It was considered that the sections of the proposed 6rd which were concerned with .connection charges, . main.,e and r . efund "dgreements were 'a variation from the promises het6tofbre made and:not in line.; with the present operating policies, of the California : Water .'Service Co.. He further advised that this. separate 'ec , the , rom.mendation of the bond attornevs:andthat this recommendation was given in order to allow the' Council greater leeway in ',any of 'their future actions. .After further discussion covering -.all of the ,above matters it was decided thai: no 'action would.,be taken upon the .ordinance 'as presented, and the City.
