- Councilman. .Cr. inella reported the Committee's - .recommendation that the
low bid ofCrown Development Co. be accepted, He stated that - this bidder did
a
submit�n..irregula.r bid in.that he not fully list his subcontractors; however,
he could .see no - reason. why the Council should .not accept this . bid.
City. Attorney Ed.:RolSert informed the Council - there, was no require-
ment.on. the part of the City subcontractors be listed on a bide He felt
that the .bid'of Crown Development' Coo was a ,legal bide
A. representative of Exchange, -Santa Rosa, addressed the
Council requesting that the Council reject all..bids and readvertisea Consider-
ing that the,low bid did not list the subcontractors in full, he felt that it did not
comply With - the - .spirit. of the law..
A representative ,of the Crown -Development Co. addressed - the Council
stating that his `firm had not received bids from those subcontractors which
were not listed, this being the reason why they were not .listed on proposal
to the City. He further stated that they had never engaged in bid peddling and
that they were - willing -to pe.r. fotm this co ntract,
..Discussion was held concerning `whether or not the low bid.should - be
accepted, Members of the Council differed in their opinions on the � matter.
In, order to decide .the - w.ish.es of the majority, a: resolution awarding the bid
to, Crown Development Co. was voted upon.
The question of whether or not the alternates were to be added to the
bids was not resolved.

Small Boat Harbor Commission, the City. Clerk: that a. copy of the

Councilman Crinella stated that he would be in favor of such a cult if there was

Councilmn King suggested that a definite program for street improve-
ment b6 a set up,
Councilman C rinella stated that, he believed Howard St. was in need of
resurfacing from Bodega, Ave. on out,
In order to take care of indigent people passing through.,Pe
Councilman Tan Bebber -asked if it would be possible to use the 'Thomas Lee
Charity Fund. The'City,Clerk stated that, as she recalled, this fund was to
be used only for residents of , the City. However Mrs. Wallin suggested that
the appropriation ordinance pTovide for- from. the Thomas Lee- Clarity
Fund for use as stated day Councilman Van Bebber. In the meantime, it was to
be determined whether the fund could be used for tha particular purposeo
The Clerk was directed to go ahead with preparation of the final budget.
A resolution approving same was to be Prepared for the next meeting.
Mayor Paront'stated that he had received sQveral, complaints - and
inqu regarding the unclean condition of some streets in .th.e City,
City Engineer Al Roberts felt that: a lot of this might be due to cars
being, parked along the streets at the tim.e the street sweeper . was working
there. He stated that he would - investigate this matter.
In regard to the proposed meeting with the Chamber :of Commerce and
Planning. Commission, which had been before the Council. earlier in the meeting
the , date and time were tentatively - set for next Monday night at 7:30 p. m.
