Regular meeting of the Council of the City of Petaluma called to order
by Mayor Tarent.
ROLL CALL:
Present: Councilmen Crinella, Ellis,_ Gustafson, King., Van Bebber
and Mayor Parent.
Absent: Councilman Matzen.
INVOCATION.
Invocation was given by Reverend Fred Brock,. First Baptist Church.
APPROVAL OF MINUTES:
Minutes from the meetings of August 17, 24 and 28, 1959, were

Councilman Crinella reported that after checking over the bids, several
discrepancies ha.d° been found in the bid of Gobbi's..Exeava.tion. It was the
recommendation of the Committee that the bid of M. Amaral be accepted, with-
out alternate #1; whereupon,

The following copies . of applications for transfer of liquor licenses,
which were filed with fh.e State A lcoholic Beverage Control and approved by
Chief'of Tolice -Del -Maestro, were submitted and filed.

Letter from Petaluma B of Education dated Aug. . 31, 1959, requesting
that the Gossage property across the street from McKinley Elementary School,
be annexed to the Petaluma City School ( District, read' - and filed.
There being.no objections to this request, the matter was referred to
the City.Attorney.

There was discussion in regard to claim. #758 Pedro Caicedo for
travel expense, Councilman King'stated that he was not aware that Mr.. Caicedo
was to receive compensation _for travel expense,
Councilmen Van Bebber and Gustafson, however, stated that they were
aware of this,
The City Manager stated that this had been done at the request. of the
Council. Questions raised on claims numbered '766, 773, 793, 801 &.843 were
answered by City Manager. Ed Frank.
The resolution dpproving- claims was then adopted,

Arnold Ma_ ier Outside Sewer Application
Report of Director'of Public Works dated Sept. 8,- 1959, re Arnold
Maier Application for Outside Sewer Permit, submitted and -filed. In this report,
the Lair, of Public .Works . recommended that the sewer connection denied
u�? 1l_ - 'ch tine as the property is annexed, subdivided in accordance with
t :ice proviisions of the City Code, and construction is regulated by the Building
Code.
After discussion on the subject, a poll- was taken to determine whether
or riot this outside sewer connection should be granted. There were 6 affirma-
tii e votes in favor - of granting the connection, 1 negative vote cast by Council-
man Van Bebber, and 1 absentee.
The City Attorney was_ directed to prepare a resolution in accordance
with the wishes of the majority of the Council, The resD lution was to contain
the usual 2 -year annexation clause.
Councilman Crinella suggested that the Council consider the
of reducing the time stipulation for annexation to 1 year outside sewer
connections, He felt that this change- should be made around the first of the
year.
Other - City Off i.ciais
Monthly reports of the various City Departments were submitted and
tiled.
In .answer to a question by `Councilman King, - Fire Chief Eaglin
.answered that he eyed the fire boxes were quite necesary in the
commercial area of'towno � However, he noted that many cities are now
installing less boxes in the new residential areas
Mt. View Ave. Project
At the suggestion of Mayor -Parent and after some discussion, the
City. Attorney & City Engineer were directed to address a letter to Mr. .M. ,
Amaral, adv him_ of the fact thpt the City is anxious to have the work on
Mt. View Ave. completed before the rainy season begins.

benefits which would- be derived. from this amendment; whereupon,

Councilman King vas of the opinion that it should 'not be necessary
for the subdivider to re file the tenta i:ve map, 'inasmuch as the modified
tentative map had already been approved by ;a poll of the Council.
Mr., Pidgeon iadd� bs.'s.ed the Council stating that the refiling of ,a
modified tentative snap -would hold up.,the sub., ivision proceedings M'r Pidgeon
informed the Council that cgpre of'the final ap would be ,ready, not later than
Morc1�y, Sept: 14;:
It was' the final decision of the Council not to require the refiling of.:the
modified tentative map of i the- subdivision.

inspections had been a unanimous opinion that the buildings as it is presently
used is not safe so far as fire hazard - is' concerned

in order to discuss the reactivation of the. school traffic patrol, etc,

P.-atesting the fact that the press had not been notified of _phis afternoon's
study - y session in regard to the Pepper Kindergarten.
