Washington ® Payran Street Intersection . 235 ®Airport Study Res. #4963 NCS Councilman Battaglia reported on a recent meeting held with representatives of other Councils in the County regarding the subject matter. He °,noted that types of pollution ordinances will be available at the next study session for Council. consideration. Councilman Joerger was asked ..to attend the next County group meeting as Council- man Battaglia will be out of town., and Councilman Brainerd reported that.the..T_r,affic -- Committee.met this afternoon and-th:'e matter- of traffic control at E. Washington and.Payran Streets was discussed. It was pointed out that at: a recent Council meeting, removal of the stop signs on Pa,yran Street at E.* Washington Street was approved in order to facili'tate's smoother traffic on E. Washington Street and that: this decision created objections from parents. ..in the area.. Councilman Brainerd stated that the Traffic;Committee and those present con eluded to recommend to the Council to proceed.. with,the.4 -way stop signs with as much traffic control as possible from a police officer to. direct traffic during peak hours. It was further recommended that a traffic actuated signal be installed as soon as possible. Councilman Brainerd pointed out that from a recent study of the.intersection by the engn- eering staff and the traffic survey submitted by D. Jackson Faustman, a mechanical device, at the intersection is warranted. Following a brief discussion; it was generally agreed by . the Council to accept the Traffic Committee''s recommendation, and it was indicated that the matter of a traffic signal for the inter- sec tion be considered in the 1968 -69 budget.. . Councilman Colin reported on ,a recent meeting .held.in.Rohnert Park.at which he entertained a, motion for representatives of Seba topol, Rohn .ert Park, Cotat °i and Santa Rosa to approach the various city councils and chambers of commerce on the concept of an airport facility development for Southern Sonoma County. Mr.. Owen Fredericks,-President of. the Chamber of Commerce, appeared before the Council noting that by recent Council legislation, the County was requested to set aside $50,000 for five years for a Petaluma Airport He asked that the Council coneider directing such funds toward the purchase of the old Navy,.Air -' Strip in Rohnert Park rather than proceed the .5 -year plan. He read a resolution adopted by the Chamber of Commerce on April 15, 19'68 -, recommending that the Council :take favorable . action in regard to the County purchase -of the old Navy Airstrip. Copy of said resolution . submitted and filed. .In the discussion that followed, Director of Planni-mcrMcGivern was asked'-to prepare an up =to -date report on the -' status ,of -airports previously considered as sites,. whereupon. Sonoma County Law Mayor Putnam noted that a meeting will be held .Enforcement Tele- in Santa. Rosa on April 17th relating to the communication subject matter. Switching System Community Congress Councilman Brainerd reported that the next Com- munity Congress is May 11th, and he requested that Council members be represented at each of the f`ivepanels. Those who will be able to attend were asked' to contact Councilman Brainerd for further details. Ambulance Resollution.. #4967 N.C.S. authorizing porch'ase of ® Res. #49'67 NCS one (1j new ambulance for the Fire Department, City, of, Petaluma, was introduced by Councilman Lipman, seconded' by Councilman Battaglia, and adopted by '7 affirmative votes. r ABAG In response'to Councilman Joerger's r'equest.for ® Res. #4968 NCS an opinion as to the. validity of 'the`motion - passed at the :last Council meeting to withdraw from the Association of Bay Area Governments (ABAG'),, the City Attorney stated' that in reviewing thet legislation authorizing membership into ,ABAG, the City agreed to abide by ABAG's by- laws -, which stipulates withdrawal shall be by resolution passed by the.Council and notice given to ABAG thirty days prior to the effective date.'of withdrawal. However, Councilman Joerger, questioned the validity of the'by- laws:as`:he felt the organization no longer represents the concepts for which it was originally formed. He.referred to a resolution adopted by the City in 1960.and to several articles on ABAG. Complaint re Arrest Mr. Francis Powell, 12 -10th Street, Petaluma, appeared before the Council in regard to the arrest of his son and requested Council examina- tion of the police records in connection with the case, which he indicated do not exist. Mr. Powell's brother, William, was also present and joined in the discussion. Both verbally attacked the Chief of Police and the City Manager. Mayor Putnam advised Mr. Powell that grievances are handled by the City Manager and asked that the matter be discussed with Mr. Meyer in the morning. (It is to be noted that following adjournment of the meeting, Mr. Powell and his brother met with the City Manager.)
