Minutes from the meeting of May 4, 1,959, were approved as recorded.
Re Street Name Change

Council. ask. the Board of Supervisors to delete from the proposed street name
change plan at this time, - a portion of Et Rose Drive from Hayes to "I" Sto
Ext Mk - Smith ex"plained that the Post Office would like to have more time
to study this change, make further surveys and prepare its plans on same,
To a question by Councilman King, the Post Master stated, that it
would take approximately I m th to complete their surveys,
The City Manager and City Clerk were directed to write a letter to
the Sonoma County Board of Supervisors in accordance with Mr. Smiths
request.

"Therefore we'Wish to obtain permission to c:onneot onto the City
sewerage .system. "
Mr. Fra.n.k DeRoo addressed the Council requesting information relative
to th.e availability of sewers and, other facilities without annexation to the
City , at the present time. He explained that they did not wish to annex. to the
City immediately beca.u.se of the subdivision fee, double inspection fees
invol.ved and addition al time required, Mro . DeRoo. requested to know if
there was any way in which they could annex to the City when the units were
completed.
There was discussion regarding the .requirements of the City - and the
F. H. A. on home construction,, City Engineer Al Roberts stated that F. H Ao
requirements were 'a little stricter on sate development, and the City require
ments a, little stricter on electrical wiring a,nd certain construction standards,
The Council discussed the matter of pasta Council policy in regard to
annexation of subdivisions. It was brought out that the Council had., in the
mq_st, required red subdividers to annex. to the City before subdividing,
Counc King believed this matter deserved considerable study on
the part of the" Council relative to subdivision fees, etc, - He felt that it would
be a great advantage to '..builder to be ab to subdivide and then annex to the
City
After further discussion, the City Manager was directed to obtain
copies of subdivision ord.i_na,nces a.?).d policies from other cities in the County
during this week. and submit therm to the Council for study,

The City, Attorney's memorandum stated part; - "After the utility and
the -city decides to remove the overhead facilities, notice of .intention is given
to the electrical inspector. Within 80 days of such notices the inspector is
required to notify all: persons Jn the area that the - overhead facilities will be
removed, and. they must make arrangements with the utility concerned to
provide unde.:rground. - service. -
The City Manager° was directed to find out exactly what - the City's
position is in this matter as :well as that of the property owners - in the district,

Inspector relative to the City system, etc.

In the letter, Mr. Smith outlined 3 plans by which. to revise the present
Civil-Deteinse procedure. - It was noted that the Board of Supervisors had
indicated a strong preference for Plan No. 8

Mayor Parent noted that he had asked the Traffic. Committee to 'study

Councilman Van Bebber requested that a study be made the. parking

Commission, the Council will adopt a resolution whichmill. be the initiating

the Board of Supervisors .regarding -the purchase of Coyote Dam Water,.
