Regular meeting of the Council of the City of Petaluma called to order
by Mayor Parent.
. ROLL CALL:
Present: Councilmen Crinella, Ellis, Gustafson, King, Matzen,
Van Bebber and Mayor Parent,
Absent: None.

Invocation was given by Reverend Fred Brock, ' First Baptist Church.
APPROVAL OF MINUTES:
Minutes from the. meeting of July 20, 1959, were approved as recorded.
CONSIDERATION OF BIDS:
1.. -%2 Ton Truck Consideration of Bids Opened at 2:00 p; m.
Councilman Van Bebber" reported that only one bid had been - received
on the 1 -1%2 ton truck from Sanderson Motor Co. for $3, 195.00, and it was
the recommendation of the committee that this hid be accepted; whereupon,

A letter had been received from Westerterp Bros. which stated that
they were- unable to offer a bid on this truck because of the wording contained
in the specifications, limiting delivery to 30 days. Councilmen King and
Crinella'. remarked that they believed more time - should be allowed the
bidders for delivery of such equipment in the future.
Street Roller . Consideration of Bids Opened at -2:00 p. m.
Councilman Vdn .Bebber stated that 2 bids - had 'been received on the
subject piece of equipment; one from Western`Tiaction Co. in the total net
amount of $2, 490.00 and the other from Ricker Machinery Co. 9 total net
price ",$3; 400.00': The committee recommended the acceptance of the low bid
of Western Traction Co. ; whereupon,

Request for Purchase of Barge
Letter from ,.Petaluma Ch,a.mber of Commerce dated July 30; 1959,
requesting that the City purchase a barge from. the Gerwick Company to be
used as a. small boat floating dock, read and filed,
Councilman King felt that the Council should consider the whole picture
before making any decision on this purchase, inasmuch as a docking place
would have to be provided for the barge; etc,
It was brought out that a docking place for the barge had been - selected
at the end of First Street:. This location was enough out of the Chanel and
had been approved by the U. S. Corp of Engineers as a proper - place for such
an installation, The City Manager stated that there are some pilings at the
location which would have to be removed,
Don Thoms, Petaluma Chamber. of Commerce, informed the Council
that Mr„ Hill., in front of whose property the barge would be docked on First*
Street, had definitely gated would be .very happy to cooperate with the
R Cit'y on this matter in way possible.
Mr.. Bob McLaughlin addressed the Council., relating how Chamber
of Commerce was attempting to interest yachting clubs, - etc ° , in coming to
Petal.t ma, He believed that Petaluma, has a, great potential.. in this realm
n.
because of its location o the .river, and asked that the barge be purchased so
that the' Chamber of Commerce could continue with its work in the matter.
A poll.. of the Councl:1. was taken, in which it was revealed that 6 members
favored the purchase of the barge, Counc l.ma:n King voted "no".

Referring to the capital outlay program, - Councilman King - whether
El Rose Dr; -was - to be repaired out of Special G.a -& Tax fu or City' Funds
He felt that - it - would tape quite some .time to get ap - fr om 'the Sfate .in
order to pay , for - ths work -out of th.e Special Gas Tax Fund.
City Manager Ed Frank stated that if the Council desires :to ,have V'
El Rose Dro, ; East - -`D" Sto , etc.., declared major city streets _so that they
would be eligible for: Gas Tax Funds, this should not present any problem so - '
far as getting the . project: started is concerned,
It was explained that streets being repzdred'with Special Gas Tax Funds
and City _funds could' all be included in one contiaeto
City Engineer Al Robert's started that he does not - believe his department
has the manpower to do too much more in the way of projects this yea-
However; they .are .go;ng to attempt ,to do El Rose Dra & East "D" Street this
Fall, He believed this would- be possible .if the rains do not start too early
this year, otherwise ; the contract would have to be d elayed until next Spring.
C ouncilmen :King & Matzen felt that the work on. East_' "D St-.- & El Rose
Dr, should be done just' as soon as possible.
Due to the fact that the street deficiency report had not as yet been,
completed, etc. , the City Engineer stated that his department had considered

The, matter of 'the amount - of money to be budgeted for the Chamber of
Cornm6rcewas brought up by Councilman .Gustafson.
.Mayor Pdrent felt that the Council had arrived at the understanding that
w$5, 000.. was to be budgeted in this section; then, when some - specific project
came up that merited more money, the City would help if. possible,
Councilman _Van ' Bebberreferred to the $2, 000. in this budget sec ' tion
which had been .earmarked for industrial, development, stating that he felt the
remaining. $3, - OW should also be designated as to specific uses.
Mr Pierce Thompson, President of 'the Petaluma - Chamber of Commerce,
' outlined. the following pr6jects and amounts for same- as proposed by the
Chamber:

Councilman -Van - Bebber felt, since the amounts set forth for Christmas
promotion, Butter & Egg Days, etC7 could not be increased-during the year,
that the merchants' promotion program was in effect, - being curtailed.
Councilman - King `noted thatthis year's Chamber Commerce budget
was $1500. higher than last year Therefore, he did not feel that the City
was the merchants' promotion program.
Mr. Thompson stated that after the Council - had, decided on the- Chamber's
budget figure of . $5, 000., he had met with the Chamber's -Finance Chairman
It had been agreed that the allocation made by the Council would be accepted,
even though they - had - been somewhat disappointed - in the - amount. -

Councilman Gustafson stated that he had received a telephone call
`rega- rdi:ng-the stop -sign on the corner of Eighth and "G" Streets. The matter
wa:s referred to the Traffic Committee.
Ben Woodworth Sudb, - Linda Del. Mar
Councilman King stated that he had met with .Mro _ Woodworth in regard
to some of the problems he is faced with in connection with the Linda Del Mar
Subdivision. The only access to the subdivision property at .time is
Shasta Ave. He explained that the extension of Pa.yran St. as recommended
by the City Engineer & City Planner, would be very important in subdividing
the property,;- However, the developers felt that the City should pay for 1.
20' of the street since an 80` street was suggested by the City Agineer & City
Planner,' this•being•20' wider til an the standard residential, collector street.
Councilman King pointed out: that the developers were "also asking that
the City pay for a portion of the construction costs of a proposed bridge in the
subdivision. The City Engineer had requested that this bridge be wider than
the standard requirement in order to carry the four lanes of- traffic to be
carr7ed by the extension of Payran Street.
Councilman King went on to explain the two other problems involved
in the subdivision - -- drainage and a school site in the area_ Because of the
cost of developing the land, the subdivider could not afford to have the school
department take 10 acres of land for a school. site. This would increase the
cost per lot to an extent that it would make it impossible to subdivide. He
suggested that the school site be located in the area, but outside the subdivision.
Councilman King stated that the subdivider 'also has the problem. of - taking the
drainage from Cherry Valley down through the Woodworth property. When
the contractor contacted the Flood. Control District on this matter, they stated
that they had no funds to do this. The subdivider would like help from the City
in going to the Flood Control. District to see that - the drainage is taken care of.
The developers - are willing to take - care of a certain portion of the but
would, like to have the Flood Control. District take care of a, portion of the work
.also.
Councilman King requested to know if the Council would be interested .
in meeting with the developer, Mr. Jess, Jess Construction Company in order
to go over these problem& and determine if the City would be willing to pay
for. a portion of the street work, etc.
To a question by Councilman Matzen,, Mr., Lloyd Pidgeon, Jess Construc=
tion Co, , answered that it would take approximately two years to complete the
proposed subdivision.
There was discussion regarding a school site for the - subdivision, and
a copy of a� letter from* the City_ Schools, addressed to the City
Planning `Commission and dated July 29, 1959, was read and filed, - The letter

to' the location of'a new elementary school site before - approval is given to the
Linda del Mar Subdivision or approval is given to the planned additional

Councilman King had previously related, estimating the approximate costs
of the various improvements etc.
Councilman King noted that Mr.. Jess is. anxious to start building; either
here `in -Petaluma or, if this is not feasible, someplace else,
Mr. 1. A. Bar.l.as addressed the Council expressing the opinion that
the Council should make a thorough investigation of this matter and. bring it
to an imm.edi:ate ,conclusion°
Mayor Parent informed .Mro . Barlas that this was actually the first
time that anything concerning the subdivision had been broughtbefore the
present Council.
