ROLL CALL: Present: Councilmen Crinella, Ellis,_ Gustafson, King., Van Bebber and Mayor Parent. Absent: Councilman Matzen. INVOCATION. Invocation was given by Reverend Fred Brock,. First Baptist Church. APPROVAL OF MINUTES: Minutes from the meetings of August 17, 24 and 28, 1959, were _;: as recorded. CONSIDERATION OF BIDS: Civic Center Improvement, 1959 -. Report on ,Bids Ol Sept. It was the recommendation of the Committee that the bid of M. Amaral be accepted, with- out alternate #1; whereupon, Res' #2312 N. C. $. introduced by Councilman Crinella, seconded.by, Councilman Van . Bebber, entitled, "RESOLUTION AWARDING CONTRACT FOR THE WORK SHOWN IN THE PLANS AND SPECIFICATIONS -ENTITLED 'CIVIC CENTER IMPROVEMENT - 1959', AUTHORIZED BY ORDINANCE NOo 550 N. C. S. " was adopted by 6 affirmative votes, 1 absentee. Manager Claims approved for payment: by the City Manager were submitted and filed, There was discussion in regard to claim. #758 Pedro Caicedo for travel expense, Councilman King'stated that he was not aware that Mr.. Caicedo was to receive compensation _for travel expense, Councilmen Van Bebber and Gustafson, however, stated that they were aware of this, The City Manager stated that this had been done at the request. of the Council. Questions raised on claims numbered '766, 773, 793, 801 &.843 were answered by City Manager. Ed Frank. Director of Public Works Arnold Ma_ ier Outside Sewer Application Report of Director'of Public Works dated Sept. 8,- 1959, re Arnold Maier Application for Outside Sewer Permit, submitted and -filed. In this report, the Lair, of Public .Works . recommended that the sewer connection denied u�? 1l_ - 'ch tine as the property is annexed, subdivided in accordance with t :ice proviisions of the City Code, and construction is regulated by the Building Code. After discussion on the subject, a poll- was taken to determine whether or riot this outside sewer connection should be granted. There were 6 affirma- tii e votes in favor - of granting the connection, 1 negative vote cast by Council- man Van Bebber, and 1 absentee. The City Attorney was_ directed to prepare a resolution in accordance with the wishes of the majority of the Council, The resD lution was to contain the usual 2 -year annexation clause. Councilman Crinella suggested that the Council consider the of reducing the time stipulation for annexation to 1 year outside sewer connections, He felt that this change- should be made around the first of the year. In .answer to a question by `Councilman King, - Fire Chief Eaglin .answered that he eyed the fire boxes were quite necesary in the commercial area of'towno � However, he noted that many cities are now installing less boxes in the new residential areas Mt. View Ave. Project At the suggestion of Mayor -Parent and after some discussion, the City. Attorney & City Engineer were directed to address a letter to Mr. .M. , Amaral, adv him_ of the fact thpt the City is anxious to have the work on Mt. View Ave. completed before the rainy season begins.
