HomeMy WebLinkAboutMinutes 12/11/19674' `, MINUTES OF MEETING OF CITY COUNCIL P_ETALUMA;, CALIFORNIA December 11, 1967 1 Council Meeting Adjourned meeting of the Council of the City of Petaluma called to order_ by Mayor Putnam at the hour of 7:30 o'clock p.m. Attendance Present: Councilmen Brainerd, Cavanagh, Jr., Colin,'Joerger, Lipman and Mayor - Putnam. Absent: Councilman.Battaglia. Soo ABAG Regional Plan City Manager Robert %Meyer stated that a public hearing is scheduled on December 14, 1967, at Novato on the Association of Bay'Area Govern - ment's Preliminary Regional Plan and that Planning Director William McGivern and several Planning Commission members plan to attend. He suggested that the Council be represented also. Councilman Joerger consented to appear at the hearing. Those Council members who later decide.to attend were asked to notify the City Manager. Agenda Meeting - Vice'-Mayor Colin accepted the assignment of Mayors' & Council- attending the Mayors' and Councilmen's Agenda men's Assn. meeting on December 14, 1967. The City Manager was asked to notify Sebastopol Mayor Klinker, Chairman of subject Association. Sonoma State College The Mayor announced that she will attend the dinner onDecember 14, 1967, at the Sonoma ' State College for the Chancellor of the College System. Sale City Property It was agreed by the Council to consider legis- lation at the next Council meeting regarding the sale of city -owned property located near the intersection of Bodega Avenue and Howard Street to the California State Automobile Association. The City Attorney was asked to prepare the necessary ~ ordinance. Morgan Property The City Manager reported that demolition of 3V (Old Montgomery the ,subject building located at Western Avenue _ Ward Building) and Petaluma Boulevard North has started, and upon completion, an agreement will be made to purchase twenty -one feet of the subject property to widen'Western Avenue. V® V- ®® :Sta�te'Lands Councilman Joerger, Chairman of the Petaluma Commission River Committee, and other Council members of said Committee were asked to attend the meeting tomorrow at 1 :0?0 o'clock p.m. with representa- tives of the State Lands Commission to visit the site of the boat launching facility and marina. Appraiser for the Some discussion was held regarding a question City raised by Councilman Colin relt:tive to the appointment of John King as appraiser for the property in connection with the Washington Street Bridge project. It was explained by the City Attorney that inasmuch as no action was taken on hi recommendation to appoint an appraiser on a retainer basis to handle all appraisals for the City, it was assumed that Mr. King would be retained until a definite appointment was made. It was agreed to pro- ceed with retaining Mr. King for the Washington 1 2. Salaries for City Manager Robert Meyer reviewed the salary- Employees proposal presented at the last Council meeting. Res. #4876 NCS He noted that all of the salary recommendations are financially possible for the months r-e- maining in the 1967• -68 fiscal year from the pre- sent estimates of income and for the-ent` re fiscal. year 196'8 - -6.9. Mr. Meyer added that- meetings have been held with the employee groups and'the Personnel Board and that the proposal is a compromise of the requests made. Following consideration of , the proposal and discussion of the revenues anticipated from the various taxes, Resolution #4876 N.C.S. approving salary range and pay plan submitted by the Personnel Officer and pursuant to Rule V of the Personnel System Rules and Re:gu_lations of,the City of - Petaluma, was introduced by Councilman Joerger,, seconded by Councilman Colin, and adopted by 6.a'ffirmative votes, 1 absentee. Annual Vacation City Manager Robert Meyer pointed out that in Leave & Holidays the proposal for'three weeks' annual vacation Res. #4877 NCS' after five years' of service, .an adju -t' 'of. holidays is recommended to establish a guarantee of eight days during the calendar year... He noted that the proposal for vaca- ,• 3 ,5 tions - and holidays is a compromise.of•the employees' requests. Resolution #4877 N CA.S. amending..Sections.l and 7 of -the Rule XI 'of Resolution No. 4,6317 N.C,.S..which establishes the Personnel System.Rules and Regulations,,,' City of Petaluma, to set for:th.provisions of annual vacation leave and hohsdays, was in- troduced by Councilman Cavanagh, Jr., seconded by Councilman Lipman, and adopted by 6 af- firmative.votes, 1 absentee. Executive Session The Council adjourned to an. executive sess!loft a 8 :45 o'clock p.m. Following said session, the ,meeting was,called back to order.at.l0.i.00 o'clock p.m. Establish Salary - Resolution #487 N.C.S. establishing the salary City Clerk of the City Clerk, was introduced by Counciiiman Res. # ;487 NCS Colin,. seconded by Councilman Joerger, and adopted by 6 aff.irmative,votes; 1 absentee. City Attorney Resolution #4879 N.C.S. establishing the +sa -la-ry Res. #4879 ; NCS of the .C'ity Attorney, was introduced by Council- man Cavanagh, Jr., seconded by Councilman . Brainerd, and adopted by-5 affirmative,.l negative and 1 absentee votes.. Councilman Joer-ger voted "no". City Engineer Resolution #4880 N.C.S. establishing the. Res. #4880 NCS salary of•the City Engineer, was introduced by Councilman Lipman, seconded by Councilman: Colin, and adopted by 5 affirmative, 1 negative and 1 absentee votes. Councilman Joerger voted "no ". X25` December 11, 1967 i Establish Salary - Resolution #4881 N.C.S. establishing the (Continued) salary of the City Manager, was introduced City Manager by Councilman Brainerd, seconded by Council - Res. #4881 NCS man Colin, and adopted by 5 affirmative, 1 negative and-1 absentee votes. Councilman Joerger voted "no ". Councilman Joerger qualified his negative. vote on the three preceding.resolutions by stating that he was -in favor of salary in creases but not as proposed. Health Insurance In response to Councilman Lipman, the City Manager stated - that review of the health insurance program is made in June because it goes out to bid at that time. Beautification City Manager Robert Meyer reviewed the costs ProJect - submitted by Recreation Director Shollenberger NWP Property to beautify the area-on the corner of the Northwestern Pacific property along East Washington Street and Hopper Street. After a brief discussion, it was decided that the Mayor and Councilman Cavanagh,, meet with the Northwestern Pacific Railroad Company and discuss a possible cooperative program of the project and find - out if the Railroad plans to improve the entire parcel in the near future. Olympic Meets -1968 Report, dated December 7, 1967, to City Manager Robert Meyer from Parks and Recreation Director Shollenberger regarding the 1968 Swim Meet Schedule, submitted and filed. Councilman Joerger stated that--the Schedule has been endorsed by the Recreation Commission with a request to the Council for $500 for -the program. In order to proceed with the A.A.U. swim meets, Mr. Shollenberger said that Counci approval is required of the program and funds. It was,also noted by Mr. Shollen- berger that the Petaiuma• Swim Club will com- pletely organize and direct the total program and that the request for funds is for. .a minimum of overtime for City personnel'. He added - that to justify the use of the facility during the August and.September meets, he has proposed to the Swim..Club that percent (2.0 %) of the net profits of these two meets revert to the City,to- offset the net revenue of the pool for the two weekends. In dis- cussing the amount of City funds for the program, City Manager Robert Meyer recommended that $1,000 be set aside, whereupon a motion was made by Councilman..Lipman and seconded by Councilman Brainerd -, approving the Swim Meet Schedule as proposed- and-to set aside $1, -000 from the Transient Occupancy Tax fund for the program. Motion carried unanimously. It was requested by C'ouncilman.Colin that time e -x- pended by Mr. Shollenberger on the meets be charged to the ,Transient Occupancy Tax Fund.
