Safety Contest MINUTES OF MEETING OF CITY COUNiC-IL­ PETALUMA., CALIFORNIA November 6, 1967 qpvhdil.Meeting Regular m Council of the City of Petaluma called,to order by Mayor Putnam at the hour of 7:30 O'clock p.m. Attendance Present,: Councilmen Battaglia, Brainerd, Cavanagh, Jr., Colin, Joerger, Lipman and Mayor Putnam. Absent: None. Invocation The invocation was given by Reverend J. Carriker, First Church of God. Approval of Minutes The minutes of October 23 and 30, 1967,'were approved as recorded. Resignation_ -, Letter, dated October 2,8, 1967, from William William Y. Abbey Y. Abbey submitting resignation from the.Peta- 48 luma City Recreation and Parks Commission., effective immediately, read and filed. The Mayor requested that Mr. Abbey be appropriately recognized for his services and reminded the Council. to be thinking about a replacement, whereupon Resolution #4849 N.C.S. accepting resignation of Wflliam Y. Abbey from the Recreation, Music and.Parks Commisbion, was introduced by Councilman Battaglia, seconded by Councilman Joerger, and adopted by 7 af firmative votesi. Sewer Reimbursement.. Letter, dated October 23, 1967, from Dean D. Agreement -. Old Adobe Magowan., District Superintendent, Old Adobe ,,Un School District Union School District petitioning the Council Res. #4850 NCS for consideration of a sewer refund agreement, read and filed. Director of Public Works David Young reported that he checked into the matter and recommended entering into an agree- ment,' whereupon Re . , plution #4850 N.C.S. direct- ing the City Attorney to prepare a sanitary.., sewer pay-back agreement for Old Adobe school DIstrictand authorizing the Mayor to execute as introduced by Joerger, the same,. was ii seconded by Coun and adopted by 7affirmative votes. 19-60-67 California Cities Employee . A motion was made by Counei.lman.Battaglia and seconded by Council- man Cavanagh, Jr..,, authorizing the City Manager to serve on the AB2454 Advisory Committee . the League of California Cities., Motion t carried unanimously, Spoils Area - City Manager Robert Meyer reported that the,De- Corps of Engineers partment of Public Works has received a letter from the Corps of Engineers In regard to secur w­ ing spoils area for dredging the Petaluma River next . spring". Mr. Meyer asked the Council to contact Director of Public Works David Young if' they know of. anyone who would be interested in receiving the dredging spoils. Mayors' and Council - At the request of City Manager Robert Meyer, men's Meeting the Council members were asked to notify his. secretary if they plan to attend the subject. meeting 'Thursday•_nigh:t at Rohnert Park. Mr. Jack will'speak on "Undergrounding " Mr. Meyer mentioned that a state -wide confer- ence on underg.r-ounding is planned soon by the League of California Cities and, several utility companies, and that after next Thursday's ing•, the Council might consider sending ari elected official and possibly a staff, member to the conference.'*. Trees,..- Swimming City Manager Robert Meyer notified the Council Pool Complex that the-large trees at.the Swimming .r Pool Complex•appear to be dying and that every - ,33 thing pos,sibleC is being done to save them-, adding that.perhaps at a later date the Council will be asked to decide whether to top them or take them out. Second Annual In response to the City Manager, the Mayor. and Farm -City Dinner all.Counc lmen, Councilmen Brainerd and Battaglia,, indicated that they plan to attend the subject dinner next Wednesday night`at the Pen_ng rove -Women' s Club. Inland,Disposal Councilman_Joerger to that representing Company the Zone,2 -A Flood Control Advisory Committee,, 'attended he the public hearing held before the Sonoma County Board.of Supervisors in regard to the ma.,tter -of 2nland Disposal Company' s' ,re- quest for a garbage franchise and fora site - along'the`Petaluma.Rver. No conclusion was reached at the hearing, Councilman Joerg.er stated, as the matter was deferred to November 20th. He said that he will attend the 2'0t'h meeting. Washington Creek. Councilman Joe rger reported on the Zone 2 - _. Flood Control Advisory Committee meeting'held November lst to consider the petition request- t s ing relief from an - intolerable condition,of Washington Creek. Said Committee voted to .recommend to the Board of Directors of the Sonoma County Flood Control and'Water Conser- vation District to permanently improve the �I Mayo,r',s. Second Be auti fi cati on, Conference - November 6 1967 Creek in phases as funds become available and further recommended that the $15, for main- tenance-in the Zone 2 -A' 1967 -68 budget be used for the first phase of the work. He added that the, residents involved have indicated their willingness to dedicate the necessary rights -of -way for the project. Councilman Lipman reported on the Chamber of'� Co mmerce Board of Directos' meeting held today. He reviewed the main topics discussed, one of which was the forming of a Chamber committee, consisting of Floyd Wynne,. Art Parent and Norman Van Bebber, to cons ider,,seve ral candidate and recommend one to the Sonoma'County Board of Supervisors 'to fill the vacancy created by the resignation of, Art - Parent on the Sonoma County Economic Development Board. Councilman Lipman suggested the Council also consider recommending a °name. However, he added, in view of the fact William MacPhee„ Director.of the Economic Devel- opment Board, resigned his position today, there is a possibility the status of.the Board could be changed.., Councilman Lipman was asked to report developments in regard to this matter 'at the next Council meeting. Owen Fredericka, President of the Chamber of Commerce,, presented the -first copy of the new City of Petaluma map to the Council. He briefly reviewed the, attractive accordion -type - folder developed by the'Chamber in cooperation with the City o Petaluma and .four advertisers - N;orthbay Federal Savings and Loan ,Association, Redwood Empire ,Title Company, Western Motors and the Petaluma Grocery. M r. Fredericks stated that the maps will be,-distributed to most of the service stations and a supply will be' given to the City, Councilman Lipman reported on the Stamp - Out Crime Crusade program and dinner held last. Wednesday in Santa. Rosa and thanked the Council for its support. Mr.Lloyd Burlingham, Chairman of the Mayor's Second Beautification Conference., appeared before the Council to report on the subject conIerence held on October 12th. He especially commended the c "ommit -tee of six who worked so earnestly: Mrs. D. Montgomery, Mrs. C. McCorke,l, Mrs. H. Winant, Mr. 'Phil Talamantes, Mr. William Wurtzbe-rg and Mr. Carl Tsselin. He also praised the "work done by the City Manager's secretary, Mrs'. Marjorie Wilson and her assistant, Miss. Robin Edelman. 'He spoke of the tour, conference discussions fut-ure plans to beautify the area,, and "particularly the plans and arrangements made, to destroy -the abandoned chicken houses in the area. The Mayor thanked Mr. Burlingham for his 'excellent report. City Manager Robert Meyer stated that a- meeting of the stlaff and property owners involved, was' held to discuss disposition of structures on property located at 242 and 236 Petaluma B.,lvd. North and that Mr. Margo- lis reques' {tel six months in order to dispose of t_ he machinery in his building, but that the staff felt the accessory building in the*rear along the Petaluma River be abated immediate'ly.. Mr. .Meye °r said that it "is, the recommendation- of the staff that the property owners be `given s'ix months,'' extension within which to correct the substandard conditions, and if riot corrected, the City Attorney, be authorized to proceed °with legal action. Boat Launching At the request of Councilman Joerger., the Ramp City Manager was asked to report on the status of the proposed boat launching ramp . facility and the, boat harbor at the next regular Council meeting.
