APPROPRIATING FUNDS FOR THE OPERATION OF THE CITY
FOR THE PETALUMA GENERAL FUND FROM JULY 1, 2008 THROUGH JUNE 30, 2009
AND DECLARING THE URGENCY THEREOF, TO TAKE EFFECT IMMEDIATELY
WHEREAS, on June 16, 2008, the City Council considered the Fiscal Year 2008-2009
Preliminary Budget and determined that there were unresolved issues relating to the revenue.
projections and projected expenditures in the City's Fiscal Year 2008-2009 General Fund budget
as proposed to the City Council on June 16, 2008; and,
WHEREAS, on June 16, 2008, the City Council adopted Resolution No. 2008-129 N.C.S.
authorizing temporary appropriations in the amount of $20,000,000 to provide funds for the
operdtion of the City of Petaluma through August 31, 2008 or until an annual appropriating
ordinance for the General Fund was in effect; and,
WHEREAS, revenue projections and projected expenditures have been further refined in
the revised Preliminary Fiscal Year 2008-2009 General Fund Budget presented to the City Council
for adoption on October 6, 2008; and,
WHEREAS, the Revised Preliminary Fiscal Year 2008-2009 General Fund Budget contains
lower projected revenues and expenditures than were anticipated or estimated in previous
presentations to the City Council; and,
WHEREAS, on October 6, 2008, the City Council adopted a Resolution Adopting the Fiscal
Year 2008-2009 General Fund Budget; and,
WHEREAS, it is essential for the economic well being of the City that General Fund
appropriations and City expenditures be adjusted to the newly revised and lower revenue
projections and expenditure levels contained in the General Fund budget resolution as soon as
possible to allow the City to balance its budget and ensure the continued scheduling and
operation of services provided to protect the public health, safety and welfare.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF PETALUMA AS
FOLLOWS:
Section 1. There is hereby appropriated for the usual and ordinary expenses of the City
of Petaluma for the period of July 1, 2008 through June 30, 2009, the amounts set in the attached
Exhibit A, incorporated herein by reference, and said amounts shall be distributed to the various

departments and funds as set out in said exhibit and shall be expended and used in
accordance therewith.
Section 2. Changes in the distribution of the appropriations between each respective
department or fund shown in Exhibit A may be made by resolution adopted by the City Council.
The City Manager may administratively make changes within the departmental appropriations
as approved, so long as the total amounts do not exceed, as a result of the change, the
amounts set forth in the approved appropriation.
Section 3. The City Council hereby finds and determines the amount of appropriations
provided hereby does not exceed the estimated revenue, other sources and available fund
balances in the amounts set in Exhibit A, which will be on file with the City Clerk for the fiscal year
ending June 30, 2009.
Section 4. All ordinance or parts of ordinances in conflict herewith are hereby repealed.

Section 5. Based on the recitals stated herein, which are adopted as findings of the City
Council, this ordinance is hereby declared to be necessary for the immediate preservation of
the public peace, health and safety of the City of Petaluma., and shall take effect and be in
force from and after its final passage by passage by afour-fifths vote of the membership of the
City Council.
Section 6. The City Clerk is hereby directed to post/publish this ordinance or a synopsis of
this ordinance for the period and in the manner required by the City Charter.
