Lutheran Church.- .APPROVAL OF MINUTES: Minutes ftom the meeting of March 16, 1959,,- were 'approved as recorded. CONSIDERATION OF BIDS .Weller St. Sewer - Extension City - Manager Ed _ po reported that he had checked on the proposed new : I I . . - ' law regarding water 'ollution as Councilm n.B an Vaebber had requested at the -last meeting. He explained that it would be impossible for the City to receive a.grant on the sub ject project at this time. , Co:un. law was either passed or rejected cilman - Van Bebber suggested that this project be held over until the by Congress. proposed - Councilman King 'did not feel that . the- Council should hold the matter H p w as as of the opinion that Con . gress. could take considerable time to ' decide upon this proposed new law. After further discussion on the subject, a resolution awarding the contract to M. Amaral Construction Co. was 'adopted as follows: Res.. #2206 N. C. Cities dated 'March 17, 1959; asking for support, of proposed legislation to increase the state .gasoline tax one cent, 'submitted and filed. Councilman I King stated that he did not favor the idea of the cities sharing this proposed increase -in gas tax with the counties. However, he. felt that the Council would now have to .,"follow the pattern" on this matter. Councilman Van Be.bber stated that- h.e.'Would -,rather see this fail than to .compromise with the counties as had been p , roposed. Cities dated 'March _14, 1959, suggesting that the Council give consideration to adopting a resolution incorporating basic thoughts expressed in-"Statement of' Principles on Metropolitan Problems, submitted and filed. This matter was held over until the next meeting. Coordinated Sewage Disposal Letter from Regional. Water' Pollution Control, Board dated March 17, 1959, re centralization of sewage facilities in th_e Petaluma Area, read and filed. This was to be considered 'at a study session of the Council to be held next Monday night. Golden Gate - Authority Copy of " resolution adopted by. Sonoma County Board Supervisors, opposing 'Senate Bill No. 576 insofar as it affects the Golden Gate Bridge and the Golden Gate:Bridge "and Highway District, - .submitted and filed, Letter froin - Mayor Hew itt of Vallejo. dated - 24` ; . 1959, - asking Councils - throughout the .Bay to undertake and objective study of the Golden Gate Authority proposal; submitted aiid - filed. - Some 'members of the Council expressed the - 'opinion that the County should not have adopted the above: mentioned resolution at this time-. They felt this should have been given much more consideration before .any 'action was taken. The matter was tabled pending further information and study. Douglas- St. & .Hayes Lane,- Pavement Deterioration - Letter 'from Mrs. A . ' H. Stocks" darted March 16, "195% calling attention to condition of -Hayes Lane being 'damaged by heavy trucking read - and filed. Report of City.Engneer dated`March 24, 1959, re pavement deteriora- tion, Douglas Street & Hayes Lane, submitted and filed. In answer to 'a question by Councilman Van Bebber, the City' Attorney stated that he could not visualize any way in which the City could secure relief from the Lathrop Construction Co., for rep_ airing the subject, streets., Mayor Parent suggested that the :Council look over the condition of these streets when touring the parks next Monday, The City -Manager was :directed to note .this matter for consideration at budget sessions this year, ( 1 1 1 April. 6, 1959 -McDowell Road -Shelter. :Letter from McDowell Po L A. dated March . 18; 1959, requesting permission to demolish the shelter on McDowell. Road, submitted -- and filed. Having received the Counci.l's verbal approval. of the demolition of th_ e subject shelter, the City Manager stated that he would attend to the situation immediately. 4 7-Year College Site Letter from Joan 'McGrath, Mayor of Sonoma, dated March 25, 1959, asking that resolution be adopted urging the .selection of a site for the college: immediately, submitted and filed, After discussion on the subject, it was the decision of the Council to adopt a resolution as requested, and later adopt a .similar resolution to be sent directly to the Public Works ,Board; whereupon, Res. #2208 N. S. - conCd .Cour ciI ah King called attention to the fact that there were several places in the City where the problem of improvements going in at the end of a street might arise, thus blocking the extension of such street in the future. Mr. Frank stated that this would be taken care of in the General Plan. However, he questioned the City Attorney as to' whether it would be possible to pass some type of legislation soo that, in the meantime, situations such as pointed out by Councilman King could not occur. Mr., Robert stated that the Council could adopt an ordinance setting forth certain proposed streets, and providing that no building will be permitted in certain areas. However, he felt that the City would still have to have some type ,of plan in order to adopt this type of ordinance, Res, - Designating City. as Engineer of Work - Assess. Dist. #4 N. S. Res, #2211 N. C., S. introduced by Councilman Matzen_, seconded by Councilman Crinella, entitled, "RESOLUTION DESIGNATING CITY ENGINEER TO BE ENGINEER OF WORK, DIRECTING THAT WORK BE`DONE UNDER HIS DIRECTION AND SUPERVISION'AND THAT THE ASSESSMENT BE MADE AND SIGNED BY THE ENGINEER AND FIXING COM- PENSATION OF THE SAID ENGINEER. City could obtain a small portion of the Blackwell property which was deeded to the State for taxes, This property is in the di path of the English St. Ext.:and requires that the City enter into an agreement with the County of Sonoma for the purchase of same. He believed the tax delinquency on the property was somewhere in the neighborhood of. $1200.00, and stated that the City would have to determine a price that would be agreeable to the Board of Supervisors for the value of the property. The Citywould then be able to obtain a.deedo Councilman King explained that the subject property had very little value, inasmuch as it was not* even a lot; whereupon, Res, #22,12N. Councilman Van Bebbet' sOggested that provisions relative to annexation shoulel be set forth in this case; similar to those provided for in the outside sewer connections recently granted on Kelly Lane. In this case, it would be necessary for the Council to reissue the permit for 'continued operation of the connection after 2 years. After .some discussion as to possible future annexations in the subject area etc. the City.Attorney was directed to prepare the necessary legis- lation to comply with the suggestion. of Councilman Van Bebber, Parkin Lot, Petaluma Blvd.. Mr.. Frank s ' tated that this matter had also been called to his attention. City Engineer Al Roberts informed the Council that this procedure apparently takes place once or twice 'ayear. He stated that he had, not given his permission for the company to do this, --and had instructed h pers onnel - to advise 'any future inquiT s,from companies such as this that , they have the County dump for dis'po's of such matter, Supervisor Leigh .Shoemaker invited the Mayor & Council to attend the .Veterans - Memorial Building dedication at 2:30 p rm on April 19.
