TO a question by Councilman Matzen relative to Count y participation
in the project, City Planning - Dir. Dick Coleman explained that at the last
Co,uiit.y Planning Commiss,ion meeting .4 resolution had been passed in which
the County agreed. to"co--oper . ate and assist the City with services from. the
County. Planning Dept. but they did not wish to engage in the Federal
program or in the work of the consultant. , However,, Mr. Coleman stated that
the Coun ty v� Board of Supervisors had originally showed its willingness to
contribute to this project; therefore, he belie*Od t'.hait the County would'evem-
tuallygg along with this original decision and . assist the City with the

Mr. Livingston explained that if the County, at the end of 6 months,
s till I did not wish to assist th e City in the program the City - could still

proceed, either by.! (f) Going ahea . d with the I program as planned and making

hack on the size of ;the area to be planned and having more limited program.
To a question by Councilman Crinella, Supervisor Shoemaker stated

by the .Fair Board to 'consider changing the proposed location of the. reeteagon
building to be constructed in Kenl.orth Parka ' He explained that this:

financing the proposed DMV building would be through the` u se of'the Petaluma

Kelly Lane - Sewer
CQdncilmari Matzen referred to a report which had been submitted by
Supt. of Streets John Stratford, requesting an explanation of the sewer problem
which exists on Kelly Lane.
City: Engineer Al Ro'berts,explained that the line actually belongs to
those who - j Yarticipqted in the construction of it as it is not a City line.
C-it I y Attorney Ed Ro'bert explained lain.ed further - that the problem lies in
the fact that this line is actually owned by the people who installed it,
- inasmuch as Kelly Lan6is not a City Street or a County Street but merely
q easement, Ho_ that a letter had been sent to property owner's
along Kelly Lane Advising them that if they wished to use the sewer facilities,
they would - have to receive - permission from the Coanctl - before they could
connect into it, - They were also Advised that if. were gr'anted permis i
sion
by the City to connect, they would still have to secure permission from the
- actual owners of the line.

Kelly Lane Sewer '- 'cont'd.
Mf". Robert stated that he had gathered, from a talk with Mr. Kelly,,
that there are people who want to connect to the sewer without sharing-in the
cost of same..,- and if *this were "a: public street they could do so. However,
upon examination of the records,. Mr.. Robert had .determined this 'is not
- that
a public street or . a.Countv street but merely. aCounty, easement. Therefore,
he believed Mr. Kelly to be perfectly withilu, his rights to refuse these

Re Use of Richmond-San Rafael Bridge by Gasoline Tankers
City Manager Ed Frank reported that he had contacted 'a couple of
oil. company representatives and was given to understand that there are no
gasoline trucks a.l.lowed to `cross any doublemlevOl bridge or 'a bridge where
a .tunnel is involved, and it is ,helJeved the bridge insurance prohibits this
type of bper.a.tiono Mr.. Frank stated that this information was not official,
but he was now attempting to verify it.
The City Manager was directed to keep the Council _posted on any new
developments on the matter,
Stop Signs at School. Intersections
Councilman Gustafson suggested that the signs- at school intersections
which now read "stop." be changed to read,, "stop when pedestrians are
crossing, " He felt that these signs are quite confusing to motorists, inasmuch
as they do resemble other signs which merely require a motorist to stop
when pedestrians are 'crossing,
The City Manager read a report on this matter which had been written
by Chief of Police Del Maestro, In this report the Chief. of Police also stated
that there had been much confusion in regard to the subject signs, and
recommended that eiither'a plain stop sign be used or a regular pedestrian
crossing sign which would read, . "stop when pedestrians are crossing, "
whu'chever the Council. desired.
Mayor 'Parent noted that it had been the wish of the Council, at the
.time .the, subject signs h.ad. been installed, to have traffic come to a complete
stop , at the school. intersections during school hours,
After some - discussion,, it was the decision of the Council to change
the signs to read "stop" only, eliminating the yellow portion of the signs
The City 'Mana.ger was directed to see that this was .done, and to search
for other methods of traffic control. for school intersections which might be
used.
Councilman Crinella informed the Council that he had received several
complaints recently relative to the poor condition of portions of M'C* Dowell Road.
The matter 'was referred to the Casty Engineer.
