Regular meeting of the Council. of the City of Petaluma, called to order
by Councilman King., Vice President of 'the Council,
ROLL CALL:
Present: Councilmen Ellis- Gustafson, King, Matzen and Van Bebbet,
Absent: Councilmen Crinella and Mayor Parent.
INVOCATION:
'Invocation was given by Reverend Godfrey Ha tzel, St. John
Episcopal Church.
APPROVAL OF MINUTES.
Minutes from the meetings of March 2 4 1959, were approved

water . pollution, He explained 'that' this bill would - make 'it possible for cities

time as the City Manager - could check Into this matter to see if the City might
qualify for ass ' istance'in case,
To a q ' tion by Acting - Mayor King,, - the City. Attorney explained that
if the Council did not adopt the subject ordinance, the bids which would be
opened tonight would have to be rejected 'and the Council would then have to
readvertis.e for bids on the project. Mr. Robert - stated that the bid could not
be awarded until 30 days after adoption of this ordinance; whereupon,

SHALL BE PAID FROM THE 1953 SANITARY SEWAGE
SYSTEM CONSTRUCTION FUND,

Chamber of Commerce have gone on record as favoring the State Park and
Beacl.Committee that the 90 .-add - acres surrounding the
Old Adobe site be purchased for a :future park site., "
To a question by Acting Mayor King, Mr*. Th.oms answered that as
he understood, the 90 acres involved in this matter 'are located east of the
Old Adobe Road, immediately surrounding the Old Adobe site and north of
Casa Grande Road.

After some discussion on the subject, the City Manager was directed
to place a telephone cal.. to the U. So Army Corps of to determine
if'the proposed boat pier might interfere with dredging operations, etc., and
report 'back to the Council,
Mr. Michael . Gentil.ly stated, in general, that he did not approve
the manner in which the Chamber of Commerce had handled this matter.

CONSIDE:R.A.TION OF NEW BUSINESS
Discussion re Water Company Management
Mr. Duncan Olmsted; Chairm*di of the Citizens' Water Committee,
stated that the. subject matter had not been discussed officially by the Water
Committees However, some of the members with -wham he had unofficially
discussed this had felt as he did;, that it might'be 'advi.sable if the City Council
could set forth some policy prior to the election,
Mr. Robert noted that he had contacted the League of California Cities
-and requested - some represen . tative legislation from various °..ties ,rega.rding
the operation of municipal water companies, Most. of these provided some
sohtiof commission °type management and - set forth exactly what city's,
company is to do and is not to do under, certain circumstances.
After some discussion on the subject,, it was the general feeling of
the Council that there should be a commission -type management, if the
citizen's of the City vote for the purchase of the vEater company.

Mr.. Michael Gentilly addressed the Council at this -time voicing his
opinions on several matters ncludiiig .the proposed purchase° of the pater
company, the proposed siriall boat pier on the Petaluma River .etc,,
Councilman informed''W',. that the - facts. and figures
on the subject'of the doter company dcquisiti6n being publicized the
local newspaper and were' also available, at the City Hall,- to 'any ;interested
