Board, stated that he was ad- vised by Mr. Gordon Miller of the Sonoma County Flood Control and Water Conservation District to obtain Council direction as a first step to proceed with a solution of the problem. Following some discussion and Council indication to assist the petitioners, the Mayor asked that Mr. Bufideseri, Councilman Joe'rger, City Manager Robert Meyer and Mr. Isselin meet with her tomorrow at a time to be determined in the morning for the purpose -of formulating plans for . a meeting with all agencies and groups involved in an effort to reach a solution as soon as possible. It was noted by the City Manager that a similar letter was forwarded by Mr..Isselin to the . Sonoma County Board of Supervisors acting as the Board of Directors of the Sonoma County Flodd Control District. 'Mo'ratorium re Letter, dated October 12, 1967, from P. Douglass — Service Stations Sthwobeda on behalf of the Petaluma Service Station Operators' Association, requesting that a moratorium be. granted for a period of 90 days or for such longer period as may be necessary in order to per- mit the City Council and the Planning Commission to consider the adoption of regulations concerning the granting Use Permits for the operation of new service stations in the City of Petaluma, adding that the City of Santa Rosa presently has a 'similar request under advisement, read and filed. City Attorney Robert and Planning.Director McGivern indicated that upon checking, the City of Santa Rosa has not taken any official action on a moratorium request nor have any official opinions b been given. Director McGivern also commented that the Planning Commission is enter -. taining similar type of control to regulate new service stations as is.being studied by 'Santa Rosa and that'a tour of service stationsites in other communities is being planned' to develop more in- formation on-the subject. He added that he will make a formal presentation of certain recommenda- tions regarding,service station regulations at the next Planning Commission meeting. Mr. Giver -n questioned the necessity of a moratorium because only two service station use permits were granted within the last three to four months and the Zoning Ordinance provides tools for a certain amount of control. He felt that some type of legislation be considered before granting a mora- torium:, After a brief discussion, it was de- aided by the Council not•toz-act on the-moratorium request at-this time-inasmuch as the matter-of service station is being studied by the staf and the Planning-Commission.. Con- 31 feren6e,Executiv6 Committee meeting on October 6:,'1967, included:a.maintenance project .,in the amount of $250,000 for - the Petaluma River, Fire - Damaged City Attorney Robert reported - that complaint Structure - was filed and served upon Mr. Romeo Silva, English &'Baker Sts. owner of the subject property, which complaint was referred to an attorney who advised the need of a, guardianship appointment in the case. Mr. Robert added that guardianship proceed'Yng,s will take place in Court next Monday and.that action.on - the complaint will continue when the processing is completed and-the guardian named who will be responsible for the disposition of the property. CATV Survey City Manager Meyer distributed copie's - of ,a'survey on CATV franchises and percentage of payments prepared by the staff from a questionnaire sent to eleven cities within the Bay Area-. He requested that the Council; 'study the report for discussion at a future Council meeting. Copy of said survey submitted and. filed. Boat Launching In response to Councilman Joerger regarding the Ramp status of a guarantee from the County of com ��,/ mitting County property to the City for the October 23, 1967 "Stamp Out Crime Memorial, read and filed. At the request of Councilman Cavanagh, Jr.., the City. Engineer was asked to change: the popula- tion figure on all City of Petaluma entrance signs. Library Merger Councilman Cavanagh, Jr., stated that as Council representative on th6 Mayors' and Councilmen's Association Library Commission, he has been asked report on the Council ",s opinion regarding the . to proposed library merger with Sonoma County at a meeting to beheld on Wednesday at 7:00 p.m. at the Topaz Room, Santa Rosa. Kenneth Wightman, President of the Library Board of Trustees, addressed the Coun- cil stating that the tttr.pstees are in favor of the general concept of a county -wide library but are not in favor of the "merger of this time because the pre- sent 'system does not provide for representation from Petaluma.. It was noted by Councilman Cavanagh, Jr., that he will be unable to attend Wednesday's meeting, but another councilman will be delegated to repre- sent Petaluma, whereupon a motion was made by Coun- cilman Cavanagh, Jr., and seconded by Councilman Joerger, that the representative of the City Council convey the thoughts that the City of.Petaluma is not in.favor.of a merger at this time as proposed in the repport that was presented by the Santa Rosa- Sonoma County Library. Motion carried unanimously. Bookmobile Serv- ccAt:the•request of the City Manager, Mr. Wightman re- ices ported on the present level of services provided by the Santa Rosa - Sonoma County Public Library under contract. He said that the bookmobile services to Petaluma's` east side were discontinued about a month ago due'to financial problems with the Sonoma County Board of Supervisors and the Board of L=ibrary Trustees wrote a letter to the Santa Rosa - Sonoma County Public Library of the hardship caused by the termina- tion of said sere ices, adding that subsequently a letter was received from the President of the Santa Rosa- Sonoma County Library Board indicating restora- tion of the bookmobile services within the next six to eight weeks and that a meeting will be held to determine services to be provided for those not rendered during.the termination period. Reports It was noted by the Mayor that reports on the League of California Cities; Annual Conference and the Mayor's Second Beautification Conference will be made at the next regular Council meeting.
