ROLL CALL: Present: Councilmen Crinella, Ellis,. Gustafson, King, Matzen, Van Bebber and Mayor Parent. Absent; None. INVOCATION: Invocation was given by Reverend Wm. Ruhl, United Church of Christ. . APPROVAL OF MINUTES: Minutes from the meeting of November 17, 1958, were approved as recorded. ::PETITIONS`& COMMUNICATIONS. Notice dated .Nov. 14, 1958,. received from Sonoma County Peace Officers' Association inviting Mayor & Council, City Officials and wives to attend :dinner meeting to be held Dec. S, 1958, . at Occidental, submitted 'and filed. Mayor Parent noted that Karl Kohl, Petaluma - Police Dept., was to be installed . as -President at this meeting, and asked that those who planned to attend notify the City" Manager to make reservations. . Water - Rate Increase Copy of opinion from Public Utilities Commission re increase in water ".rates, effective Dec. 22, 1958, submitted and filed. Sewer - Ser Memorial Bldg. Letter from County' Counsel Richard M. Ramsey dated Nov. 26, 1958, re . s� er•'service to Veterans' Memorial Bldg., submitted and filed. A portion of the letter read as follows: "In order to facilitate early decision, will you please: `consider and - communicate to this office your position in connection with the questions: '(1)' Whether or not the City could . justify contributing to the cost of the line, and /or (2) On what basis the City would be willing to contract with the County 'for the benefit of the County'to'accom ' sh` collection of a proportionate share of cost of the line .from 'any' abutting property owner at the time •of connection to the line to be built by the County ?" Considerable discussion took place relative to exactly how this matter should, be handled. City - Engineer Al Roberts stated that he believed an .8" sewer line would be sufficient to serve the needs of the Veterans' Memorial Bldg. and other necessary connections in that area for some years to come. Mr. Roberts stated that. hi s department is. now worki ng, on preparation of plans and field stakes for the subject sewer line. He felt that if - ihe City -'also maintained this Line; it would be a .con'siderable contribution to the `cost of the line. Discussion - also took place on subject of how the County - - could recover some of its ,expenses for the line when other properties connected ,to it. Councilman King suggested that inasmuch `as the would have to Y uild'a line to that general area eventually anAssessment district could be set UP with' property-owners participating proportionately. Pro:aec Report C lt y E ngineer ­­'' ­­ �'Al Roberts reported that the - contractor of Project #39 ­ 1 1 tedlisworkwitfith" 'had c6mp e i e ekcOption of a few minor (con (2) December 1, 1958 Project #39 cont'de Councilman Matzen called attention to a situation on the corner of "B" St. & Fair St., where .the property owner had been assured that he would be able to enter his ,driveway Without any trouble after 'completion of the street work there. He stated that this property owner was having difficulty and asked if anything was being done about the situation, Mr. Roberts stated :that he had investigated this matter and believed the cause of the trouble was actually derived from the shape of the driveway, rather than the shape of the street. He believed the only feasible solution would be to replace the driveway. The City Engineer and. City Manager were directed to continue working on this matter to determine just what action should be taken, inasmuch as the property owner had been assured of proper access to his driveway. Sealing of Streets To a question by Councilman. King in regard to the sealing of streets, Cit- , Manager Ed Frank stated that ordinarily this process was .done 'after a period of one or two years from the time the new street was completed. Fot this reason, the sealing of newly constructed streets had never been included in the work required by the "contiactor on a street project. However, Mt. Frank noted that there is a new method of sealing whereby streets may now be sealed not too long after reconstruction. , Water Line .= Ken. Colin Property Councilman Gustafson'asked if anything had been done about the faulty waterline on Ken .Colin's property. The City Engineer informed Councilman - .Gustafson that the new pipe for 'this work - had - just. and work on the laying of the new line would begin either tomorrow r Wednesday. Other City Officials Monthly reports of the various City departments were submitted and filed, Councilman King referred to the Auditor's report for the month of November- noting that there - wa.s `a considerable overdraft in the General. Fund. Mro .- Frank: stated that the balance in the General Fund should be larger in next month''s report, due to revenues which will, be received on .Sales Tax, etc-. - He - also noted that since this had gone out the Council, a. substantial check had been received from the County for Property Taxes o City Clerk _Gladys Wallin suggested that the City increase the Cash Basis Revolving Fund, if possible, as it is not adequate to carry the City through the period of the fiscal, year -when little .revenue is being received. He stated that he would like to have a copy of the new Building Code, as he'was not certain,.under 'what circumstances the 6ity could require that a building be b *up to code. Mr. Frank l stated that he was quite sure there were two trucks going around town" cloing nothing bit packing rip leaves, etc. He rerx arketl ghat the Garbage - Co - . - was - not .required to pick up more than approximately 1 cubic -foot of these leaves and trimrnings -o Mayor Parent believed. the .problem in this matter mf & lie in the .fact: that the. - two tarucks' mentioned by Mro Frank could not keep qp with this work during the when leaves are fallings "The City Manager was directed to check on any particular areas where the leaves seemed 1-to be 'accumulating. ( 1 1 December 1, 1958 1 Area & Relocation of Certain Industries Councilman :Crinella suggested that the Council'. consider the idea of acquiring '35 or 40 'acres somewhere .in the Lakeville District to be used for 'a cut - and. -fill garbage disposal area. He believed that in order for Petaluma to attract industry,, it will be necessary to relocate the garbage dumps and other businesses about the City which cause undesirable odors, Councilman Crinella felt that this new location should be based on the opinion of a qualified engineer. Councilman Ian Bebber stated. that he was very much in agreement with this suggestion. Councilman King expressed the opinion that it should be the responsim bility of the Garbage Co', to relocate its disposal area, He further stated that. he would be against any action on the part of the City concerning condemnation of property for the purpose of a ,garbage disposal area, From what he had seen on the subject, Mayor Parent stated that he bel.i:eved the City would be placing itself in a very ba.d position by using condemnation proceedings to acquire land for garbage disposal purposes. Mr., Frank stated that he'had suggested to the Garbage Co. people, about one year ago, that they try to find a new location for dumping grounds, and they had attempted to comply with this request, He went on to explain . that he believed the Garbage Co, wanted to comply with the City's wishes in this matter; however, they had run into trouble in trying to find a new location' Mr. Frank - called the Council attention to the fact that a meeting of the committee by the Sonoma County Mayors' and Councilmen's .Association would be held this coming .Friday, - relative to garbage disposal problem. Be that it would interesting to hear this committee's recommendation; that perhaps the City could get some ideas on the subject from this.- .. . Councilman Matzen expressed: his opinion on the subject, stating this same problem was -prevalent throughout - the Co and once a suitable solution is ,found; he believed it - should be carried out in order to accomplish the' purposse,I He - did not feel. that a few people should be allowed to stand in the wary of such thereby stopping the progress of the community, Councilman King was asked to 'contact Mi. Cor°da a property owner -in the Lakeville area to determine if some sort - of arrangements could be made in order to use -his property for a garbage di.sposa.l, area. - Counci.lma;n King'stated that he believed the Garbage 7Co. - should negotiate directly with Mr Corda for the use of. his property, rather than .subleasing it from the Ci* The - matter was . to be on the agenda. for the next meeting, Project #39 re Gurbs & Gutters Mro 13ob Wells, ''reporter for Petaluma Argus Courier., addressed the Council relative to the cobblestone curbs which were allowed to remain on Howard Street. He noted that the cobblestone curbs had been replaced -on "'BW" Street, and stated that'he was. under the impression that this had been .done in" _accordance with Council policy when a .street was being reconstructed. thro.ugh the use of Gas Tax - funds° City Engineer Al Roberts stated that Howard Street had a concrete gutter, whereas many of the streets in town have the old stone curbing with no gutter section at all, He felt that this could have been why Mr'.
