Adjourned. meeting of the Council of the City of Petaluma called to order
by Mayor Parent.
ROLL CALL:
Present: Councilmen Crinella, Ellis, Gustafson, King, Matzen,
Van Bebber and Mayor Parent.
Absent.. None.
PETIT & COMMUNICATIONS:
Letter dated, August 19, . 1959, from Claude B. Hutchison, Mayor of
Berkeley re' meeting to be held October 2, 1959,_ to 'consider possible forma-
tion of a Metropolitan Council in the Bay Area, read and filed.
Application of United Church . of Christ for street improvement on
and portion. of Mission .Dro Extension, read and filed. This
(7o n.rr,anication was dated 1959.
A representative of the United Church .of Christ addressed the Council
explaining that they are interested beginnin.g.,development of new site
hi th.e Country Club area and desire to enter into , an - agreement with
the City, whereby the City will the engineering services necessary
f the location of - the utilities and the construction of the streets; curbs and
gutters. The streets involved would - be part or all- of Mission Dro from its
present termination to its intersection with McNear Ave. - and - the develop-
ment of Middlefield Dr_ from its present termination - to its intersection with
Mission .Dro He stated that the church - would be willing to bear the expense
for.its share in development *With other parties - who" would also be involved;
thal so far none of the property owners had objected to paying for their share
of the cost of these - improvements.
The City Engineer stated - that - to his way of thinking, this work
be somewhat in an assessment district and somewhat along the
lino,s of the English Street Extension. He the church was requesting
F; s i.Jme that the City, be authorized to prepare the plans and
estimates for the work
It was pointed out 'that there would be some 5 property owners involved
in this project, '
The City Attorney felt that it would be perfectly Legitimate for the City
forces to do this work, assuming that it would be done on a cash deposit basis,
under an agreement.
This line of procedure was then approved by the Council,
Application of Arnold Maier dated Aug. 14, 1959; - for outside sewer
connection at rear of property designated as AP 6-291 -3 on North Webster St. ,
submitted and' fi.l.ed.
Report of City dated Aug, 21, 1959, recommending denial of
subject outside sewer connection, read and 'filed, It was also recommended in
this report that, since the front portion of the property lies within the City
limits, the owner might be invited to annex the remaining portion of his property
to .the City, subdivide in aecorda.nce with the applicable provisions of the City
Code and constr. act his buildings in conformance :with the City ,Building Code.
uuy Engineer Al Roberts explained that from the appearance of the lot,
there is room for at least 2 units to be built. For access to the lot, the owner
is presently utilizing the driveway of the adjacent property. In connection with
annexation of the lot to the City, Mr.. Roberts stated that he had not yet had an
opportunlity to. discuss this with Mr. Maier,
Before taking any action on the subject application, it was the decision
of the Council to have Mr., Roberts discuss the matter of annexation with the
property owner. The City Engineer was so directed. -

Councilman Matz &n "noted that he was not against the - development of
this subdivision, or any other, but merely felt that all the in the matter
should be - .known before the Council made any final decisions. He did not feel
that the 20° ease was an appropriate solution to - the problem,
Councilman Van Bebber was of the opinion that Pay-ran St.. should
definitely be an 80' right:°�of�wray through the subdivision; - that - the - City would
be setting a. bad precedent by purchasing right- of-way along Payran St.
- After considerable - discussion on the .subject, a poll was to
determine if the majority of the Council favored the 20' ' easement as suggested
by Councilman Crinellao - There were 5 affirmative - votes - and 2 negative; the
2 negative votes being cast by Councilmen Matzen and Tan .Bebber.
To a question by Councilman Matzen, the City Engineer stated that he
believed the matter of widening the bridge over 'Pay-ran St in the future could
be worked out by` him and Mr. Jess' engineer,

The meeting was called back to order,
Mr. Herold Mahoney, President of` the Petaluma School Board, addressed
the Council noting that he was not speaking on behalf of the entire School Board
at this time He stated when you consider a subdivision of this size, he
felt you must also consider an elementary' school.. Mr.: Mahoney informed the
Council that a - study had been made of the area and the only location - for which
the School Board could - get approval from various agencies concerned was the
site located on 2 -1/2 acres of Mr. . Wood'worth's property 7 ®1:/2 acres -
belonging to Mr. Dick Gray. - At their last .7 consideration had - been
given to the possibility of- another site location; however; no decision could be
reached; Since that time, - they - had talked - briefly with Sacramento and - had
been told that the area across the would not receive State approval. In
view of the fact that the School, ;Board will be building State funds, this
actually means that the school site will. have to be located on this side of the
river„ -
Councilman Van Bebber asked if the City accepted - the tentative map
of the subdivision, would this - create any ' hardship on the - School Board
in the selection of site, inasmuch as no school site -is provided for in the
map, Mr. Mahoney stated that if - the School Board - is requ ed.to take the
location which has been recommended by the -City and County Planners and the
Dept. of EdLicationas field- superintendent - for school housing, be believed it
would probably require some in the future - in the planning.
Also, if the location wa - s acquired at some future date, he felt that it would
possibly cost - considerably more than it would cost at this time,
In regard `to the school problem, the City Engineer suggested that
it might be possible to revise the final map-of the subdivision to provide an
alternate street as'.suggested in Item. 3 of his report dated Aug. 18. He
l .believed this might be done without .resulting in the loss of lots in the develop-
ment.
It was the decision of the Council to 'accept the recommendation of the
'City Engineer on this matter, as set: forth in Item 43 of his repofti of Aug. 18,
1959.
Relative to a park site adjacent to a school. site in the subdivision,
the Council remained in accord with the results of the poll on this matter
which had been taken at the last meeting,',

(3) Embankment surfaces should be 'adequately protected from
erosion.
There Was discussion in regard to whether a - strip - 'should be
put between the sidewa1ks and 'curbs or if the sidewalks should - be of the

Mr, Coleman explained the reasons for this recommendation as outlined in

Mr. . Jess stated that he would check on this matter.

In connection with the sewer pump station for - the 'subdivision, City
- En gineer A I Roberts recommended that the structure in which this will be
housed provide space so that additional pumping facilities can be installed.

man Crinel.la, that the tentative map be approved as modified, The roll was
