January 23, 1968 Council Meeting Adjourned meeting of the Council ofthe City of Petaluma called ,to-order by Mayor Putnam at.the hour of 7:30 o'clock p.m. Attendance Present: Councilmen Battaglia, Brainerd, Cavanagh, Jr., Colin, Joerger, Lipman and Mayor Putnam. Absent: None. Area Planning..,Commission Resolution #Z1 -68 recom- Bodega Ave.,mending the adoption of proposed-amendment Washington to Zoning Ordina -nce #662 N.C.S. by reclassi- fying Assessor Parcel Nos. 6- 311 -18 and 6- 311 -19 'CS and a portion of three,other lots considered as Public right -of -way from an R -2 -3000 zone to a P -M (Professional- Medical) zone (triangular - shaped parcel bounded by Bodega Avenue, Howard and .Washington Streets), submitted and filed. Planning Director William McGivern located the area on a map and briefly reviewed the request for rezoning,, whereupon Ordinance #889 N.C.S. amending the Zoning Ordinance #662 N.C.S. as recommended, was introduced by Councilman :Brainerd, seconded by'Councilman Lipman, and ordered published by 7 affirmative votes. Purchase of Property Ord. #888 NCS Rezoning - Bounded by Howard and Streets Or:d. #889 Silva Property - English & Baker Sts. Res. #$910 NCS Central Business District Study Ordinance #88B .N.C- S.•authorizing the purchase of 21 feet more- or less of Assessor's Parcel #6-282 -1 (old Montgomery Ward building), was .introduced by Councilman Colin, seconded by Councilman Lipman, and adopted by 7 affirmative votes. Report, dated January 23 1968 from Directo of Planning and Building Official William Mc- Givern certifying to the completion of the demolition of residence located at 319 Baker Street, read and filed. Resolution #4910 N.C.S.'approving costs incurred in the demolition of the structure and.the cleaning of the property at 319 Baker-Street, California, and declaring the costs,.incurred in said demolition to be a lien.-against-the real property and a special assessment to be collected as a special assessment, was introduced by Councilman Lipman, seconded by Councilman Brainerd, and adopted by 7 affirmative votes. �t36- Mr. Leon Rimov appeared before the Council to 0 present a detailed report on the Central Business District Study. He reviewed the sketches pre- sented at the December 4th Council meeting re- garding'the existing conditions in some of the downtown area and continued with slides and dis- cussion of a proposal for the revitalization of the Central Business District. He delineated the boundary of the District comprising of 137 acres. Paramount among the plans presented by Mr. Rimov was the rerouting of a portion of Petaluma Boulevard along the Petaluma River. He outlined a three -stage program over a pro- jected five -year plan to develop the realign- ment of said Boulevard at an estiamted cost of one and one -half million dollars. Mr. Rimov's presentation also included plans to develop other portions of the'District and a discussion on the cost factors involved for the improvements. He reviewed various methods of financing the January 23,,1968 Central Business entire program but pointed out that feasibility District Study of financing be referred to a financial con- (Continued) sultant. Before a general discussion was held on the.re- port given by Mr. Rimov, the Mayor asked Dr. D. Jackson Faustman to make his presentation on the Traffic- Parking Study- Traffic-Parking Study Adjournment Dr. D. Jackson Faustman appeared before the Council to discuss the preliminary stages" oaf " _the traffic - parking study cond;ncted'by his firm.under. contract with the City. He re ferred to an incomplete written report sub mitted to the Council, which, he stated,, will be finalized in the near future. Dr. Faus recommended that the Council consider specific steps'-of the study for' action, particularly r relative to °the parking spaces. He continued' . by saying that in the survey made of the,parking phase of the program;, it was determined that 400 parking spaces are needed in the downtown area. He suggested that 200 of the 400 spaces be acquired immediately for short —time off- street parking by developing a parking lot for l0''0 spaces on the easterly side of Petaluma Bou'le- vard North between Washington Street and the existing parking lot by Western Auto and an- other 1:00 spaces by extending the present Keller Street Parking =lot to Western Avenue and%d'ouble= decking the entire'1ot. He esti mated that the cost of acquiring the additional -200 spaces would be one million dollars 'He also discussed methods of financing the recom- mended parking program. upon conclusion of the two,reports, a general discussion was held with members.of the Council after which the Mayor entertained comments from the audience. " Upon the suggestion of City Manager Robert .Meyer, it decided by the Council that the total re- port be presented before any action is tak°em. Dr. Faustman indicated that the parking study will be finalized and forwarded to the City within the next week and that he will.be :pre- pared to make a complete presentation both the; parking and traffic studies in Februaryi it was agreed' that the tota.l'presentation be made at a Council meeting on February 12, 1968, with both Dr. Fa'us.tma`n and Mr. Rimov present: There being no further business to come before. the Council,, the 'meeting was adjourned o clock.,p.;m. to an executive- session. w Mayor, A.
